Labour rows back workers’ rights pledge in latest U turn
Labour has reportedly watered down its plans to strengthen rights for gig economy and precariously employed workers in a bid to woo business leaders. The party’s national policy forum last month agreed a series of changes to the Labour programme as Keir Starmer‘s team firm up their policies ahead of an expected general election next year. In 2021, Sir Keir’s party pledged to create a single status of “worker” in employment law to stop gig economy giants like Deliveroo and Uber from using bogus self-employment to undermine conditions. But the Financial Times reports that the party’s policy documents now pledge only to consult on “a simpler framework” for differentiating the self-employed from workers.

Lucy Letby: Government orders independent inquiry
The government has ordered an independent inquiry into the circumstances behind serial killer Lucy Letby's "horrific" baby murders. The Department of Health said it would look at how clinicians' concerns were handled, as a BBC investigation found hospital bosses ignored doctors' warnings about Letby.
Letby was found guilty of murdering seven babies at a hospital in Chester.
She was also found guilty of attempting to murder another six babies.
On two counts of attempted murder, she was found not guilty. The jury could not reach verdicts on six counts of attempted murder. Detectives are reviewing the care of all babies admitted to hospital while Letby was working as a neonatal nurse. The review includes her work placements at Liverpool Women's Hospital in 2012 and 2015, although police say this did not involve any deaths. Detective superintendent Paul Hughes said: "We would be foolish if we were to think we have gathered all cases that Lucy Letby could have touched in one go.

Medical watchdog opposes conversion therapy yet can’t even say how many complaints its had
The General Medical Council – the watchdog for doctors and psychiatrists – can not say how many complaints it has received about conversion therapy, nor how many of those led to an investigation, nor if any of those led to a professional conduct hearing, i can reveal. In response to a Freedom of Information request from i, the GMC said it “cannot provide the information” as it would take too long and cost too much money. The regulatory body, which is responsible for all complaints against doctors and psychiatrists, said that its database only goes back to 2006, but it would only be able to search electronically for a complaint that did not lead to an investigation since 2018. In any case, the GMC added, “there is no specific allegation which covers conversion therapy”.

Tories under fire after dramatic fall in school sport in England
The number of hours young people spend doing PE and sport in secondary schools in England has fallen by more than 12% since the 2012 London Olympics, despite promises by ministers that the games would “inspire a generation” and kickstart a massive expansion of sport in the state sector.
The fall is recorded in the latest figures released by the government, which show a drop from 326,277 hours in 2011/12 to 285,957 in 2022/3. Although the total went back up after the pandemic, it then fell again over the last year by more than 4,000 hours. In a speech as prime minister in 2012, David Cameron said it was vital that the London Games spurred his government to improve the provision of sport in state schools, which he admitted had been underfunded for far too long. Cameron insisted there was “one area in particular where the Olympic spirit of taking part can make a real difference to young people. And that is school sport and helping to drive participation in sport itself.” His words were greeted with scepticism at the time by sports organisations, not least because his education secretary, Michael Gove, had systematically dismantled a network of school sports partnerships set up by the Labour government, in order to save money, as one of his first acts at the Department for Education.

Tory fury as ministers axe key levelling up pledge to move civil servants from London
Tory MPs are demanding urgent explanations from ministers over the levelling up agenda after an official report said plans to move thousands more civil service jobs from London to Birmingham and Newcastle had been scrapped. The Government Property Agency (GPA), which falls under the Cabinet Office, said in a brief reference in its recent annual report and accounts that a decision had been “made by ministers” to axe the proposals after “a review identified that they no longer aligned with strategic requirements”. This was despite the fact that more than £1m had been spent on the two projects as part of the flagship government drive to spread the civil service out of Whitehall and boost growth in the regions. Amid signs of Cabinet Office panic over a gathering backlash, the Tory MP John Stevenson, who chairs the Northern Research Group (NRG) of Conservative MPs from “red wall” seats, described the move as a “step backwards”. He added: “I expect a full explanation on parliament’s return and alternative policy initiatives to ensure that the movement of civil servants does proceed. I will also be asking the public administration and constitutional affairs committee to look at this issue.” Many Tory MPs in the north and Midlands are becoming increasingly nervous that failure to deliver on levelling up will put them in increasing danger of losing their seats at the next general election.

Behind the Masks The Controversial Decisions That Left Healthcare Workers Exposed
The path to the Covid pandemic – and its handling by the Johnson government – was a long one, paved with decisions that may have seemed trivial at the time. But they would go on to determine the response to the biggest pandemic in a century. Some of those decisions were set in motion, in the eyes of health and safety expert David Osborn (a participant in the Covid inquiry), more than a decade before Coronavirus first hit these shores.
David Osborn, a Chartered Safety and Health Practitioner with Trident HS&E Ltd, has been digging deep into those years before the pandemic. And in a new article for the Patient Safety Learning outlet, seen by Byline Times, he sets out his take on how Covid was mishandled – and what it means for us now. In 2013, two public health experts – Dr Lisa Ritchie and Nottingham University professor Jonathan Van Tam (JVT) – co-authored a paper about respiratory viruses. It discussed the threat of airborne viruses, and called for respirators (FFP3 masks) to be used in the event of an airborne virus outbreak instead of surgical ones. For viruses like SARS, the authors declared that pathogens which are “truly transmissible via the airborne route…a respirator will be required.”

Sunak in new net zero row over plan to produce more electric cars
Rishi Sunak is facing a fresh net zero row amid fears he could water down plans to force UK motor manufacturers to produce more electric cars.
The Department for Transport refused to say whether it was still committed to a 2024 start date to fine car firms that fail to meet quotas for the number of electric vehicles. Environmentalists warned against uncertainty for the industry as the Government confirmed that MPs will get a chance in Parliament to vote down the “ZEV” mandate that will by 2030 ban all sales of new petrol and diesel cars.

Met wins battle with NHS over not attending mental health calls
The Metropolitan police has won its battle to stop attending most of the mental health calls it receives after a tense behind-the-scenes row with the health service, the Guardian has learned. From 31 October the Met will start implementing a scheme that aims to stop officers being diverted from crime fighting to do work health staff are better trained for. In May, the Guardian revealed that the Met commissioner, Sir Mark Rowley, had written to health and social care leaders setting a deadline of 31 August – leading to furious reaction from health chiefs who wrote to the commissioner protesting that it would put vulnerable people at risk. The agreement means Rowley will push his deadline for the start of the changes back by two months, before a phased introduction. In return, health services will not publicly criticise the police decision, and will race to put measures in place to pick up the work.
A formal announcement is expected as soon as Friday 18 August after weeks of tense talks. The Met was armed with legal advice from a senior barrister – a king’s counsel – arguing the law meant the force did not have to do the work of the health service and would probably win any legal challenge.

Conservatives Caught Publishing Fake Newspapers Again, as Party Mimics Defunct Local Outlet
The Conservative Party’s campaign tactics have been branded “appalling” by one of Britain’s most renowned photojournalists after imitating a shuttered local newspaper to garner votes. Lincoln Conservative MP Karl McCartney has issued a leaflet to residents branded as the ‘Lincoln Chronicle’ – the same name as a weekly newspaper in the seat that was closed 15 years ago, and which many residents remember. Lincoln resident Sasha Drennan told Byline Times the party was “at it again” after this site revealed the Conservative Party’s widespread use of fake newspapers to promote their candidates. It seems to be becoming a strategy. The tactic was used successfully in Uxbridge and South Ruislip last month, with the party’s ‘Uxbridge and South Ruislip People’ urging people to “Stop ULEZ” (Sadiq Khan’s Ultra Low Emissions Zone expansion). The fake magazine mirrored the title of the local council-run Hillingdon People, which is meant to be apolitical.

Ukraine desperate for help clearing mines, says defence minister
Ukraine is now the most heavily mined country on Earth and its army is suffering from a critical shortage of men and equipment able to clear the frontlines, the country’s defence minister has said, as soldiers spoke of heavy casualties in the engineering brigades. In an urgent appeal to allies, Oleksii Reznikov told the Guardian his soldiers were unearthing five mines for every square metre in places, laid by Russian troops to try to thwart Ukraine’s counteroffensive. He said the vast minefields could be traversed, but that it was critically important that allies “expand and expedite” the training already being provided by some nations, including Britain.
The number of sappers in the Ukrainian armed forces was nowhere near enough to get through the complex Russian defences on the vast 600-mile (1,000km) front, with mine clearing units targeted with heavy fire.
Defence ministry officials in Kyiv suggested there was an opportunity for countries such as Japan that do not want to provide lethal aid to offer support in the form of mine clearing equipment and training.

Tory party urged to investigate Welsh secretary’s ‘racist’ leaflet about Travellers
The Conservative party chair, Greg Hands, has been urged to launch an internal investigation into the Welsh secretary, David TC Davies, over “unacceptable” and “racist” comments against the Traveller community.
This month Davies circulated a leaflet telling voters: “Gypsy and Traveller site coming to your area soon!” and asking them: “Would you like to see a Traveller site next to your house?”
After Davies was accused of creating a “hostile environment”, the deputy prime minister, Oliver Dowden, defended his colleague, saying he was highlighting failings of the local Labour council.

Students left in ‘nightmare’ accommodation as UK cities short of 620,000 beds by 2026
Students have been settling for “nightmare” accommodation as bed shortages have skyrocketed since the pandemic. There will be a predicted deficit of 620,000 student beds by 2026 with Bristol, Manchester and Glasgow the worst affected cities, according to analysis by student accommodation service StuRents and seen by i. The predictions – based on bed demand compared to the supply of HMOs and purpose-built student accommodation – show there is a shortfall of 283,100 in 2023, forcing students to live in low-quality housing, paying extortionate prices. One student in Manchester ended up living in a hotel for the first two weeks of his course, before moving into a flatshare with no contract, meaning he had no legal protection and was later evicted with a week’s notice.
Another student in Bristol had to settle for a house 40 minutes walk from the campus, with limited public transport options, after a desperate search for a house within a budget of £575 per month. It comes after i revealed that soaring rental costs across Britain could force students to turn down their top university choice this year or switch to a course closer to home due to “very tough” competition for accommodation.

Prison building experts called in to expand UK’s migrant detention centres
The Home Office has called in construction experts to help expand migrant detention centres using designs based on prisons amid the small boats crisis, i can reveal. Construction firm Laing O’Rourke has been given a million-pound contract to help with the “rapid construction” of new blocks at immigration removal centres in England. The Government has been attempting to rapidly expand the capacity of its migrant centres amid the failure so far of its Rwanda scheme to start deporting asylum seekers.
Laing O’Rourke, a major UK construction firm with experience in building prisons, is to establish whether it is viable to build new blocks on sites at Bexhill in East Sussex, Yarl’s Wood in Bedfordshire and at Manston in Kent.
The firm is expected to be paid £1.1m for the work, which began in July and is set to finish in October. The contract was categorised on the Government’s website as “Prison building construction work” and “Services related to the detention or rehabilitation of criminals”.

Housing associations ask ministers to reopen £400 energy bill support scheme
More than 30 of Britain’s largest housing associations have called on ministers to give a second chance to 750,000 households that missed out on government support for energy bills worth a total of £300m.
In a letter to ministers, seen by the Guardian, 34 housing associations called for the government to reopen a scheme that aimed to offer support payments of £400 to almost one million households without an energy supplier. Most homes in Britain received the support payment automatically via a discount on their energy bills, but people living in places such as care homes, narrowboats and park homes failed to receive it because they do not pay bills directly to an energy supplier. The housing associations, which provide homes to a total of 1.5 million people, warned that only 16% of eligible households made their claim before the 31 May deadline. They have called for a new deadline of 31 December. The letter to Amanda Solloway MP, the minister for energy consumers, and Lord Callanan, the minister for energy efficiency, was signed by housing associations including Clarion, Places for People, L&Q, Peabody and Riverside.

Election watchdog probing £600,000 Labour donation for transparency breach
The UK’s election watchdog is probing a major donor to the Labour Party over an apparent breach of transparency laws. Barnes & Richmond Labour Club and Institute donated £598,000 to Labour in December 2022. The organisation is listed by the central party as an unincorporated association, a legal term for organisations that aren’t registered companies or other formal bodies. But the Barnes and Richmond Labour Club doesn't appear in the register of unincorporated associations despite having donated more than half a million pounds to Labour. As a result, it has not accounted for the source of these funds, although its former secretary told openDemocracy the cash had come from the sale of the club building itself. Documents at the Land Registry confirm that the four-storey townhouse in Church Road, Richmond, was sold in 2018 and turned into flats.

Brexit trade failures revealed by government’s own research!
British firms are increasingly pessimistic about the benefits of post-Brexit free trade deals, according to the government’s own research.
The Department for Business and Trade’s survey of more than 3,000 companies revealed that three out five (58 per cent) now think the free trade deals will have no positive impact on their business. That’s up from 54 per cent the previous – a sign of growing dismay about the opportunities the agreements can offer, despite promises that Brexit can help boost “global Britain”. Less than one third (31 per cent) of businesses believe trade deals would have a positive effect, down from 33 per cent the previous year.
It comes as the latest public polling shows most voters are gloomy about Brexit’s impact on Britain’s juddering economy. Some 61 per cent believe the UK’s exit from the EU has left the country worse off.

In the last six months hundreds of influencers in the US and UK have taken to social media, proudly showing off their discount “hauls” of mass-produced plastic to thousands of followers. But is Temu all they claim it to be? Offering everything from chastity cages to hats for hens, the Chinese app has recently raised concerns from parents with a ‘Back to School’ sale which includes knives and concealable weapons. A Byline Times investigation can reveal this to be one of many issues with the company, whose data gathering policy, questionable sales practices and insidious marketing techniques have led the US to consider banning it completely. If you use Facebook, you will likely have encountered Temu’s trademark orange advertisements. A one-stop shop for everything you never knew you never needed, their main gimmick is ridiculously low prices, with many products costing less than a pound. Their explanation for such bargains is that they operate as a ‘middleman’ between sellers and customers, thus keeping operating costs to a minimum and ensuring that the knives (and everything else they sell) are made and stored by other companies. Fans across various social media platforms regularly extol the virtues of Temu, sharing reels and posts showcasing their latest buys and challenging the idea that Temu is a scam. Dig a little deeper and the reason for such loyalty becomes apparent. Alongside their cheap products, Temu runs a number of affiliate marketing schemes.

Anger as Nadine Dorries’ Year Long Silence in Parliament is Deemed ‘Within the Rules’
Nadine Dorries has not breached the MPs’ Code of Conduct by failing to speak in Parliament for over a year, the parliamentary Standards Commissioner has ruled. Campaign group Unlock Democracy had complained that the Tory MP for Mid Bedfordshire – who hasn’t spoken in the Commons since last July – was undermining parliament. She is not thought to have held a regular constituency surgery in several years and it is not clear if she still has a constituency office. The Boris Johnson loyalist pledged to resign “with immediate effect” two months ago – but has yet to do so, instead claiming she is staying to mount her own investigation into why she didn’t get a peerage. She has found the time to present a show on Murdoch-owned TalkTV however. Last month, a town council in her seat called for her to quit so her constituents had proper representation in parliament. She has voted just ten times in the Commons since last July, while her last spoken contribution was in a debate on full fibre broadband over a year ago. Unlock Democracy’s complaint was based on the rule that: “Members shall never undertake any action which would cause significant damage to the reputation and integrity of the House of Commons as a whole, or of its Members generally.”

Russian and Chinese hackers breached Foreign Office systems in cyber attack kept secret from public
Russian and Chinese hackers accessed the Foreign Office’s internal systems in a major security breach that was kept secret from the public, i can reveal.
The attacks allowed cyber attackers from Russia and China to access emails, internal messages, and Teams meetings revealing the day-to-day business of the government department. I has learned that hackers from both countries compromised internet-connected servers belonging to the Foreign, Commonwealth and Development Office (FCDO) in 2021, although the breach did not give them access to classified information. Insiders at GCHQ – the UK’s intelligence, security and cyber agency – and the FCDO told i the cyber hacks were enabled by a member of staff “probably accidentally” downloading malware hidden in an email. Russian and Chinese state-linked actors would have been able to gain access to correspondence from ambassadors or diplomats positioned abroad which was not marked as classified, the insiders said. Experts warned this may have put diplomats based in hostile environments at risk or potentially damaged relationships with important strategic allies by revealing private communications with other nations.

GB News’ Top Boss Faced ‘Sexual Harassment’ Allegation – as Channel Paid to Shut Down ‘Institutional
GB News settled an employment claim for a five-figure sum in which sexual harassment was alleged against its chief executive Angelos Frangopoulos – and shut down serious racism and bullying allegations raised by two other journalists with further pay-outs and gagging agreements, Byline Times can reveal. And in two separate workplace incidents involving other GB News executives, a woman went on sick leave after allegedly being told she was “so ugly” she should “put a bag” on her head and that she should “open” her “legs” to win a promotion. Rather than taking legal action, she is said to have quietly left her job in disgust. GB News’ position is that it doesn’t have a toxic workplace culture and that the company enjoys a good relationship with current and former employees. The claim naming Mr Frangopoulos, a married father of five, made allegations that he propositioned and declared feelings for a female member of staff in a late-night phone call after work drinks in 2021. Having been rebuffed, Mr Frangopoulos then allegedly undermined and marginalised the woman in her role before she left and got employment lawyers to negotiate a settlement with the channel.

Dan Wootton’s Celebrity Targets Revealed
Dan Wootton met young male reality TV stars through his work as a prominent showbusiness journalist and then privately propositioned them to do photo shoots at his home for “underwear brands” in an “abhorrent abuse of power”, Byline Times can reveal. Among those Wootton targeted over an eight-year period between 2011 and 2019 – during which he was working for The Sun, ITV and the Daily Mail – were The Only Way is Essex star Kirk Norcoss, Big Brother contestant JJ Bird, and an X Factor singer who was just out of his teens. Each had first encountered Wootton – today a star presenter on GB News – as a result of their involvement in the television industry, on which it was his highly-paid job to report and through which he enjoyed a powerful media influence. Wootton was on his first day as a columnist and feature writer for the Daily Mail in December 2011 when he approached Big Brother series 11 contestant JJ Bird, then 25, and who is today a boxing trainer having also been a pro-fighter. Mr Bird, who refused Wootton’s offers, is among the first group of people in the public eye to discuss their interactions with Wootton.

UK to retain EU safety mark in latest Brexit climbdown
The UK will retain the EU’s product safety mark indefinitely, in the latest climbdown from proposed post-Brexit changes, after the government bowed to pressure from industry and manufacturers. The CE (Conformité Européenne) mark is used by the bloc to certify that a wide range of items – from electrical goods and construction materials to medical devices and toys – meet safety standards. The safety marking had been expected to be replaced by a new UKCA (UK Conformity Assessed) mark for goods sold in Great Britain from the end of 2024, after several extensions to the deadline for the changeover. Businesses had called on the government to extend the use of the CE mark, saying that forcing them to meet new UK rules, which would initially duplicate EU product standards, would add significant costs at a time when many have been trying to get over the disruption caused by the pandemic and stubbornly high inflation.

UK has debated sending asylum seekers to these five countries in Africa – all of them have problems!
The Government is reportedly in talks with several countries as it seeks alternative measures to tackle the small boats crisis should its Rwanda policy fail. While the countries have not been named, reports suggest they could be Ghana, Nigeria, Namibia, Morocco and Niger, locations that were previously considered under Boris Johnson’s government. The Government is reportedly considering reviving plans to send people who arrive by unauthorised means to Ascension Island – a British overseas territory located in the Atlantic about 4,000 miles from the UK.
