Los Angeles, California — On February 22, 2023, around 7:55 p.m., Rampart Division uniformed patrol officers responded to a radio call of an “Assault with a Deadly Weapon Suspect There Now,” in the area of Silver Lake Boulevard and Temple Street. The initial comments of the call indicated that a female Hispanic wearing a trench coat pointed a “revolver” at a passerby. Officers responded to the area where they observed a female, later identified as 42-year-old Mariela Cardenas, matching the description of the radio call, armed with what appeared to be a firearm. The officers immediately exited their vehicle and gave verbal commands to Cardenas. Cardenas ignored the officers’ commands and pointed the weapon in the officers’ direction, resulting in an OIS. Cardenas was struck by gunfire and taken into custody. The Los Angeles Fire Department personnel responded to the scene and transported Cardenas to a local hospital, where she was pronounced deceased. No officers were injured during this incident. The investigation revealed that Cardenas’ weapon was a replica handgun capable of firing metal pellets.

Bodycam Footage of Man Shot by Fresno Officer After Domestic Violence Call at 7-Eleven
* (Disclaimer: This video content is intended for educational and informational purposes only) *
Fresno, California — On Friday, December 23, 2022, officers from the Fresno Police Department responded to a disturbance between a man and a woman at the 7-Eleven in the 2300 block of South Chestnut Avenue. A caller stated a woman was hiding inside the store from her boyfriend, now identified as 37-year-old Michael Alvarez after claiming she had been assaulted. When police arrived on scene, Alvarez was seen parked right in front of the store. Two officers approached the car and gave Alvarez repeated commands to turn off his vehicle and exit the car. A third officer positioned his patrol car behind the suspect’s vehicle.
Officials say he failed to follow the officers’ orders and abruptly put his car in reverse, backed up, and struck one of the officers as she stood next to the driver-side door. The second officer was also nearly struck by Alvarez’s vehicle and collided with the third officer’s patrol car while the officer was still seated inside. The officer told Alvarez to get out of the car. One of the officers warned Alvarez he will get shot if he didn’t stop. One of the officers, who was behind the man’s vehicle, fired multiple times and struck Alvarez once.
Alvarez also hit another vehicle that was occupied by a woman who was two months pregnant. That person was taken to the hospital with minor injuries and was expected to make a full recovery. Alvarez was taken to a local hospital in critical but stable condition. Alvarez is charged with felony domestic violence, three counts of assault with a deadly weapon upon a peace officer, assault with a deadly weapon and violation of his post release community supervision. Police said Alvarez has a prior felony conviction for felony evading.

* (Disclaimer: This video content is intended for educational and informational purposes only) *
Frederick, Maryland — On Saturday, March 4, 2023, at approximately 6:20 p.m., three officers with the Frederick Police Department were dispatched to an apartment in the 1500 block of N. East Street to find a man with an open probation violation warrant who was believed to be at that location. When the officers arrived, the apartment’s resident denied that the man, 44-year-old Joseph Sherril was present, but allowed officers to come inside and search for him. Inside the apartment, one officer found Sherril hiding in a bedroom closet and armed with a knife. Bodycam Shows Dallas Officer Shooting Armed Suspect During Struggle
* (Disclaimer: This video content is intended for educational and informational purposes only) *
Dallas, Texas — On Sunday, March 19, 2023, at about 6:50 p.m., Senior Corporal Matthew McLain was notified by property management at 1910 Bennett Avenue that a man they believed was involved in a stolen vehicle case earlier in the month where the suspect rammed a marked squad car was at the location. The preliminary investigation determined Senior Corporal McLain arrived at the apartments and requested back up. When officers arrived, Senior Corporal McLain and Officer Kimberley Esquivel entered the front of the building and walked through to the back parking lot where they located the suspect, 35-year-old Hernan Gutierrez. Senior Corporal McLain started engaging with Gutierrez, giving commands, and the suspect pulled away and started to struggle with officers.
During the fight, Officer McLain drew and deployed his taser, which was ineffective in controlling the suspect. As the struggle continued, Gutierrez produced a handgun and fired one round. Officer Esquivel drew her department-issued firearm and shot one time, hitting Gutierrez. The suspect fell on top of his weapon, and officers placed him in handcuffs. Officers immediately requested Dallas Fire Rescue to the scene and rendered medical aid while monitoring Gutierrez’s condition. DFR responded and took Gutierrez to a local hospital in critical condition. The suspect’s weapon was recovered at the scene. The round fired by Gutierrez was located by detectives and hit an occupied apartment north of the incident location. No officers or anyone at the scene was injured. Gutierrez will be charged with Aggravated Assault on a Public Servant. The suspect is also currently wanted on a federal probation violation for a firearm-related offense. The investigation is ongoing and is being investigated by the Dallas Police Special Investigations Unit.

Suspect Gets Shot After Pulling Gun on Seal Beach Officers
* (Disclaimer: This video content is intended for educational and informational purposes only) *
Seal Beach, California — On Monday, January 16, 2023, at approximately 9:36 p.m., officers from the Seal Beach Police Department responded to a call for service in the 100 block of Old Ranch Road regarding a suspicious person in front of a residence. When officers arrived, they located 47-year-old Michael Bernard Emch Jr. within the fenced-off patio area of one of the homes. The person who called the police to the home identified Emch as her ex-partner, who she had a restraining order against. Police later confirmed Emch was in violation of a restraining order. Emch told officers at the time that he was asked to go over to the home to pick up money that was owed to him, but the officer explains to him that the person he was there to see told police she wasn’t expecting anybody. As Emch exits the patio, the officer points his gun at him and tells him to put his hands up, but Emch refuses and says he’ll just leave and “go the other way.”
When the officer tells him he’s not allowed to leave, Emch asks for a staff sergeant, but the officer ignores him and tells him to sit down. Instead of sitting down, Emch turns his back to the officer, holding his left hand up and his right hand in his pocket. Emch then starts walking back into the patio, but an officer Tased Emch before he could fully cross the patio door threshold. “What’s that?” the other officer asked Emch. Emch reached into his pocket and pulled out a gun, which police later said was loaded. That’s when the officers fired more than a dozen times at Emch. “Finish me off,” is what Emch tells the officers, instead an officer tells him to “shut up.” After the shooting, police officers transitioned to providing lifesaving efforts to the suspect. Emch was transported to a local hospital where he was declared deceased. A firearm was recovered from the scene. There were no physical injuries to Seal Beach Police officers as a result of the incident

Vehicle Theft Suspect Attempts to Flee From LA Cops on a Skateboard
* (Disclaimer: This video content is intended for educational and informational purposes only) *
Los Angeles, California — On February 13, 2023, around 6:00 a.m., Southwest Division uniformed patrol officers responded to a radio call at Flower Street and Jefferson Avenue for a stolen vehicle investigation. The officers arrived at the location but were unable to locate the person reporting the crime. The officers remained in the vicinity of the radio call and observed a truck with an attached trailer that matched the description of the stolen vehicle at Exposition Boulevard and Western Avenue. After verifying the description of the truck, the officers broadcast they were following the stolen vehicle with one occupant (later identified as Pedro Villalobos).
The officers requested back-up units, a supervisor, and an Air Unit. Villalobos made a southbound turn onto Hoover Street from 40th Place. While turning southbound, the attached trailer struck a parked vehicle and continued south on Hoover Street. The officers broadcast the initiation of a vehicle pursuit. Villalobos attempted an eastbound turn onto 42nd Street from southbound Flower Street; however, he lost control of the truck causing it to swerve and stop on the east side of the intersection. The primary officers and responding units conducted a high risk stop on Villalobos. Villalobos failed to comply with the officers’ commands, exited the vehicle, and fled on a skateboard south on Flower Street.
Several officers pursued Villalobos on foot while additional units drove past Villalobos’ position. One of the officers that drove past Villalobos exited his police vehicle and attempted to grab Villalobos as he passed on his skateboard. Villalobos moved his shoulder forward to avoid the officer’s grasp, causing the officer to make contact with his upper back area. The contact caused Villalobos to lose his balance and fall. Officers took Villalobos into custody and discovered he had an injury to his right leg. Villalobos was transported by Rescue Ambulance to a local hospital where he was treated for his injuries and admitted. No officers or citizens were injured during the incident.

Officers had Sansotta move to the back-quarter panel of the truck as they began to conduct a DUI investigation. One officer returned to his patrol vehicle to conduct a records check on Sansotta and a second officer stayed with Sansotta. A few moments later the officer sees Sansotta move toward the open driver's door and grab the handgun. The officer grabs Sansotta from behind and the two struggled for control of the handgun. The officer doing the records check sees the commotion and comes back with his duty weapon out and fires one shot at Sansotta. After the shooting, officers provided lifesaving measures until the Phoenix Fire Department arrived on scene. Sansotta was then taken to a local hospital, where he later died. The officer involved in this incident is assigned to the Black Mountain Precinct and has over 14 years of service with the department.

LAPD Cops Use Bean Bags, Taser and a Cruiser To Arrest Knife-Wielding Man
* (Disclaimer: This video content is intended for educational and informational purposes only) *
Los Angeles, California — On February 8, 2023, at around 5:15 a.m., North Hollywood Area uniformed patrol officers responded to a radio call at the 5600 block of Denny Avenue for an “Assault with a Deadly Weapon” (ADW) suspect. The radio call indicated the suspect, later identified as Jonathan Mitrani, 31-years-old, was armed with a knife and under the influence of alcohol and narcotics. The officers arrived at the location and observed Mitrani, armed with a knife, standing next to a person on the sidewalk. The officers immediately gave verbal commands to Mitrani to drop the knife. Mitrani refused to comply with the commands and moved towards an officer resulting in the deployment of a TASER and Beanbag Shotgun. Both less lethal munitions were ineffective, and Mitrani ran south to Burbank Boulevard. The officers followed Mitrani, who was still armed with the knife, which resulted in a second and third deployment of the Beanbag Shotgun.
This again proved ineffective, and Mitrani ran back toward the officers. An additional TASER deployment was utilized again with no effect. At this time one officer drove his police vehicle approximately 3-5 miles per hour and intentionally struck Mitrani to stop his actions. Mitrani fell to the ground and immediately stood up, still holding the knife and ran directly at the officers. A takedown to the ground was conducted by one of the officers, and Mitrani was subsequently disarmed and taken into custody. Mitrani was transported to a local hospital by paramedics where he was treated for excessive vomiting as a result of intoxication and medically cleared for booking. Mitrani was booked on an open charge of ADW on a Police Officer with a Knife. One officer received abrasions to his left hand and both knees. A pocketknife with a four-inch blade was recovered at scene.

Lynchburg Police Officer Shoots Suspect Who Pulled a Gun After a Short Foot Chase
* (Disclaimer: This video content is intended for educational and informational purposes only) *
Lynchburg, Virginia — On February 2, 2023, at 9:26 p.m. the Lynchburg Police Department got a call about shots fired near 700 Grady Street. Officer John Person was nearby and saw a vehicle matching the description of one involved in that shots fired call. He pursued it. The suspect, 25-year-old Ry’Heam Brown was driving and after coming to a narrow road, jumped out of the car and ran off. After a short foot chase, LPD said the officer encountered the suspect in an alleyway in the 1400 block of 17th Street. Officer Person closed the distance between himself and Brown. The officer pointed his firearm at Brown and commanded Brown to get on the ground. As Officer Person attempts to take Brown down, Brown continues to try to get up.
That’s when Person notices the gun in Brown’s right hand as he attempts to get up, leading to Person shooting Brown 6 times. Officer Person approached Brown once other officers were on scene and found the firearm lying next to Brown’s right side on the ground. Officer Person picked up and threw the gun away from Brown. Officer Person’s commanding officer arrived on the scene and ordered Person be escorted from the area with another LPD Officer. Chest compressions on Brown were initiated by LPD officers until medics with the Lynchburg Fire Department arrived and took over care of Brown. By 9:50 p.m. resuscitation was discontinued as Brown was deceased.

Greenville County, South Carolina — On January 17, 2023, while Greenville County deputies were conducting a traffic stop on Wade Hampton Boulevard around 11 p.m. a gun was found inside the stopped vehicle. As they went to secure the gun from one of the three suspects, a shot was fired and the 16-year-old suspect was hit. He was later released from the hospital and taken to the juvenile detention facility in Columbia, SC. Gulfport Police Officer Shoots Armed Teenager Outside a Family Dollar in Mississippi
* (Disclaimer: This video content is intended for educational and informational purposes only) *
Gulfport, Mississippi — On Thursday, October 06, 2022, at 2:29 p.m., Gulfport Police Department (GPD) received a 911 call for service concerning a reckless driver traveling in the area of 8813 Lorraine Road, Gulfport, Mississippi. The caller advised that occupants inside a silver Kia Soul were brandishing firearms and wearing camouflage masks. At 2:42 p.m., GPD Officers Kenneth Nassar and Benjamin Ford located the aforementioned vehicle on Pass Road in Gulfport, Mississippi. The Kia Soul entered the parking lot of the Family Dollar, located at address 1016 Pass Road, Gulfport, Mississippi. Officer Nassar and Officer Ford followed the Kia Soul into the parking lot. Once the Kia Soul stopped, one of the occupants, who was identified as 15-year-old Jaheim McMillan, exited the right rear passenger seat of the vehicle while holding a pistol in his right hand.
Once exiting the Kia Soul, McMillan ran towards the front of the Kia Soul toward the front of the Family Dollar. About this time, Officer Nassar gave verbal commands for McMillan to "stop...drop it." McMillan did not comply. During the encounter with McMillan, Officer Nassar discharged his firearm while directing his firearm toward McMillan. As a result of the officer-involved shooting, McMillan received injuries to his body. McMillan was transported to Memorial Hospital (MH) at Gulfport to be treated for his injuries. McMillan was subsequently transported to USA Health University Hospital (HUH), in Mobile, Alabama. The State Medical Examiner ruled McMillan’s cause of death as a gunshot wound to the head and the manner of death as homicide.
Including McMillan, there were five teenage boys in the Kia, with ages ranging from 17 to 14 years old. During the time of McMillan’s encounter with the officer, a 16-year-old had also fled the vehicle holding a pistol and ran toward the front of the Family Dollar, then along the left side of the building toward a wooded area. A second responding police officer pursued the teenager on foot. The 16-year-old later told police he dropped his gun during the pursuit and remembered hearing a taser fired in his direction. The officer eventually caught him and took him into police custody. Because the other officer was in pursuit, the officer who shot McMillan believed he was alone with the other three teenagers who had been in the Kia, so he turned his attention to them. When other officers arrived, the other three teens were taken into custody.

Colorado Deputy Shoots Man Who Popped Anti-Anxiety Pill While Picking Up His Brother from School
* (Disclaimer: This video content is intended for educational and informational purposes only) *
Pueblo West, Colorado — A mother has filed a federal civil rights lawsuit in U.S. Federal Court for the District of Colorado, after her son was shot and killed by Pueblo County deputies outside a middle school. On February 22, 2022 at approximately 3:23 pm, Pueblo County Sheriff's Deputies Charles McWhorter and Cassandra Gonzales were dispatched to the Liberty Point International Middle School at 484 S. Maher Dr., Pueblo West, Colorado, on reports of a suspicious male party trying to open car doors. They were informed the male party may be "on something", suggesting possible intoxication. The initial reporting party, Eric Valencia, told dispatch that a male had become "aggressive" with one car and he was trying to get into other cars in the parking lot. Initially, Valencia stated that the male was out of his line of sight on the east side of the parking lot. The male then came back into Valencia's sight and Valencia said the male was wearing a jacket with gray sleeves and black in color.
Valencia then tells dispatch that the male was being confronted by someone from the school, then he began walking west. Valencia then sees the male get into the back seat of a white four-door SUV, possibly a Mazda with tinted windows and approximately eight to nine cars in from the road. When Deputy McWhorter arrives on scene, dispatch gives him the description and location of the vehicle as described by Valencia. Deputy McWhorter asks dispatch for more specific information, as there were several white cars in the parking lot. Deputy McWhorter is then told that it is the white car that two children are walking in front of. This information assisted Deputy McWhorter in locating the vehicle. Deputy McWhorter advises dispatch that the male is in the back seat of a white Lexus SUV with Colorado Plate CIW976. Deputy McWhorter then contacts the male later identified as 32-year-old Richard Ward.
Ward was with his mother, Kristy Ward Stamp, and her boyfriend to pick up his younger brother from Liberty Point International Middle School, according to the lawsuit filed in U.S. District Court for Colorado. Pueblo County sheriff's deputies approached Ward after they received a report that he had been opening doors of nearby vehicles in the pickup waiting area, officials have said. Ward stepped out of his mother's SUV for a "brief walk," mistook another white SUV for hers and got in the wrong vehicle, the lawsuit says. He apologized to the woman who was driving after he realized his mistake and returned to his mother's vehicle, the suit says. Pueblo deputy Charles McWhorter arrived on scene and talked to Ward in the backseat of his mother's SUV. In the body cam video, McWhorter touches Ward's arm and asks him why he's acting strange. Ward responds that cops make him "nervous" and he "has anxiety".
Ward explains to the officers that he has had bad encounters with police in Pueblo before. McWhorter then asks for Ward's ID and as he reaches for his identification, Ward slips something in his mouth. His family attorneys said Ward had been diagnosed with an anxiety disorder and was prescribed medicine for it. In the body cam video, McWhorter then demands to know what it is and drags Ward to the floor. They tussle on the ground for around 20 seconds. During this time, deputies said to stop resisting multiple times. McWhorter then shot Ward 3-times in the chest. Ward was unarmed. The deputies closed the car door and stood with Ward’s body for nearly three minutes until medical assistance arrived. He died on scene. The sheriff's deputies involved in the case were cleared of any criminal charges by the district attorney, following an investigation that found the shooting justified.

Dashcam Captures Man Body Slammed by a Paulding County Sheriff's Deputy
* (Disclaimer: This video content is intended for educational and informational purposes only) *
Paulding County, Georgia — On March 4, 2022, at approximately 6:00 a.m. Deputy Michael McMaster of the Paulding County Sheriff’s Office responded to a report of a suspicious person, who was wearing a hoodie and a backpack, attempting to break into a vehicle in the Evans Mill Subdivision. A short time later, Deputy McMaster arrived at the location and observed 30-year-old Tyler Canaris walking along the roadside at the entrance to the subdivision. Canaris, who was wearing a hoodie and a backpack, appeared to match the description of the suspect that was provided by dispatch. Deputy McMaster then approached Canaris who repeatedly refused to comply with the Deputy’s commands to remove his backpack and place his hands behind his back.
Thereafter, Deputy McMaster used force to bring Canaris to the ground and placed him under arrest. Once arrested, Canaris was evaluated on the scene by medical personnel. Canaris was then transported to the hospital by the Sheriff’s Office for medical evaluation. Sheriff's officials say it was later determined that Canaris was not breaking into cars, but he was charged with Obstruction of Justice, and is still facing those charges. The attorneys for Canaris say they plan to file a civil lawsuit against the county. During a news conference Monday, the attorneys accused the Paulding County deputy of leaving their client with $75,000 worth of medical bills from fractured bones and a ruptured eardrum.

Bodycam Shows Elk Grove Police Officers Shoot Homicide Suspect Following Pursuit
* (Disclaimer: This video content is intended for educational and informational purposes only) *
Elk Grove, California — On February 1, 2023, at approximately 4:40 p.m., Elk Grove Police officers were notified of law enforcement agencies in pursuit of a suspect related to a Sacramento County homicide investigation that occurred earlier in the day. Officers learned the vehicle pursuit was approaching Elk Grove after starting near Fairfield. The suspect and driver of the vehicle, identified as 22-year-old Devian Lewis, was wanted for the murder of his 18-year-old girlfriend.
Lewis exited southbound Highway 99 at Cosumnes River Boulevard and continued southbound on Bruceville Road, heading into the City of Elk Grove. Elk Grove Police officers assisted in the pursuit as it entered the city. As Lewis was approaching the intersection of Bruceville Road and Big Horn Boulevard, he rear-ended another vehicle that was stopped at the traffic light along with several other vehicles.
Officers engaged Lewis, who was the lone occupant in the vehicle. Three Elk Grove Police officers discharged their service weapons after Lewis started to exit the car holding what appeared to be a firearm. A firearm was found in Lewis's vehicle on the front passenger seat, and later after further inspection, determined to be a replica firearm. Officers and deputies rendered medical aid until he was transported to a local hospital, where he remains in stable condition and is being treated for three gunshot wounds.
