Amnesty strips Alexei Navalny of 'prisoner of conscience' status
Amnesty International has stripped the Russian opposition politician Alexei Navalny of his "prisoner of conscience" status after it says it was "bombarded" with complaints highlighting xenophobic comments that he has made in the past and not renounced.
A spokesman for the human rights organisation in Moscow told the BBC that he believed the wave of requests to "de-list" Navalny was part of an "orchestrated campaign" to discredit Vladimir Putin's most vocal critic and "impede" Amnesty's calls for his release from custody.

Rees pays tribute to his ‘truly brave’ friend Alexei Navalny
https://www.bristol247.com/news-and-features/news/rees-pays-tribute-to-his-truly-brave-friend-alexei-navalny/
Marvin Rees said he hopes the legacy of his friend Alexei Navalny will live on through inspiring fellow other activists in Russia and that there will be “accountability” for Vladimir Putin.
https://news.sky.com/story/alexei-navalny-bristol-mayor-marvin-rees-says-hes-concerned-about-his-brave-jailed-friend-12218183
Rees added the Russian opposition leader was “always sincere and committed” and “truly brave” for his devotion to exposing corruption in high places in Russia and “never backing down”.
The mayor of Bristol became friends with Navalny in 2009 during a fellowship programme at Yale University, a scheme reserved for non-American “rising global leaders”.
Navalny, 47, died while being held in a jail about 40 miles north of the Arctic Circle, where he had been sentenced to 19 years under a “special regime”.
On College Green, flowers have been laid out by Navalny supporters, with a sign reading describing the tribute as “a vigil for the memory of Russia, free of Putin’s terror”.
In a statement on X, Rees wrote: “I knew #AlexeiNavalny from our time at@WorldFellows, he was always sincere and committed.
“Alexei spent his political life exposing fraud in Russia, he was a truly brave man who knew what he was facing but never backed down from his cause or from working for the Russian people.”
Speaking to ITV News, Rees joined the growing list of leaders holding Putin responsible for the death of the outspoken Kremlin critic.
“Oppressive regimes require the suppression of truth and Alexei was about putting the truth and corruption of Russia out there,” he said.
“I hope his contribution of that truth will contribute to other political activists in Russia and hopefully there will be accountability for Putin for what’s happened to Alexei.”

4.4 A national charging scheme across the UK’s busiest road networks would help to ease
congestion and traffic levels, due to consumers weighing up the value of their
journey, but also ensure funding in replacement of VED.
4.5 With the government considering road pricing or pay-as-you-drive schemes as a
potential solution, should this be taken forward, it must be carefully planned, executed
and communicated to land well with the public.
4.6 Previously, such schemes have been met with hostility and are deemed to be ‘another
tax’ placed on people by the government. The public must understand what the cost of
road pricing is and the cost it simply replaces, not adds to.
4.9 Siemens Mobility provides road user charging technology that connects with new and
existing road infrastructure.
4.9.1 The technology operates using the consumer’s mobile phone or the vehicle’s on-board
unit before integrating into the city’s road user network, providing accurate data to
operate a road pricing scheme.
4.9.3 The data can also be gathered and shared in real-time, allowing cities to further
optimise their traffic flows according to their specific and unique challenges, reducing
congestion where needed and without the need to invest in additional hardware.

Expansion of air pollution scheme ‘could have drastic impact on disabled people’
By John Pring on 23rd September 2021
The mayor of London’s plans for a huge expansion of the capital’s low emission zone for cars could have a drastic and discriminatory impact on disabled people, say campaigners
https://www.disabilitynewsservice.com/expansion-of-air-pollution-scheme-could-have-drastic-impact-on-disabled-people
The mayor of London’s plans for a huge expansion of the capital’s low emission zone for cars could have a drastic and discriminatory impact on disabled people, say campaigners.
They fear that the current, limited exemptions for disabled people will leave many of them – and their care and health workers, personal assistants and carers – forced to pay the £12.50-a-day charge every time they use a car.
Labour mayor Sadiq Khan’s actions are breaching disabled people’s human rights and the Equality Act.
The concerns have been mounting as the existing Ultra Low Emission Zone (ULEZ) – which currently only covers central London, and levies the daily £12.50 charge on older, more polluting light vehicles – is to be significantly expanded on 25 October to cover the entire area within the capital’s north and south circular roads.
The campaign is being led by Kush Kanodia (pictured), a disabled ambassador for Disability Rights UK (DR UK), who also led a successful campaign to persuade the government to scrap parking charges for blue badge-holders in NHS carparks in England.
Disabled people’s organisations backing him include Inclusion London, DR UK and Action Disability Kensington and Chelsea.
Kanodia told Disability News Service that the mayor’s failure to act was “disgraceful” and that he was “trampling over our human rights”.
He said the plans would have a “significantly detrimental impact” on tens of thousands of disabled people in London, at a time when they had already been the group most disproportionately affected by the pandemic.
He said: “Unfortunately, nobody is currently looking at the cumulative impact of the pandemic and the renewed austerity upon disabled people, with rising food and energy prices, cuts to goods and services, and the £20-per-week cut to universal credit coming just a few weeks before these brutal ULEZ charges.”
He contrasted the treatment of blue badge-holders with the mayor’s decisions to grant a ULEZ exemption to diesel-fuelled black cabs and to approve the new Silvertown tunnel road crossing under the Thames....
The mayor’s office has told Kanodia that there are about 250,000 disabled people with blue badges in the capital, but that it is “difficult to determine the exact proportion of ULEZ compliance in the Blue Badge fleet” although it has produced a rough estimate that about 50,000 vehicles used by blue badge holders would be “non-compliant” with ULEZ

Boris Johnson reacts to Putin's accusation HE scuppered April 2022 Ukraine peace deal in Istanbul
At one point in the interview, Putin blamed then-Prime Minister Johnson for derailing peace talks with Ukraine in 2022, claiming that he convinced Ukraine it was “better to fight Russia.”

He described Johnson as having a "pure heart" but "not a great mind."
In the op-ed, Johnson wrote that Putin’s interview with Carlson was straight out of “Hitler's playbook.”
He drew a comparison with an interview Adolf Hitler gave to a sympathetic German-American journalist shortly after he invaded France in 1940.

https://alexkrainer.substack.com/p/clear-and-present-danger-wars-incubate
Let’s not do this again…
The war drums in Europe and in the Middle East are growing ever louder and it is clear that the imperial oligarchy desperately needs a big war to shore up their power base and to divert the anger of their populations against an external enemy. In Germany, where the largest protests in history are ongoing and even gaining in size, we suddenly have a leak of secret documents out of the German Defence Ministry that suggest thatVladimir Putinis preparing to attack NATOcountries in 2025 and show step-by-step how Russia will escalate the conflict to an all-out war over the next 18 months.
UK Defence Minister: the era of peace dividend is over!
On Monday, 15 January 2024, Britain’s Defence Minister, the “right and honourable” Grant Shapps posted a theatrical video on X, announcing that “we” must prepare for war:
“In 2024 Britain Stands at a turning point in our history. … The world’s become acutely dangerous. All around us, our enemies are preparing and we are just seeing the start of tragic consequences. From Ukraine to the Middle East, the South China Sea to North Korea, South America to Africa and new theatres from cyber to space warfare, all of which could have disastrous impact at home. How we respond will define our future. And the choice is clear: the era of peace dividend is over. And now, just like our enemies, we must plan and invest for an era of confrontation…”
Whenever they say, “we,” “our enemies,” etc - keep in mind, they mean themselves and the imperial cabal that employs them. They see the rest of us merely as indentured labor, tax donkeys and cannon fodder. But if there’s one comforting aspect to RtHon’s surreal announcement, it’s that after nearly 24 hours, his post only got 938 views. All the same, his words should not be taken lightly as they echo the mindset of the high cabal.
NATO is mobilizing
Accordingly, NATO has been busy preparing its member nations for war and moving troops and equipment toward Russia's bordersacross Poland, across Slovakia and elsewhere. Governments and media in Finland and Sweden are ratcheting up the narrative about the coming war against Russia and the new Polish government just announced a stunning newdirective on military draft. It states that if you are called for military service, you must report for duty within six hours. Failure to report is punishable with three years in prison. Avoidance of military service will be punished with a 5-year prison term.
War is the perfect smokescreen for totalitarianism
Beyond the obvious danger in terms of destruction and loss of life, war and preparations for war are extremely toxic to a society. This is because the perceived emergency and danger from the external enemy creates the psychological smokescreen that enables the nation's political class to consolidate their hold on power in ways that wouldn't be possible during peacetime.
Under a national emergency, the governing authority can suspend democracy and human rights, silence all dissent, political opposition and independent media, introduce military draft, confiscate property and coerce forced labor. And as the ruling establishment eliminates opposition andconsolidates unchecked power, they can resort to picking up individuals off the streets to force them into the military, building labor camps and concentration camps, and even directing large-scale killings of dangerous and deplorable segments within their own populations.
Beware the “barbarians at the gates” ruse
This is why wars are so irresistible to the ruling establishment in times of crises. Roman oligarchy frequently faced social revolts at home and theirdefault remedy was always to raise alarm about the “barbarians at the gates,” because they understood that, as Marcus Tullius Cicero wrote, “In times of war, the law falls silent.” This recipe has been used by the ruling oligarchies up until the present day. In 1993, after the Soviet Union collapsed,George Soroswrote a long article titled, "The Coming World Disorder" in which he underscored the beneficial, stabilizing effect of the Cold War order: "... both sides were mobilized for war, ... and internal conflicts within each camp were kept frozen by the external threat."....
This whole idea of using threats and insecurity as the organizing principle in society was well understood byGeorge Orwellwho was close to Britain’s ruling establishment. In "1984" he wrote as follows:
"War, it will be seen, is now a purely internal affair. ... The war is waged by each ruling group against its own subjects, and the object of war is not to make or prevent conquest of territory, but to keep the structure of society intact."

Anti-Zionist views protected after tribunal makes landmark ruling in favour of sacked professor

Anti-Zionism is a legally protected characteristic a tribunal has ruled after it found in favour of a sacked university professor.
https://politicsthisweek.wordpress.com/2024/02/08/not-the-bcfm-politics-show-presented-by-tony-gosling-176/
Professor David Miller successfully claimed discrimination based on his philosophical belief that Zionism is inherently racist, imperialist and colonial.
Lawyers representing Prof Miller said the judgment established for the first time that anti-Zionist beliefs are protected in the workplace.
Prof Miller was a professor of political sociology at the University of Bristol from 2018 until 2021.

In 2019, he sparked anger among Jewish students after describing the "Zionist movement" as one of the "five pillars of Islamophobia."
Since being dismissed, the professor, who works for Iranian state-owned television channel Press TV, has described Israel as "the enemy of world peace".
The professor claimed that he was subject to an organised campaign by groups and individuals opposed to his anti-Zionist views.
He also alleged that the university failed to support him and unfairly dismissed him.
In a judgment handed down by Judge Rohan Pirani, the Bristol employment tribunal ruled that the professor’s anti-Zionist beliefs qualified as a philosophical belief and as a protected characteristic under the Equality Act 2010.
It found that he was subject to direct discrimination because of his anti-Zionist belief in relation to the university’s decision to sack him.
However, it dismissed further claims of indirect and direct discrimination.

Zillur Rahman, partner at law firm Rahman Lowe, who represented Prof Miller, said: “This is a landmark case and marks a pivotal moment in the history of our country for those who believe in upholding the rights of Palestinians.”
Prof Miller said: “I am extremely pleased that the tribunal has concluded that I was unfairly and wrongfully dismissed by the University of Bristol. I am also very proud that we have managed to establish that anti-Zionist views qualify as a protected belief under the UK Equality Act.
“This was the most important reason for taking the case and I hope it will become a touchstone precedent in all the future battles that we face with the racist and genocidal ideology of Zionism and the movement to which it is attached.”
The Union of Jewish Students said it was “disappointed” by the decision which could set a "dangerous precedent."

Dear Lord Cameron,
This my fourth letter to yourself, and in your crucial position in representing our nation in its duty to obey all international law, and to reverse the creation of a deeply racist entity of British creation in service to the Zionist 'ideology'. I note via the lowered UK media that your pronouncements vis a vis Gaza and the 'West Bank' have shown some 'movement'.

Car crash interview: Treasury Secretary Laura Trott MP thinks debt is going down when it's going up!
Laura Trott accused of not knowing 'basic facts of her job' after questions over debt

A Treasury minister has been criticised for claiming debt as a percentage of GDP is falling - something that contradicts official forecasts.
By Faye Brown, Political reporter @fayebrownSky Friday 9 February 2024
NOT The BCfm Politics Show https://politicsthisweek.wordpress.com/2024/02/08/not-the-bcfm-politics-show-presented-by-tony-gosling-176/
A Treasury minister has been accused of not knowing "the basic facts of her job" after struggling to answer questions about the rise in national debt.
Labour said it was "terrifying" that Laura Trott is in charge of the country's finances after she was challenged for repeatedly claiming that debt is falling as a proportion of GDP.
Ms Trott, the chief secretary to the Treasury, said she had "different figures" when she was presented with the latest official projections from the Office for Budget Responsibility (OBR), which suggest an increase in debt over the next five years.
According to the fiscal watchdog's November outlook, debt is forecast to climb as a percentage of national income from 89% in 2023/24 to 92.8% in 2028/29.
Appearing on BBC Radio 4's PM programme, Ms Trott was asked how the government can afford potential tax cuts ahead of the next election, given that one of Rishi Sunak's five key pledges is to reduce national debt.
She said: "The central pledge... is that debt needs to be falling over the five-year fiscal forecast as a percentage of GDP, which it is."
Presenter Evan Davis, a former economist, interjected, telling her the debt is set to be "higher in five years than now" and pointing to the latest projections.
She maintained debt is falling as a percentage of GDP, but when challenged again, Ms Trott appeared to start saying "I'm not sure", to which Davis replied: "This is really basic... I'm amazed that you don't know that debt is rising."
The minister said: "I think I need to have the figures. I've got different figures which... I think we just need to... yeah." She did not specify which figures she meant.
Labour said it was "terrifying" that people unaware of "the basic facts" are in charge of the country's finances.
Ms Trott's opposite number, Darren Jones, said: "The Tories have crashed the economy and doubled the national debt over the last decade. This evening we discover that Laura Trott, Jeremy Hunt's number two, doesn't even know the basic facts of her job.
"It's terrifying to think these people are not just in charge of the country's finances, but still think they can lecture anyone else."
The government has previously been chastised for claiming that debt is falling.
In December, the head of the statistics watchdog said the assertion, made by Mr Sunak two times in November, may have caused "confusion" and "undermined trust in the government's use of statistics".
The OBR forecast which Mr Davis was citing says that debt will start to fall in the latter half of this decade - but it will still be higher in five years time than it is now.
The projection is that debt will rise from 89% of GDP now to 93.2% in 2026-27. It will then decline in the final two years to 92.8% of GDP by 2028-29.
Downing Street pointed to this when contacted for comment, saying that means the government "is on track to meet our commitment to have debt falling in five years' time".

Planning Corruption at the Heart of Bristol: The Story of St Mary Le Port Castle Park with Joe Banks
The Story of St Mary le Port: short(ish) version
https://joebanks.substack.com/p/the-story-of-st-mary-le-port
Political interference, specialists sidelined and developer power: office block scheme at the historic heart of the city reveals important insights into Bristol's planning and development regime
Joe Banks 30 Jan 2024
Two significant things are set to happen in Bristol in 2024: Mayor Marvin Rees departs City Hall in May and construction work will begin on a major new development at the historic heart of the city. If one of the enduring legacies of Rees’ time in office will be a wave of crass buildings across the city, the imminent scheme at St Mary le Port may well stand as the most totemic example.
The office block development was approved by a council planning committee in December 2021, got held up by an unsuccessful appeal to the Secretary of State from the Bristol Civic Society, and finally received planning permission in September 2022. Nothing has happened on site yet but I’ve been assured by the developer’s PR consultants that work will start this year. The story of its journey through the planning system exposes many of the features of the current planning and development regime that has incited recent public anger: political interference from the Mayor’s Office, disdain for transparency and due process, the sidelining of the council’s own placemaking specialists, and the green light given to developers to create bland, poorly designed places.
The remains of St Mary le Port church sit on the western edge of Castle Park, surrounded by three derelict office buildings from the 1960s and 70s. This is where the city began, by the crossing of the Avon where Bristol Bridge stands today. The area around the ancient crossroads of High Street, Wine Street, Broad Street and Corn Street was the heart of the city from its early beginnings in late Saxon times to the devastation of the Second World War. The Bristol Blitz of November 1940 saw the entire quarter of tightly-packed streets on the eastern side, then the city’s bustling shopping and entertainment district, sent up in flames. What little survived was later demolished and the area was turned into Castle Park in the late 1970s.
Directly to the west of St Mary le Port - left with only its church tower standing after the bombing - is what remains of the Old City and its dense concentration of Georgian and Victorian listed buildings. As you currently look across the site from Castle Park you see the grouping of historic churches, with the spires and towers of St Nicholas, All Saints, Christ Church and St Mary le Port forming a distinctive skyline, still visible from vantage points across the city.
Though the site has proved difficult to re-develop since the unloved post-war buildings have fallen into disuse, it’s one you would expect the city authorities to treat with diligence, care and respect. But a close look at how the planning process unfolded for St Mary le Port shows a troubling carelessness, as well as cynical efforts to manipulate the planning system in line with developer demands, with the judgements of specialist council officers trampled over in order to “get stuff done”. This is a breakdown in the firewall that is supposed to exist between the Executive and the Local Planning Authority around planning decisions, stipulated in planning guidance and law. And the story also illustrates a breakdown around the accountability of public officials and politicians, along with the legibility of their roles within a supposedly democratic system.
In his first State of the City Address in 2016, Rees spoke about a desire to re-shape the physical character of the city, saying “I want Bristol’s skyline to grow…Tall buildings built in the right way, in the right places and for the right reasons, communicate ambition and energy.” And one of the first things he did on coming into office was to begin a review of the local development plan, the policies that new development proposals are assessed against. The person he put in charge of overseeing it was new Labour councillor Nicola Beech, who had come straight from the PR and lobbying company JBP, working for developers in the planning process. Immediately before she became a member of Rees’ Cabinet in 2017, Beech had been trying to get a 24-storey high-rise tower built on Cardiff waterfront.
In response to the council’s call-out exercise in 2017, asking developers to make representations about sites in the city they were interested in, the US-based global investment manager Federated Hermes expressed an interest in St Mary le Port. Federated Hermes has around $700 billion worth of assets under its control and its biggest two shareholders are the largest investment firms on the planet, BlackRock and The Vanguard Group.
In the UK, it manages investments from the BT Pension Scheme - who are the investor for St Mary le Port - to build very large commercial developments......

The British spy whose body was found padlocked inside a bag in his flat had illegally hacked into secret data on former U.S. president Bill Clinton, it has been revealed.
Gareth Williams, 31, was discovered in a holdall in the bath at his London home five years ago this month, but the mystery surrounding his death has never been solved.
Today, it has been revealed the spy had dug out a guest list for an event Clinton was due to attend as a favour for a friend.
The hack breached Mr Williams' security clearance and this sparked anger among MI6 bosses as tensions rose with U.S. security services over the spy's transatlantic work, The Sun on Sunday has reported.
A source said: 'The Clinton diary hack came at a time when Williams' work with America was of the most sensitive nature.
'It was a diplomatic nightmare for Sir John Sawers, the new director of MI6 at the time.'

Gaza FINALLY on Question Time after MONTHS of censorship by BBC anchor Fiona Bruce (heckled last wk)
Prompted by Gillingham-based Claudia Boleyn HECKLING last week Fiona Bruce and BBCQT producers FINALLY discuss the biggest story in the world, the UK/US aided GENOCIDE in Gaza
https://www.bbc.co.uk/programmes/m001vwtl
Question: When will the UK call for a ceasefire in Gaza?
1. From the UK Government, Scotland minister, Lord Offord;
Hostages must be returned to Israel and Hamas must lay down their arms (echoing the absurd Netanyahu position which denies the 2.5 million Palestinians' right to self defence under international law) 'Cameron is clear 'he wants a ceasefire' but the policy he explained above can never achieve that.
2. Patrick Harvie MSP, from the Scottish Greens, who is also a minister in the Scottish government;
British government have added to the Israeli atrocities by withdrawing its funding from the UNRW aid agency, The UK government must recognise call for a ceasefire now, why can't they?
3/4. Audience members: why are the UK government licencing arms to Israel; also... 25-30,000 innocent people murdered, why?
5. Ian Murray MP, who is Labour’s shadow secretary of state for Scotland;
its intractable we want to go towards a ceasefire and audience don't think he's being clear
6. audience member labels Palestinians terrorists but Patrick Harvie explains to many civilians are being killed, they are not all terrorists
7. editor of The Spectator magazine, Fraser Nelson.
says this decision will be made in the USA by sleepy Joe Biden, avoids question
8. audience member says its unrealistic to expect Palestinians to give in, Holyrood shouldn't get involved close Scottish government down
6. Scottish National Party, Scotland’s former finance secretary, Kate Forbes MSP;
13,000 children killed, Palestinians must be able to live freely, Ian Murray chips in that both Israel and Palestine are acting in bad faith ie 'what's the point'. Starmer position.
BBC Question Time panellist heckled for saying ‘don’t talk Britain down’ as Fiona Bruce forced to intervene
https://www.independent.co.uk/tv/culture/bbc-question-time-konstantin-kisin-heckled-b2485224.html
During Thursday night’s show (25 January), comedian Konstantin Kisin said he gets "annoyed hearing people talk endlessly about how we're the worst country in the world".
As he made his speech, one audience member began shouting "Shame on you".
Mr Kisin said: “This is exactly the problem that I’m talking about. You’re saying shame on you for talking up Britain. That is exactly the problem.”
The audience member continued to shout.
Host Fiona Bruce was forced to intervene as she urged the audience member not to call out.

I first started songwriting at age eleven in order to make sense of the world and my place in it. I have struggled with mental illness for as long as I can remember, and music has given me an outlet for those intense, explosive emotions.
My influences are varied! I write songs based on historical figures, fictional characters, paintings, people I know, and my own life experience. My songs are rarely in my own ‘voice’. My favourite musical artists are Florence + the Machine, Bat for Lashes, Oh Land, Lana Del Rey, Marina and the Diamonds, Laura Marling, Katie Melua, Joanna Newsom, and Kate Bush.
I am currently working on my first album: Mother Maiden Crone, which I hope will be released in 2018.
Of that album, the first two tracks, ‘Celestia’, and ‘Mother, Maiden, Crone.’ have already been released and are available to purchase.

Proposed 'petty' changes to allotment rules could be ditched, deputy mayor hints
https://www.bristolpost.co.uk/news/bristol-news/proposed-petty-changes-allotment-rules-9071198
But rent charges are still set to double for many Bristol City Council plotholders
Bristol’s deputy mayor has dropped a huge hint that some of the “petty” new rules proposed for allotment holders will be ditched. But Cllr Craig Cheney (Labour, Hillfields) said controversial planned increases to fees for plots were likely to still go ahead because they were needed to improve the service.
Public consultation was due to close on Wednesday (January 31) into the city council’s new allotment rents and tenancy policy, which includes a raft of additional charges and changes to what is allowed on the land. Plotholders would be forced to remove fences, hedges, most trees and large play equipment, as well as replace glass in greenhouses with twin-walled plastic and drain water from deeper ponds.
New fees include £25 for keeping bees, chickens or rabbits and £15 for a shed, greenhouse, cold frame, fruit cage, pond and to register a co-worker, while the annual cost of having an allotment would double for many. A petition opposing the plans has now topped 6,000 signatures, with tenants saying they will be forced off the land.
Bristol City Council, which manages 4,000 plots, with another 1,500 run on its behalf by five associations, has said it needs to increase rents, which were last reviewed in 2018, and that there are 8,000 people on the waiting list, so more space needs to be freed up. The issue came to a head at a council budget scrutiny meeting on Tuesday, January 30.
Cllr Gary Hopkins (Knowle Community Party, Knowle) said: “Clearly people are not going to be happy when they’ve got a significant increase in the charges, but what is more concerning and what people are contacting me about is what they regard as petty regulations which are going to cause problems. How are you actually going to effectively check on this stuff when the allotments team can’t check on this now, so how are they going to check if somebody has a few bees or a chicken or whatever?
“The cost of billing them for these minor things and then trying to enforce and collect it seems to be completely unrealistic.” Cllr Cheney replied: “The consultation exercise is underway.
“Will we introduce many of the things in the consultation? I suspect not. I’ll be kind, the document that was issued was perhaps not something that we would have approved of.
“The income lines are different to what you called petty bureaucracy. In terms of income, for a long time people would not have experienced an ideal allotments service.
“In order to deliver a better service overall, you need to increase fees, so an inevitable outcome of improving services is to increase fees.” Cllr John Goulandris (Conservative, Stoke Bishop) said: “A lot of allotment holders say they are going to cancel their allotments.
“I don’t know how true that is and whether they’re really going to do that. How confident are we that the income from allotments line [in the budget] is robust and we’re not going to suddenly find ourselves with a shortfall?”
Interim executive director of growth & regeneration John Smith replied: “We’ve brought forward some changes around how allotments are run but also around the financing. Demand for allotments remains very high so we’re reasonably confident but we obviously need to get through the current process and there will be a paper that comes forward in March [to cabinet].”
Cllr Heather Mack (Green, Lockleaze) said site reps were resigning in protest. She asked: “If we don’t have site reps or those onboard for our allotments strategy, how do we maintain allotments without then having to increase the number of staff, which will then cost more money?”
Cabinet member for transport Cllr Don Alexander (Labour, Avonmouth & Lawrence Weston), who is an allotments site rep, said: “One of the challenges of being a site rep is you feel a bit like a judge going down to mediate between various parties who are concerned about who’s taken a bit of extra path or who’s doing something they shouldn’t. The really important thing is that you have a clear set of rules and you have the officers to back you up on those rules.
“It’s not that we don’t occasionally bend the rules a little bit but we do need officers to back us up when somebody has really gone and done something that’s affecting the safety of other people or affecting the ability of other plotholders to grow stuff because at the end of the day allotments are about food production. We’ve been short of site reps for a long time before any changes were proposed in the rules, and one of the reasons is that they’re not backed up in trying to sort out the very human problems that occur on allotments.”
Cabinet member for public health and communities Cllr Ellie King (Labour, Hillfields) said: “Site reps are volunteer posts and we try to entice people in by giving them significant discounts or free plots in some cases, but it will continue to be a challenge. One of the important points to raise is that it is a very open and live consultation, so nothing is set in stone yet and we are still continuing to work on it with people and listen.”
She said the proposed new rules “did not come out of nowhere” but were in response to requests from site reps.

Stop Hinkley C Nuclear Power update cost (£16bn up to £36bn) & completion (2023 to 2036) Roy Pumfrey
Hinkley Point C delayed again and project costs rocket
The schedule for the nuclear power plant in Somerset has been hampered
By Toby Codd and Hannah Baker South West Business Editor 25 JAN 2024
Somerset's Hinkley Point C nuclear power plant could be delayed by a further four years, with costs also spiralling to as much as £35bn, French energy giant EDF has admitted.
The station, near Bridgwater, is set to be the UK's first new nuclear plant since the 1990s. Construction began in 2016 and the project was originally estimated to cost £18bn to build. But the scheme has struggled with its schedule, first announcing in 2022 that it would be delayed and costs could rise to £26bn.
It was hoped Hinkley Point C would be completed in 2027, but France's state-owned energy operator EDF has now said one of the reactors could be finished in 2029 at the earliest - but it could be as late as 2031.
In an update, EDF announced the Hinkley Point C project had recently achieved a series of milestones. These include the delivery of 70% of equipment for Unit 1, the finalisation of the detailed design for the next phase of electromechanical work, and the creation of steam generators which are now ready to be delivered.
Bosses at Hinkley blamed the delays on "several scenarios" including the impact of inflation, Covid-19 and Brexit.
In a letter to staff, Stuart Crooks, the managing director of Hinkley Point C, said substantial design changes, required by British regulations, meant there were 7,000 changes that needed to be made to the site. He explained that 35% more steel and 25% more concrete was needed than originally planned.
He said that the dome lift was delayed by 15 months due to the pandemic and construction has been slowed by inflation, and labour and material shortages. Mr Crooks added that increased civil construction costs have made the project run for longer and cost more money.
EDF said: "The costs of completing the project are now estimated at between £31bn and £34bn in 2015 values. The cost of civil engineering and the longer duration of the electromechanical phase (and its impact on other work) are the two main reasons for this cost revision.
Last year, a report from the Heart of the South West LEP, which analysed the plant's role as a catalyst for growth, job creation, and prosperity, found the project was having a positive impact on local communities, businesses and the economy.
And in June 2023 a supply chain programme supporting the construction of the Hinkley Point C nuclear power station was found to have helped South West firms to secure £180m worth of contracts and create more than 1,000 jobs.

The mayor of Bristol has defended his decision to fly 3,500 miles to the COP28 Climate Change summit in Dubai, and said that Bristol ‘is a Premiership city that risks being relegated to League Two’ if he doesn’t go.
It will be the second trip abroad in the space of just a three weeks for Marvin Rees, who was in Rwanda for the Commonwealth Heads of Government Meeting last week, at the same time the city council took the decision to evacuate 400 residents of Barton House over building safety concerns.

Defence barrister Peter Joyce KC said his client's mental illness started in 2019.
Elias Calocane told police he first became aware his brother was suffering from mental health problems while he was studying for his degree.
He apparently believed he was being spied on by his housemates and by MI6, and that his family was under threat.
He was prescribed anti-psychotic medication but stopped taking it, which the prosecution said led to a further decline in his mental health.
Calocane's family became concerned about his mental health again in May 2021. According to his brother, he had been hearing voices, telling him his family members would die.
Mr Joyce told the court that Calocane even travelled to the MI5 headquarters on 31 May 2021 to try to stop them controlling him.
"That's not a concoction by him," he said.

Gonzalo Lira Sr interviewed by Tucker Carlson just B4 journalist son is killed in a Ukrainian prison
US authorities confirm death of reporter Gonzalo Lira in custody in Ukraine
"We offer our sincerest condolences to the family on their loss," the US Department of State said
https://www.herald.co.zw/us-govt-allows-ukraine-to-kill-american-journalist-for-criticising-zelensky/
WASHINGTON, January 13. /TASS/. The US Department of State has confirmed the accuracy of data about the death of reporter Gonzalo Lira, a citizen of Chile and the US, in prison in Ukraine.
"We can confirm the death of a U.S. citizen in Ukraine. We offer our sincerest condolences to the family on their loss," a representative of the Department of State told a TASS correspondent in response to a request to comment on the information that Lira died in jail.
"We stand ready to provide all appropriate consular assistance. Out of respect to the family during this difficult time, we have no further comment," the official added.
Earlier US journalist Tucker Carlson said, citing Lira’s father, that the reporter, who was detained by the Security Service of Ukraine (SBU), has died in prison. Carlson wrote on X (former Twitter) that despite Lira’s American citizenship, the US administration "clearly supported his imprisonment and torture."
Earlier, American entrepreneur Elon Musk appealed to Ukrainian President Vladimir Zelensky with a request to explain the arrest and detention of Lira. Musk announced his opinion on this topic in response to a publication on the social network X (formerly Twitter) by Tucker Carlson, who stated that Lira was being "tortured in a Ukrainian prison since July, for the crime criticizing Zelensky."
In the spring, Russia urged the global journalist community to speak out in defense of Lira, who was abducted by the SBU, and demand his immediate release. The blogger was detained by the SBU in Kharkov in May. He was accused of supporting Russia’s special military operation in Ukraine.
The SBU insists that the journalist was arrested and given bail but after paying it Lira violated the law and purportedly attempted to flee the country on his own motorcycle via a checkpoint on the border with Hungary. According to the latest data, Lira was at a pre-trial detention facility in the city of Kharkov awaiting trial.
