Bristol’s deputy mayor has dropped a huge hint that some of the “petty” new rules proposed for allotment holders will be ditched. But Cllr Craig Cheney (Labour, Hillfields) said controversial planned increases to fees for plots were likely to still go ahead because they were needed to improve the service.
Public consultation was due to close on Wednesday (January 31) into the city council’s new allotment rents and tenancy policy, which includes a raft of additional charges and changes to what is allowed on the land. Plotholders would be forced to remove fences, hedges, most trees and large play equipment, as well as replace glass in greenhouses with twin-walled plastic and drain water from deeper ponds.
New fees include £25 for keeping bees, chickens or rabbits and £15 for a shed, greenhouse, cold frame, fruit cage, pond and to register a co-worker, while the annual cost of having an allotment would double for many. A petition opposing the plans has now topped 6,000 signatures, with tenants saying they will be forced off the land.
Bristol City Council, which manages 4,000 plots, with another 1,500 run on its behalf by five associations, has said it needs to increase rents, which were last reviewed in 2018, and that there are 8,000 people on the waiting list, so more space needs to be freed up. The issue came to a head at a council budget scrutiny meeting on Tuesday, January 30.
Cllr Gary Hopkins (Knowle Community Party, Knowle) said: “Clearly people are not going to be happy when they’ve got a significant increase in the charges, but what is more concerning and what people are contacting me about is what they regard as petty regulations which are going to cause problems. How are you actually going to effectively check on this stuff when the allotments team can’t check on this now, so how are they going to check if somebody has a few bees or a chicken or whatever?
“The cost of billing them for these minor things and then trying to enforce and collect it seems to be completely unrealistic.” Cllr Cheney replied: “The consultation exercise is underway.
“Will we introduce many of the things in the consultation? I suspect not. I’ll be kind, the document that was issued was perhaps not something that we would have approved of.
“The income lines are different to what you called petty bureaucracy. In terms of income, for a long time people would not have experienced an ideal allotments service.
“In order to deliver a better service overall, you need to increase fees, so an inevitable outcome of improving services is to increase fees.” Cllr John Goulandris (Conservative, Stoke Bishop) said: “A lot of allotment holders say they are going to cancel their allotments.
“I don’t know how true that is and whether they’re really going to do that. How confident are we that the income from allotments line [in the budget] is robust and we’re not going to suddenly find ourselves with a shortfall?”
Interim executive director of growth & regeneration John Smith replied: “We’ve brought forward some changes around how allotments are run but also around the financing. Demand for allotments remains very high so we’re reasonably confident but we obviously need to get through the current process and there will be a paper that comes forward in March [to cabinet].”
Cllr Heather Mack (Green, Lockleaze) said site reps were resigning in protest. She asked: “If we don’t have site reps or those onboard for our allotments strategy, how do we maintain allotments without then having to increase the number of staff, which will then cost more money?”
Cabinet member for transport Cllr Don Alexander (Labour, Avonmouth & Lawrence Weston), who is an allotments site rep, said: “One of the challenges of being a site rep is you feel a bit like a judge going down to mediate between various parties who are concerned about who’s taken a bit of extra path or who’s doing something they shouldn’t. The really important thing is that you have a clear set of rules and you have the officers to back you up on those rules.
“It’s not that we don’t occasionally bend the rules a little bit but we do need officers to back us up when somebody has really gone and done something that’s affecting the safety of other people or affecting the ability of other plotholders to grow stuff because at the end of the day allotments are about food production. We’ve been short of site reps for a long time before any changes were proposed in the rules, and one of the reasons is that they’re not backed up in trying to sort out the very human problems that occur on allotments.”
Cabinet member for public health and communities Cllr Ellie King (Labour, Hillfields) said: “Site reps are volunteer posts and we try to entice people in by giving them significant discounts or free plots in some cases, but it will continue to be a challenge. One of the important points to raise is that it is a very open and live consultation, so nothing is set in stone yet and we are still continuing to work on it with people and listen.”
She said the proposed new rules “did not come out of nowhere” but were in response to requests from site reps.

Somerset's Hinkley Point C nuclear power plant could be delayed by a further four years, with costs also spiralling to as much as £35bn, French energy giant EDF has admitted.
The station, near Bridgwater, is set to be the UK's first new nuclear plant since the 1990s. Construction began in 2016 and the project was originally estimated to cost £18bn to build. But the scheme has struggled with its schedule, first announcing in 2022 that it would be delayed and costs could rise to £26bn.
It was hoped Hinkley Point C would be completed in 2027, but France's state-owned energy operator EDF has now said one of the reactors could be finished in 2029 at the earliest - but it could be as late as 2031.
In an update, EDF announced the Hinkley Point C project had recently achieved a series of milestones. These include the delivery of 70% of equipment for Unit 1, the finalisation of the detailed design for the next phase of electromechanical work, and the creation of steam generators which are now ready to be delivered.
Bosses at Hinkley blamed the delays on "several scenarios" including the impact of inflation, Covid-19 and Brexit.
In a letter to staff, Stuart Crooks, the managing director of Hinkley Point C, said substantial design changes, required by British regulations, meant there were 7,000 changes that needed to be made to the site. He explained that 35% more steel and 25% more concrete was needed than originally planned.
He said that the dome lift was delayed by 15 months due to the pandemic and construction has been slowed by inflation, and labour and material shortages. Mr Crooks added that increased civil construction costs have made the project run for longer and cost more money.
EDF said: "The costs of completing the project are now estimated at between £31bn and £34bn in 2015 values. The cost of civil engineering and the longer duration of the electromechanical phase (and its impact on other work) are the two main reasons for this cost revision.
Last year, a report from the Heart of the South West LEP, which analysed the plant's role as a catalyst for growth, job creation, and prosperity, found the project was having a positive impact on local communities, businesses and the economy.
And in June 2023 a supply chain programme supporting the construction of the Hinkley Point C nuclear power station was found to have helped South West firms to secure £180m worth of contracts and create more than 1,000 jobs.

Defence barrister Peter Joyce KC said his client's mental illness started in 2019.
Elias Calocane told police he first became aware his brother was suffering from mental health problems while he was studying for his degree.
He apparently believed he was being spied on by his housemates and by MI6, and that his family was under threat.
He was prescribed anti-psychotic medication but stopped taking it, which the prosecution said led to a further decline in his mental health.
Calocane's family became concerned about his mental health again in May 2021. According to his brother, he had been hearing voices, telling him his family members would die.
Mr Joyce told the court that Calocane even travelled to the MI5 headquarters on 31 May 2021 to try to stop them controlling him.

WASHINGTON, January 13. /TASS/. The US Department of State has confirmed the accuracy of data about the death of reporter Gonzalo Lira, a citizen of Chile and the US, in prison in Ukraine.
"We can confirm the death of a U.S. citizen in Ukraine. We offer our sincerest condolences to the family on their loss," a representative of the Department of State told a TASS correspondent in response to a request to comment on the information that Lira died in jail.
"We stand ready to provide all appropriate consular assistance. Out of respect to the family during this difficult time, we have no further comment," the official added.
Earlier US journalist Tucker Carlson said, citing Lira’s father, that the reporter, who was detained by the Security Service of Ukraine (SBU), has died in prison. Carlson wrote on X (former Twitter) that despite Lira’s American citizenship, the US administration "clearly supported his imprisonment and torture."
Earlier, American entrepreneur Elon Musk appealed to Ukrainian President Vladimir Zelensky with a request to explain the arrest and detention of Lira. Musk announced his opinion on this topic in response to a publication on the social network X (formerly Twitter) by Tucker Carlson, who stated that Lira was being "tortured in a Ukrainian prison since July, for the crime criticizing Zelensky."
In the spring, Russia urged the global journalist community to speak out in defense of Lira, who was abducted by the SBU, and demand his immediate release. The blogger was detained by the SBU in Kharkov in May. He was accused of supporting Russia’s special military operation in Ukraine.
The SBU insists that the journalist was arrested and given bail but after paying it Lira violated the law and purportedly attempted to flee the country on his own motorcycle via a checkpoint on the border with Hungary. According to the latest data, Lira was at a pre-trial detention facility in the city of Kharkov awaiting trial.

A grandmother looks set to lose the sanctuary she has created over 20 years of hard work if allotment rule changes go ahead. Eugenia Knight, who is almost 70 years old, is one of thousands to have signed a petition against Bristol City Council’s proposals to implement strict new rules and price hikes across the city’s allotments.
She will join hundreds of other allotment holders at City Hall this evening (January 24), all protesting changes which will see some children’s play equipment banned, most trees removed, deeper ponds drained of water and allotment fees doubled. Eugenia, who should be retired, continues to work two days a week because her state pension is not enough for her to live on while supporting family in Bristol and Argentina.
But she said if the increase in annual rent was the only change being implemented, she would find a way to pay the money. However Eugenia said she would not be prepared to chop down the trees on her allotment, which bear fruit and provide her with shade in the summer months, or drain her pond of water and kill the newts and frogs as they could no longer survive in the shallow waters.
Keeping the allotment has not been easy for Eugenia, who was scared she would lose her allotment during the pandemic when she had to go back to work full-time while still overcoming a recent battle with cancer. But she feels it is important that her grandchildren, who live next to a busy main road, have a space where they can play, grow food and learn about the importance of ecology.
Her eldest granddaughter Niyah, who is now 11-years-old, has become a keen gardener and has the skills in food growing that many adults wish they could have learned when they were younger. Eugenia says that if the new rules go ahead then her youngest granddaughter will not be able to learn and play at the allotment, which currently has trees for climbing, a playhouse and a patch of grass which provides a space for resting and having picnics.
Niyah, who lives by a by a main road enjoys spending time with her grandma helping out at the allotment.
Eugenia started renting her allotment in Fishponds' Thingwall Park around 20 years ago, after separating from her former partner. When she took on the plot it was completely overgrown with brambles but over the years she has worked hard to create a space that not only supports food growth but also has become a space to take her grandchildren, family and friends who enjoy the calmness of being around nature.
Eugenia said: “I have a playhouse for my granddaughters but they are saying that no play equipment is allowed. My daughter-in-law put it there when Niyah was two years old and it’s just stayed there and now it’s staying there for her younger sister.
“They live on top of a main road with loads of cars and it’s the only place we can take them to get a bit of fresh air and trees. The playhouse gives the children their own little area and they climb up the tree next to it and around the back by the bluebells- it’s like a whole secret garden for them where they can create their imaginary games."
The council's proposed rules state that toys that can be stored in a shed are permitted, but some large play equipment will be banned. This includes anything larger "8 ft / 2.1m high x 9 ft / 3m x 6 ft 1.8- 2m" and no more than two large items are permitted. The equipment must have manufacturer's CE certification and banned items include "homemade [play] items, trampolines and water play".

An unfamiliar site graced City Hall on Wednesday evening as spades, rakes and baskets of vegetables could be spotted among a crowd of protesters outside the building’s entrance.
Growers from across Bristol’s council-owned allotments came together to protest proposals to hike allotment fees and change what can and can’t be grown on plots.
The council wants to increase fees by more than 75 per cent for some plot holders, and is proposing changes to what can be grown, including the removal of trees and hedgerows above a certain height, and ponds and other wildlife havens that don’t fit the food cultivation criteria.
Campaigners from Bristol Allotmenteers Resist want to see the current proposals thrown out, and a new proposal created which works with the growing community to meet their needs, as well as an increase in rent that is in line with inflation. Bristol City Council has yet to respond to multiple requests by Bristol24/7 for a comment.
Sarah Venn, from Edible Bristol, has been a vocal opponent of the fee hikes. Speaking at the rally, she said: “The aim of many community groups growing on allotment land in Bristol is to produce affordable, free, health and culturally appropriate food for their communities, and yet these draconian new rules, including the cost of setting up a project will put a stop to those most in need from doing this.”
“We need Bristol City Council to rethink this consultation, which is discriminatory, and bring together a citywide consultation from the grassroots that acknowledges Bristol’s opportunity to turn this around.”
Holly Wyatt, who launched the online petition, which now has over 5,000 signatures, of which more than 2,500 are from Bristol postcodes, added: “We’ve got so many trees that we would pull down with these rules.
“We would move so many wonderful animals that we shared our plots with. We need those ecosystems.”
Alina Hibbert, who rents a small plot at Thingwall Park allotments in Eastville said: “My allotment is not just an allotment, it is my garden, it is my safe space, it is my haven and it helps me with my mental health, and I think that applies to a lot of people here, which is why we are so passionate about this.”
Green councillors Ani Stafford Townsend and Lorraine Francis attended the protest in solidarity with protesters. Green councillors have vowed to work to get the plans thrown out.
Labour councillor Ellie King, who is leading the consultations with Bristol Allotment Forum, a regular meeting of allotmenteers in Bristol, met with growers on Wednesday evening while other protesters remained outside.
Growers hope their concerns will be heard at the meeting so that the plans will be thrown out and a new plan drawn up after the May elections....

Overnight actions by Palestine Action have targeted the logistics companies servicing the operations of Israel’s arms trade in Britain, disrupting their operations and exposing their role in arming the ongoing genocide of Palestinians.
Palestine Action targeted logistics companies belonging to Kuehne+Nagel (K+N) and Palletline, as part of a widespread direct action campaign against Israel’s biggest weapons manufacturer, Elbit Systems, and the companies which facilitate their weapons manufacturing in Britain and their arms exports to Israel.
K+N’s Milton Keynes branch and their subsidiary in London, Nacaro cargo insurance, were targeted overnight. At the company’s Milton Keynes industrial site, which specialises in road transportation, activists sprayed the entire front of the building in blood-red paint and shattered windows. In London, others took similar action against Nacora, leaving the office drenched in paint.

“Currently, they [the protestors] are chanting “refuse to kill, refuse to fight, refuse to murder” – this is our call.”
Evron admitted there weredifficulties in organising a protest of this kind.
“It has been difficult, not because there aren’t Jews and Arabs who want to come together who believe in a joint future of peace and equality and national liberation of both people in two states,” he explained.

Dear Prime Minister,
When we were elected in 2019 we promised the public that we would Get Brexit Done and Take Back Control. One of the key issues for the public was our sovereignty and making sure our Parliament and our courts would have supremacy over distant and unaccountable ones abroad. This Conservative Government has taken unprecedented steps to make sure that this is the case.
Globally we see the huge impact of migration, both legal and illegal and that is why it has been so important to bring in measures to bring these numbers down. Our returns policy and working together with partners such as Albania is but one example of how this Government has taken up the challenge, alongside our work against criminal networks. TheRwandaplan represents a clear deterrent and it is noteworthy that other countries are now looking at following our lead.
The United Kingdom is a welcoming country and we can be very proud of our record taking in refugees and those who wish to contribute to society and make it their home. Indeed, many of those who have done so would be the first to recognise that this system also needs to be robust and supported by the principle of fairness. There are far too many who wish to cheat our system and we continue to witness the scourge of the evil people smuggling gangs, with yet more tragic deaths in the Channel.
Whilst we have taken steps to tackle these important issues, we have done so being bound by a Blair-era legal framework and international agreements which are out of date and do not reflect the realities of the twenty first century.
Prime Minister, you pledged to do whatever it takes to stop the boats. You have been clear and resolute over theRwandaplan and you have stated that you will not let a foreign court block these flights. You have our 100% support and the support of our constituents.
Labour has no plan. They have voted against every single measure we have taken to prevent deaths in the Channel, to crack down on criminal gangs and to return those with no right to be here to their countries of origin. A Labour Government would be a disaster and would lead to an open-door immigration policy. They would scrap theRwandascheme in its entirety, bring around 100,000 extra asylum seekers as part of a deal with the European Union and, as they have already demonstrated and signed letters supporting, take foreign national offenders convicted of some of the most heinous crimes off flights back to their countries of origin. They have no interest whatsoever in tackling this issue and neither do the Liberal Democrats or the SNP.
In the past we have signed amendments, voted for ten minute rule bills and spoken on various occasions in the media to argue that safeguards need to (sic) put in place to make sure our legislation is watertight. It is therefore important in terms of credibility that we are consistent with this.
We have already had two pieces of legislation thwarted by a system that does not work in favour of the British people. It is for this reason that we have supported the amendments to theRwandaBill. This is not because we are against the legislation, but because like everybody else we want it to work. This task is not an easy one and we appreciate the fine balance that must be struck.
As two people who have been on very different political journeys, one as a person who followed the same path many voters did for the first time at the last General Election and another who has been a lifelong Conservative Party supporter, it has been a huge honour for both of us to serve as Deputy Chairmen of the party. CCHQ has an excellent team and the Chairman is doing a tremendous job in making sure we are in good shape to campaign for a historic fifth term and to prevent the unthinkable prospect of a Labour Government, which would damage this country so much.
Our support for the party and this Government remains as strong as ever and that is why we are so passionate about making this legislation work. However, we fully appreciate that with such important roles there is also the issue of being bound by collective responsibility. It is with this in mind that we fully appreciate that whilst our main wish is to strengthen the legislation, this means that in order to vote for amendments we will therefore need to offer you our resignations from our roles.
We commend your work on illegal migration so far and your commitment to implementing the will of the British people. The last thing either of us wants to do is to distract from this. We both look forward to making this legislation work, to carrying out the will of the British people and to taking on Labour and winning the next General Election.

MOSCOW, January 18. /TASS/. The creation of a Palestinian state should draw a line under the Middle East conflict, Russian Foreign Minister Sergey Lavrov told a news conference on the achievements of Russian diplomacy in 2023.
"The main focus of efforts should be the creation of a Palestinian state in full compliance with the UN Security Council resolution. The state that is described in these decisions would be capable and would exist in security and good neighborliness side by side with Israel and other countries in the region," Lavrov said.
Without this, he stated, there will be more relapses of the kind of violence currently being seen in Gaza.
"Without the establishment of a Palestinian state, the Palestinian people will continue to feel disadvantaged and disfranchised," Lavrov pointed out. "A line is to be drawn and that will be done with the establishment of a Palestinian state."
Lavrov hopes that Israel will eventually realize this.
"Without the establishment of a Palestinian state, there can be no reliable security for Israel. Russia is very interested to see Israel and the Israelis live in security. That country is our long-standing partner," he concluded.

The United States, which "calls the tune" for Europe, will simply not allow the continent to exercise any measure of strategic autonomy, Russian Foreign Minister Sergey Lavrov said at his annual news conference devoted to reviewing Moscow’s main foreign policy achievements in 2023.
It is ultimately the US and the UK that "call the tune" in Europe, Lavrov noted. "It’s embarrassing for so-called Continental Europe to hear all this talk from your neighbors in France that the European Union is [allegedly] fighting for strategic autonomy. Let me assure you: Nobody is going to give you this strategic autonomy," the top diplomat said in reply to a question from an Italian journalist.

In his outstanding analysis of the 1948 war, Israeli historian Ilan Pappe notes that a month after the UN resolution, the Jewish leadership embarked on the ‘ethnic cleansing of Palestine’, beginning with a series of attacks on Arab villages following the vandalisation by some Palestinians of buses and shopping centres in protest at the resolution. The same month the Arab League decided to form an Arab volunteer force to ‘liberate’ Palestine. Known as the Arab Liberation Army (ALA), and consisting of around 5,000 volunteers from Syria, Iraq, Egypt and Jordan, the force began operations in Palestine against Jewish forces in January 1948. As warfare among Jews and Palestinians increased, the Jewish leaders’ plans culminated in a meeting in March 1948 which decided on a ‘Plan D’, the ‘systematic expulsion of the Palestinians from vast areas of the country’. When the British withdrew from Palestine in May, the Jewish Agency declared independence and the regular armies of the Arab states invaded Palestine; brutal fighting ensued between Jewish forces estimated at around 98,000 and Arab forces with around 50,000.
Not all Arab states opposed Israel, however. Transjordan’s King Abdullah, the British-backed monarch still reigning after being installed by London a quarter of a century earlier, entered into a tacit alliance with Israel not to join in any pan-Arab military operations against the Jewish state, and to quietly recognize its existence. In return, Abdullah would be permitted to annex most of the areas allocated to the Arabs under the partition resolution, the lands on the West Bank of the river Jordan. This unwritten agreement, reached in January 1948, resulted in the neutralisation of the Arab world’s most effective fighting force, the British-backed Arab Legion, based in Transjordan and commanded by the British officer, Sir John Bagot Glubb. In May, the same month that the state of Israel was founded, the British ambassador in Transjordan, Sir Alex Kirkbride, wrote to Foreign Secretary Bevin, reporting that ‘there have been negotiations between the Arab Legion and the Hagana [the Jewish paramilitary force] which have been conducted by British officers of the Arab Legion. It is understood that the object of these top secret negotiations is to define the areas of Palestine to be occupied by the two forces’. Bevin replied: ‘I am reluctant to do anything that might prejudice the outcome of these negotiations’.
Bevin’s response was typical of the line the British were now taking on Israel-Palestine. In late May 1948, the British supported the Arab states in opposing a ceasefire resolution at the UN accepted by the Israelis, who had by now annexed a large amount of formerly Palestinian territory and were content to consolidate their gains. The reason for British policy was the hope that Abdullah’s forces would soon capture the West Bank; once it became clear in late May that they had annexed the territory, Britain lifted its opposition to the ceasefire (which later broke down). The formal unification of the two banks of the river Jordan occurred two years later, in April 1950; Britain was one of only two states, along with Yemen, which then recognized the enlargement of Abdullah’s kingdom. British support for ‘Greater Transjordan’, now the Foreign Office’s chosen method for solving the Palestine problem, was intended to make Abdullah, London’s closest ally in the Arab world, the heir to Arab Palestine. If Britain was not able to maintain its own presence in the region, it aimed to do so by proxy through its client state – a strategy typical of postwar British foreign policy.

Nick Davies tells MPs of smear threat from newspaper
Flat Earth News author tells Commons committee about 'bullying' tactics and attacks former PCC chairman Sir Christopher Meyer
The investigative journalist and author Nick Davies told a committee of MPs today that one newspaper had threatened to publish an inaccurate story about his private life after his book Flat Earth News was published last year.
Davies, appearing before the Commons culture, media and sport committee, also launched an attack on Sir Christopher Meyer, the former chairman of the Press Complaints Commission, accusing him of failing to be impartial in the role.
Flat Earth News, published last year, was a wide-ranging critique of what Davies sees as declining standards in journalism.
Davies said he was called by a journalist from the newspaper in question, which he declined to name, alluding to a "grotesque sexual smear about my wife that was going into the paper".
He added that, even though he did not have a wife, he was told by the journalist that the paper was still going to run the story but with his denial in the copy.
"I called the editor and told him that I had tape-recorded the conversation with the reporter in which he admitted that it wasn't true and I told the editor if the story was published I would make public that conversation. They backed down," Davies told the committee, which is investigating libel, privacy and press standards.
He said that the incident illustrated the problems with the so-called Reynolds defence, which provides a public interest defence for journalists who conduct their investigations responsibly at the time of publication but were later unable to prove that what they had published was true.
Davies claimed this meant newspapers could publish inaccurate stories but still claim that they had followed the correct procedure, including offering a right of reply.
Speaking after the committee hearing, Davies told MediaGuardian.co.uk that he had been the subject of two attempts by newspapers to smear him following the publication of Flat Earth News.
In the same select committee hearing, Davies also said Meyer's six-year tenure as PCC chairman had threatened the principle of self-regulation of the press.
He told the committee that Meyer, who stepped down at the end of last month to be replaced by Baroness Buscombe, was "on the side of the newspapers". "I'm glad he [Meyer] is gone. He is a bad man," Davies said.
Davies accused the PCC of failing to properly investigate the News of the World over the Clive Goodman case, when the newspaper's former royal correspondent was jailed in early 2007 for illegally obtaining information about the royal family by intercepting private phone messages.
He said: "There's lots of hacking [into phone messages] all over Fleet Street but [the PCC] tackled their enquiries in a way in which this never came out."
Davies also told the MPs: "They [the PCC] are not there for the readers ... over and over again they are there simply to defend the bad practices of the media. They are not sufficiently independent to do their job properly."
Davies claimed that the former News International executive chairman Les Hinton, Telegraph Media Group chief executive Murdoch MacLennan, and Daily Mail editor-in-chief, Paul Dacre, met with the prime minister, Gordon Brown, to lobby against introducing custodial sentences for breaches of the Data Protection Act.
"You wouldn't ask burglars to come in and shape the law on burglary but they are breaking the law and they are shaping the law," he said.
Davies said that when Meyer himself testified at the select committee last month, he showed that he was "on the side of the newspapers" when he commented about the Max Mosley privacy action, in which the formula one boss won compensation from the News of the World last year. "He [Meyer] sat here giggling about his [Mosley's] shaved buttocks," said Davies.
Davies compared what he called the "bullying ... feral end of Fleet Street" to the excesses of trade union barons of the 1970s in his evidence, which he gave alongside the MediaGuardian commentator and blogger, Roy Greenslade.
