Ephesians 4:8
8 Therefore it says, “When He ascended on high, He led captive a host of captives, And He gave gifts to men.” (NASB)
Psalm 68:17–19
17 The chariots of God are myriad, thousands upon thousands; The Lord is among them as at Sinai, in holiness. 18 Thou hast ascended on high, Thou hast led captive Thy captives; Thou hast received gifts among men, Even among the rebellious also, that the Lord God may dwell there. 19 Blessed be the Lord, who daily bears our burden, The God who is our salvation. (NASB)
Note how Paul quotes from Psalms 68:19 in Ephesians 4:8. To understand what he is saying, we need to read the context, Psalm 68:27-29. Paul calls upon the psalm to get a Torah Perspective of God leading Israel both jew and gentile out of Egypt and where the psalm speaks of bearing our burdens. This parallels Parashat Ki Tisa (Exodus 32). The Torah had not passed away.

Here Paul uses the example of Avraham Avinu and the prophet habakkuk in Galatians 3:11 saying the same thing he said previously, that the Torah was not given for a man to earn his own salvation. Paul quotes the Torah and the prophets concluding that a righteous man will live by faith.

Deuteronomy 24:19

Here in 2 Corinthians 9:9 Paul touches on Deuteronomy 24:19 and Psalm 112:9 on the graciousness of God to the poor. This text demonstrates how the Torah and the Tanakh are not irrelevant for understanding the NT text. In fact, the commands regarding the poor are still valid for us today. The Torah has not passed away.

2 Samuel 7:12–13
12 “When your days are complete and you lie down with your fathers, I will raise up your descendant after you, who will come forth from you, and I will establish his kingdom.
Here in 2 Corinthians 6:18 Paul uses this idea that God is our Father from the Tanakh quoted from 2 Samuel 7:14 of God raising up children. This is reminiscent of Exodus 29:42–46, where God speaks saying "... I shall dwell among the children of Israel, becoming their God; and they will know that I, Hashem, am their God…" The Torah has not passed away.

I used to go to a church many years ago that was rabidly dispensational who claimed the Torah and all of the gifts of the spirit are gone, and all that remains is love. I would hear how the Law of God is so awful and bad and we are now under grace, etc. It is interesting how Paul disagrees with dispensational theology in Romans 7:12. Paul said the Torah is holy, just, and good, which is completely opposite of what the church teaches on the topic.

Paul goes on teaching about the Torah asking if the Torah is sin in Romans 7:7. Paul's conclusion is that the command gave him knowledge of sin and due to his weakness he sinned. The Torah didn't make him sin.

Here Paul uses a technical term saying, שֶׁאֵין אָנוּ תַּחַת יַד הַתּוֹרָה " we are not under the Torah" which means that we are not judged guilty due to sin because of what Yeshua Did for us. Our forgiveness is due to Yeshua and the mercy and grace of God. I so Paul says though we are not judged guilty this does not mean we have permission to sin. Romans 6:15 Grace is not permission to sin.

Here in 1 Corinthians 10:1-22 there is so much content from the Torah, Paul uses Exodus 14,17:6,32:6, and more to create a midrash on the Torah. What this reveals to us is how significant the Torah is in Paul's teachings and methodology. Paul wrote Torah based midrashim throughout the NT text. This again proves the Torah has not passed away!

We notice how Paul describes the place of the Torah here in 1 Corinthians 9:21? Paul is very cryptic in how he writes it can be a little confusing taking a simple read of the text. The point is that the nonjewish person who is in the Messiah is under the Torah in the Messiah. This is an important observation since the Torah has not passed away for God's people. Here Paul is explaining how God's Torah is an important part of the lives of God's people. Especially for those who are in Christבמשיח). )

Romans 3:31
לא הַאִם אָנוּ מְבַטְּלִים אֵפוֹא אֶת הַתּוֹרָה עַל–יְדֵי הָאֱמוּנָה? חַס וְחָלִילָה! אַדְּרַבָּא, אָנוּ נוֹתְנִים תֹּקֶף לַתּוֹרָה.
Here Paul is making the case for salvation by faith and not by works. The major point is that the Torah was not given for man to earn his salvation. Paul makes his case and then asks in Romans 3:31 does Faith make void the Torah? His conclusion is a resounding No, we establish the Torah by our faith! Therefore, the Torah has not passed away!
