🌟I’m joined today by Nicolai Petro, a full Professor at the University of Rhode Island.
Nicolai got his PhD from the University of Virginia in 1984, and taught at the Monterey Institute where he founded the Center for Contemporary Russian Studies. He was a Fellow of the Council on Foreign Relations, worked at the US Embassy in Moscow, and monitored election results in Russia, Belarus, and Latvia in the early 1990s. Since then he worked with many different private and public offices in Russia and did various research fellowships. He holds an Honorary doctorate from Novgorod State University and he is a member of the American Committee for US-Russian Accord.
Nicolai has worked for decades on Russian and Ukrainian politics. His books include “Russian Foreign Policy: From Empire to Nation-State” (1997), “Crafting Democracy: How Novgorod has Coped with Rapid Social Change” (2004), and in December 2022 he will publish, “The Tragedy of Ukraine: What Classical Greek Tragedy Can Teach Us About Conflict” (2023).

The Second Tournament of Shadows: Perceptions of great power politics in Turkestan, 1919–1933
During the course of the Second Tournament of Shadows, the Germans tried to find new markets after the end of their colonial empire, the British aimed to secure buffer zones along the frontiers of British India and the Soviets engaged in an active policy that could have led them to British India, where the Bolsheviks wanted to incite a revolution. Along similar lines as the Great Game of the 19th century (in Russia more appropriately called the Tournament of Shadows), the three great powers faced each other and were additionally confronted with revolutionary movements, autonomous governments (e.g. in the Chinese province of Xinjiang) and new-born states like Afghanistan and Bukhara (the latter being independent from 1917 to 1924). The analysis of the Second Tournament of Shadows shows what kind of (mis-)perceptions of great power decision-makers shaped the politics of a declining world power opposite two rising great powers.
About the presenter: David X. Noack (born 1988) is a PhD candidate of Mannheim University (topic: ‘The Second Tournament of Shadows: The Policy of the Great Powers Germany, Great Britain and Soviet Union in Soviet and Chinese Turkestan 1919 to 1933’) and lecturer at Bremen University. His research focuses on Eastern Europe, Central Asia and the British Empire in the 20th century.

Like Clare, he served two terms in the Irish Parliament before moving to the EU level in 2019. He stands in a very long tradition of outspoken Irish men in national and foreign policy. 🌟Dr. Sidita Kushi is an Assistant Professor of Political Science at Bridgewater State University where she teaches courses on International Relations, Quantitative Methods, and US Foreign Policy. She is also a highly engaged researcher whose work on violent conflicts, military interventions, and the effects of economic crises has been published in various high ranking academic journals.
She recently served as the Research Director of the Military Intervention Project (MIP) within the Center for Strategic Studies at Tufts University. She co-authored a book that introduces new empirical trends of US military interventions from 1776 to 2019—forthcoming from Oxford University Press.

How Hitler still ruins peace in Europe in 2022 | Neutrality Studies
🌟In September 1938, the leaders of Britain, France, and Italy flew to Munich to meet with Adolf Hitler. The Fuhrer had demanded to receive the German speaking lands of Czechoslovakia, known as the Sudetenland. Hitler threatened war if his demands were not met. He wanted the other Great Powers—especially France, Czechoslovakia’s military ally—to pressure the Czech leaders. He got his way. Neville Chamberlin came back from Munich with a document signed by Hitler in which he infamously promised no further German expansion. Chamberlin believed he had reached “Peace for our time.” Only a few months later Hitler reneged on his promises, occupied all of Czechia, eradicating the sovereign state, and then moved on to invade Poland, starting WWII. “Munich 1938” has since become the go-to argument against so called appeasement: the idea of securing peace through concessions to an evil, expansionist power like Nazi Germany.
Inadvertently, Hitler has ruined peace negotiations for ever, as any demands for agreements with a militarily power for the sake of preventing its intervention will automatically trigger the “Munich 1938” argument from those who believe that only force can counter force in international relations. It’s what I call, Hitler’s Long shadow.
We see it playing out right now, as any and all voices calling for a negotiated settlement to the Russo-Ukraine war are decried immediately as appeasers, who forgot the lessons of Munich 1938. Vladimir Putin is Adolf Hitler, Russia is Nazi Germany, Ukraine is Czechoslovakia. One cannot negotiate with Hitler, the atrocities and the war that would follow later will be so much greater than the sacrifice of fighting now. Or inversely, if you want to negotiate with Putin, would you also negotiate with Hitler? Would you sell out Europe again? It's a compelling argument. For who would or could agree to bargaining with Hitler?
However, I have two objections to this argument.

Left and Right Wing Realists Want Diplomacy in Russo-Ukraine War | Dr. David Pyne
🌟I’m joined today by another realist voice for diplomacy in the ongoing war in Ukraine.
Dr. David Pyne is the Deputy Director of National Operations for the EMP Task Force. He served as a United States Army officer and worked as an International Programs Manager on the Department of the Army Headquarters staff. He is an authority with regards to the U.S., Russian and Chinese nuclear arsenals, U.S. and Russian missile defense systems and EMP weapons.
Dr. Pyne holds an MA in National Security Studies from Georgetown University and a JD form Southwestern University School of Law. He is the author of the newsletter “The Real War” and he wrote several articles in the National Interest about the threat of nuclear escalation in the war in Ukraine. For instance, he recently wrote a passionate plea for the return to diplomacy. His peace activism even landed him on a notorious list published by the “Ukrainian Center for Countering Disinformation,” which is itself part of Ukraine’s Ministry of Defense, of 35 “high profile” Americans who they accuse of “information terrorists subject to being tried as war criminals”.

🌟In this talk, Dr. Igor Istomin discusses Russia's perception of the war in Ukraine, the impact this has on Russian daily live, the foreign policy of Russia before and after the outbreak of large-scale hostilities in 2022, and the role of non-western countries in Russian strategic thinking. Dr. Igor Istomin is an Associate Professor at the Department of Applied International Political Analysis, at the MGIMO University, in Moscow. It's an Existential Threat! | Dmitri Trenin and Anatol Lieven
🌟Last night I wanted to know how peace-minded realists in Russia and Britain thought about the war in Ukraine and the state of affairs in Europe more generally, so I talked to Dmitri Trenin and Anatol Lieven, both of whom have worked on Eastern European Security for decades.

Dmitri Trenin was the director of the Carnegie Moscow Center. He also used to serve in the Soviet and Russian armed forces from 1972 to 1993, including experience working as a staff member of the delegation to the U.S.-Soviet nuclear arms talks in Geneva from 85 to 91. He is the author of the 2019 book “Russia” in which he explains the country’s rollercoaster journey from revolution to post-war devastation, to Vladimir Putin’s Russia today.
On the other side, Anatol Lieven is a Senior Research Fellow on Russia and Europe at the Quincy Institute for Responsible Statecraft. He was formerly a professor at Georgetown University in Qatar and in the War Studies Department of King’s College London. From 1985 to 1998, he worked as a journalist in the Soviet Union and Eastern Europe and covered the wars in Afghanistan, Chechnya and the southern Caucasus. He authored the books “Ukraine & Russia a Fraternal Rivalry” and “America Right or Wrong: An Anatomy of American Nationalism.”

The War in Ukraine Must Be Solved Mutilaterally | Former OSCE Secretary General Thomas Greminger
🌟Ambassador Thomas Greminger is a Swiss Diplomat and currently the Director of the Geneva Center for Security Policy.
Before moving to academia, Ambassador Greminger served for 3 years as the Secretary-General of the Organization for Security and Co-operation in Europe (OSCE).
Ambassador Greminger’s diplomatic career focused on conflict resolution and human rights: He served as Head of the Human Security Division of Switzerland’s Federal Department of Foreign Affairs from 2004 to 2010, after which he became Switzerland’s Permanent Representative to the OSCE in Vienna from 2010 to 2015.
In 2017 he then became the organization’s Secretary-General, where he acted as an effective crisis manager in an increasingly polarized environment. Ambassador Greminger was responsible for promoting dialogue among the 57 OSCE participating States. Among other issues he also helped the OSCE maintain field presences and supported participating States in implementing OSCE commitments and preventing or managing conflicts – notably the Special Monitoring Mission to Ukraine.

Among other things, he chairs the Strategy and Security advisory board of the Austrian Armed Forces and the Advisory Board of the International Institute for Peace (IIP) in Vienna.

Clare Daly is a current member of the European Parliament, representing the Irish constituency of Dublin in Brussels, since 2019. Before that, Ms. Daily was a member of the Irish Parliament for 8 years.
Mrs. Daly has been active in politics ever since her student days in the 1980s. She was a member of the Labor Party and other left wing parties. On the EU level, she is part of “The Left in the European Parliament”.

Interview with former US Ambassador Chas Freeman: We are talking about the Russo-Ukrainian War, its impact on Asia, especially on Chinese–Taiwanese relations, and about the propaganda environments in the East and the West.
Ambassador Freeman served as US Assistant Secretary of Defense from 1993-94, He served as U. S. Ambassador to Saudi Arabia (89–92), handling the fallout of the Gulf War. He was the Principal Deputy Assistant Secretary of State for African Affairs during the historic U.S. mediation of Namibian independence. And he was Richard Nixons principal interpreter during his 1972 visit to China, which lead to the normalization of US–China relations.
A remarkable feature of Ambassador Freeman’s career is the diversity of his experience. He served in Taiwan, China, Africa and the Middle East, speaking fluently not only French and Spanish but also Chinese and Arabic
Ambassador Freeman is also a scholar, he holds a Doctorate of Jurisprudence from Harvard University and wrote several books on US diplomacy and foreign policy. He spoke out publicly against the invasion of Irak publishing letters and calls against the war back together with other prominent scholars and diplomats.

Swiss Neutrality No More? Former Justice Minister Wants Referendum | Interview Christoph Blocher

I’m joined today by a heavy weight of Swiss politics. My guest is former Federal Counselor, Christoph Blocher, who was Switzerland’s Minister of Justice from 2004 until 2007.
Councilor Blocher, born 1940, was and still is also a businessman. He became the head of a chemical company in the 1970s and acquired a majority stake in the firm. He soon joined Swiss politics, more precisely the liberal-conservative Swiss People’s Party. He was elected to the Cantonal Council of Zürich in 1975 and only 4 years later into the lower chamber of Switzerland’s national parliament where he remained a lawmaker until his election into the country’s highest office, the federal council, in 2003.
Councilor Blocher is famous for his outspoken style of doing politics, he has many opponents but just as many supporters. For instance, he played a pivotal role in the 1992 public referendum in which 50,3% of Swiss voters rejected joining the European Economic Community—which would have been a first step toward joining the EU. One of the reasons for Mr. Blocher’s opposition to to this step was that it would have infringe on Swiss neutrality, in his view. He won this victory against the wishes of the Swiss Government.
Since the beginning of the war in Ukraine, the Swiss Government has again taken steps that Mr. Blocher opposes, namely the sanction system of the European Union against Russia. While emphasizing the plight and suffering of the Ukrainians, he voiced his discontent that copying EU sanctions would endanger Swiss neutrality politics and announced that he is contemplating launching another referendum to anchor what he calls Switzerland’s “permanent, armed, and comprehensive neutrality” into the Swiss constitution.

Major General (Dr) AK Bardalai, is a graduate of the National Defence Academy, in Pune (India), and of the Defence Services Staff College, in Wellington (India). He is also an alumnus of Tilburg University, the Netherlands, from where he got his PhD in UN Peace Operations.
General Bardalai was commissioned into the Indian Army in 1977. Where he served as a Brigade Major of a brigade in Sri Lanka, he commanded an infantry battalion in the Siachen Glacier, and attended a Higher Command Course in the Army War College. Later, he became a Brigadier General Staff at the Head Quarters of the Eastern Army Command. He commanded an infantry division in the western theatre of India in 2010 and 2011, and was the Commandant of the Indian Military Training Team in Bhutan.
General Bardalai has also served with the UN as a Military Observer in Angola and was the Deputy Head of the Mission and Deputy Force Commander of UNIFIL (Lebanon).
Since his retirement from the Army in 2014, he is actively engaged with the academic study of UN Peace Operations and he is a Distinguished Fellow of the USI of India.

Former US Ambassador to NATO, Robert Hunter, on the Russo-Ukrainian War
My guest today is Ambassador Robert Hunter (born 1940), a retired top diplomat of the State Departement and a scholar of international politics. In this interview, we talk about the Cold War, the fate of NATO right after the end of the bipolarity, the meaning of NATO expansion, and how Europe went on a diplomatic track of escalation, culminating in the war between Ukraine and Russia.
He received his PhD from the London School of Economics and has published over 1000 news pieces and academic articles. He also authored several books about US foreign policy and NATO.
During the Carter Administration, Ambassador Hunter servedon the National Security Council Staff as Director of West European Affairs, and later as Director of Middle East Affairs. He was amember of the U.S. negotiating team for talks on the West Bank and Gaza, and was the principal author of the Carter Doctrinefor the Persian Gulf.
Most importantly, under president Clinton he served as Ambassador to NATO during the crucial years of 1993-1998. He was the principal architect of the “New NATO”, leading the North Atlantic Council in implementing decisions of the 94 and 97 NATO Summits. He served on Secretary Cohen’s Defense Policy Board and was Vice Chairman of the Atlantic Treaty Association (’98-’01).

He is also Senior Advisor for the Research Institute for European and American Studies in Athens, Greece, a Senior Fellow at the China Eurasia Council for Political and Strategic Research in Nanjing, China, Executive Vice Chairman of ModernDiplomacy.eu, and he was the first American invited to conduct a political analysis blog for the Russian International Affairs Council in Moscow, Russia.
His newest book is called "Russia Reconsidered: Putin, Power, and Pragmatism" from Brown Books.

Dr. Mariana Budjeryn: Russia Might Use Tactical Nukes to End War Soon
An Interview with Dr. Mariana Budjeryn, a Ukrainian nuclear weapons and nuclear nonproliferation researcher at the the Harvard Kennedy School’s Belfer Center. Mariana’s research focuses on the international non-proliferation regime, arms control, and post-Soviet nuclear history.
Mariana’s has a book forth coming with the title “Inheriting the Bomb: The Collapse of the USSR and The Nuclear Disarmament of Ukraine” (https://www.press.jhu.edu/books/title/12715/inheriting-bomb). She is a foremost expert on Ukraine's and the Soviet Union's nuclear history.
We talked together about the situation in Ukraine and Russia, about her experiences growing up in the USSR, the denuclearization process of her home country, and the outlook for deescalating the conflict with Russia.

Dr. Anatol Lieven is a British author, policy analyst, former professor at Georgetown University, and currently a senior research fellow at the Quincy Institute for Responsible Statecraft. He is intimately familiar with Eastern Europe and Central Asia. From 1985 to 1998, he worked as a journalist in the region covering the wars in Afghanistan, Chechnya and the southern Caucasus. He is the author of several books on Russia and its neighbors including “The Baltic Revolutions: Estonia, Latvia, Lithuania and the Path to Independence” and “Ukraine and Russia: A Fraternal Rivalry.”
Dr. Lieven wrote several other important books but today we are here to discuss the situation in and around Ukraine about which he has published by now several pieces and been quite outspoken. He wrote an essay in defense of Ambassador Jack Matlock—who we had on this channel before—arguing that it is first and foremost Ukraine that had to come to terms with its own diversity, and that the conflict with Russia is heavily impacted by the Ukrainian government’s failing to find a workable deal for its own minorities. He also recently published an article in Foreign Policy in which he argued for security cooperation among NATO and Russia.
