The UK’s security council is unprepared for a heightened terror threat linked to the Israel-Hamas conflict due to disruption caused by the Tory leadership turmoil last summer, senior intelligence sources have warned. The National Security Council (NSC) is a central mechanism in the Government’s response and preparedness for hostile threats. Through regular meetings, spy chiefs and the heads of the armed forces brief Cabinet ministers on threats to national security and policies are drawn up to plan for them. The NSC has been meeting in recent weeks to discuss and prepare for the rising terror threat following increased tensions over the war in the Middle East, i has learned. But five senior serving and former intelligence sources, including two who have contributed to NSC meetings, say the revolving door of prime ministers in 2022 and the under-resourcing of the Cabinet Office team which supports the body, has left it “under-performing” and “reactionary” to the threats it is in place to prepare for. The NSC has been a useful forum of interaction between the intelligence services, armed forces and policymakers, according to experts at the London School of Economics.

UN leaders say Gaza war must 'stop now', as dozens more die
GAZA, Nov 6 (Reuters) - U.N. agency leaders saying "enough is enough" demanded a humanitarian ceasefire on Monday nearly a month into Gaza's war, as the enclave's health authorities said dozens more people were killed in overnight attacks by Israeli fighter jets and troops. Israel has rebuffed mounting international pressure for a ceasefire, saying hostages taken by Hamas militants during their rampage in southern Israel on Oct. 7 should be released first. "An entire population is besieged and under attack, denied access to the essentials for survival, bombed in their homes, shelters, hospitals and places of worship. This is unacceptable," the U.N. chiefs said in a joint statement. "We need an immediate humanitarian ceasefire. It's been 30 days. Enough is enough. This must stop now." The 18 signatories include the U.N. High Commissioner for Human Rights Volker Turk, the head of the World Health Organization Tedros Adhanom Ghebreyesus, and U.N. aid chief Martin Griffiths.

Private health firm Sciensus fails to fix defects that led to UK patient’s death
A private health company paid millions by the NHS has failed to fix safety defects that led to the death of a cancer patient, the Guardian can reveal.
Three patients were hospitalised and a fourth died when they were given the wrong doses of a powerful chemotherapy drug after a catastrophic IT failure at the medicine manufacturing unit of Sciensus in April this year.
The incident, first revealed by the Guardian in July, prompted an investigation by the Medicines and Healthcare products Regulatory Agency (MHRA). Its inspectors found “significant deficiencies” at the Sciensus manufacturing facilities and ordered the partial suspension of its manufacturing licence. However, six months after the IT blunder, Sciensus has not fixed the problems identified by the regulator, according to people familiar with the matter. As a result, the suspension of its licence – originally due to be lifted last month – has been extended until July next year. Sciensus is the UK’s biggest provider of medicines services to NHS and private patients at home. It is contracted by the NHS and other organisations to deliver and administer medicines to more than 200,000 people with conditions such as heart disease, diabetes, dementia, HIV and cancer. “The partial suspension period has been extended for nine months and the MHRA’s inspection action group continues to oversee the company’s work to resolve the identified deficiencies,” a spokesperson for the MHRA told the Guardian.

NHS hit by ‘severe’ drug shortages due to Brexit red tape
Medicine shortages in the UK are “as bad as they have ever been”, say health experts, as a new report warns that Brexit is a major factor in “severe” supply delays. Vital antibiotics, hormone replacement therapy (HRT) and attention deficit hyperactivity disorder (ADHD) drugs are among those in desperately short supply this winter – with the NHS forced to pay over the odds to get drugs into Britain. Leading British health experts backing a new report on post-Brexit problems in the health service, which has been shared with The Independent, have also highlighted recent problems obtaining antidepressants and medication for high blood pressure. Professor Martin McKee, of the London School of Hygiene and Tropical Medicine, said the health of patients who rely on these day-to-day medications is being put at risk because of “very worrying” recurring shortages. The NHS is unable to stockpile many of the scarcer drugs because they go out of date, and experts say post-Brexit red tape is making it harder to get life-saving drugs into the UK when they are needed. Community Pharmacy England, which represents NHS pharmacists, said medicine shortages are “as bad as they have ever been”, explaining that the war in Ukraine and manufacturing problems overseas are to blame as well as Brexit.

Amnesty calls for Prevent strategy to be abolished over ‘human rights abuses’
Amnesty International has called for the abolition of the government’s counter-extremism strategy Prevent, accusing it of severe human rights abuses and of encouraging a culture of “thought policing”. A report by the group said Prevent’s legal duty on public sector workers, such as in schools and health, to report their suspicions was “fundamentally incompatible” with international human rights obligations. Amnesty said the legal duty led to breaches of the right to freedom of expression, freedom of thought, conscience and religion, freedom of peaceful assembly, and the right to equality and non-discrimination. The report is a blistering attack on the Prevent programme, which security officials see as one of the most important ways to stem the flow of recruits to Islamist and, increasingly, extreme rightwing terrorism. The Guardian has learned that official estimates, which have never been made public, are that since 2015 3,800 people have been turned away from a path to terrorism. But even some security officials have feared Prevent’s mission has become confused, sometimes under political pressure, and moved towards trying to capture those with unpopular extremist views who are not committing a crime.

Extinction Rebellion Co Founder Convicted for Smashing Department for Transport Glass
The retrial of Extinction Rebellion’s co-founder for breaking a £27,000 pane of glass at the Department for Transport in 2019 has concluded with her conviction for criminal damage today (November 1) at Isleworth Crown Court. Byline Times can now publish the speech that Dr Gail Bradbrook planned to give to the jury during the trial. The judge ruled that she had no defence in law for her actions, which Dr Bradbrook accepted. But XR activists had hoped the jury might acquit her on grounds of conscience. This didn’t happen and she was found guilty. She is due to receive her sentence on December 18. Allies had feared she would face contempt charges for defying an order not to tell the jury her climate-based motivations for her actions, but the judge appeared to withdraw this threat. Threats of a so-called Section 46 judge-only trial – a provision brought into law for cases of organised crime to avoid witness intimidation – were also withdrawn.
After her conviction, Extinction Rebellion said that authorities should be “prosecuting the politicians and corporations causing criminal damage on a ‘planetary scale’, not the ordinary people trying to stop harm.”

Tory MP Bob Stewart who told activist 'go back to Bahrain' found guilty of racial abuse
A Conservative MP has been found guilty of racially abusing an activist by telling him to "go back to Bahrain". Bob Stewart showed "racial hostility" towards a protester during a demonstration outside a Foreign Office building, a court heard. MP for Beckenham in southeast London told activist Sayed Ahmed Alwadaei "you're taking money off my country, go away!" during a row in Westminster on December 14 last year. Mr Alwadaei shouted: "Bob Stewart, for how much did you sell yourself to the Bahraini regime?" During a heated exchange, Stewart replied: "Go away, I hate you. You make a lot of fuss. Go back to Bahrain." In footage played during a trial at Westminster Magistrates' Court on Friday, he also said: "Now shut up, you stupid man."
Chief magistrate Paul Goldspring found the MP guilty of a racially aggravated public order offence. He said Stewart will not be jailed.

Exclusive: Abortions in prison fall by 75% despite rise in general population
The number of prisoners in England having an abortion fell by 75% in two years, sparking fears that the detention system is failing to provide proper healthcare. Only seven women held in an English prison had an abortion in 2021, compared with 28 in 2019, according to data obtained by openDemocracy under the Freedom of Information Act. The number of abortions among the general public rose by almost 7,000 over the same time period – reaching a record high of 214,869 in 2021 – and there have been similar numbers of pregnancies in prisons in England each year since 2019. Kirsty Kitchen, the head of policy and communications at Birth Companions, said the findings suggest “our prison system is unable to provide healthcare for pregnant women equivalent to that available in the community”.

‘We Do Want a General Election’, Voters Tell Conservatives!
More than two-thirds of voters back a general election in the next six months, according to new WeThink polling for Byline Times. The finding comes after the Prime Minister claimed that now is not the time for a general election. Asked whether he would go to the country to get a mandate, Rishi Sunak told Sky News earlier this month that “that’s not what the country wants” and that “what people want is politicians making a difference to their lives”. However, Byline Times can reveal that 70% of respondents to the polling back a general election within six months. And although 60% of Conservative voters oppose a national vote being held soon, backing rises to 74% among Liberal Democrats, and 86% among Labour voters. Even right-wing Reform UK voters strongly back an early election, with 72% in favour. The Conservatives are currently trailing Labour in the polls by around 20 points. The latest the Prime Minister can call an election is January 2025, but he may attempt to hold it as close to then as possible given his party’s unpopularity as it stands. Inflation is expected to fall to around 4% next autumn, which could shore up some support for his embattled party.

COVID inquiry No 10 in 'complete chaos' as COVID hit and vulnerable 'appallingly neglected'
There was no shielding plan early in the pandemic and vulnerable groups were "appallingly neglected" as a "fatalistic" approach took hold in Downing Street, Dominic Cummings has claimed.
The former chief aide to Boris Johnson, who described Downing Street as being in "complete chaos", was asked to what degree decision-makers considered ethnic minority groups, domestic abuse victims and others in the run-up to imposing a national lockdown. Mr Cummings told the COVID inquiry: "I would say that that entire question was almost entirely appallingly neglected by the entire planning system." He said "one of the most appalling things" was the lack of a shielding plan in March 2020 "and the Cabinet Office was trying to block us creating a shielding plan". Mr Cummings, one of the most senior advisers in government during the first wave of the pandemic, also told the inquiry that strict border controls and the rapid expansion of testing could have had a "much better" outcome for saving lives and the economy than lockdowns. But he said a "fatalistic" approach had gripped the government, which did not envisage attempting to create new systems to control the spread of coronavirus.

English councils seek £100m to avert collapse of homelessness services
Council leaders have urged Jeremy Hunt to intervene to prevent the collapse of local homelessness services because of the soaring costs of providing emergency housing for evicted families. A letter signed by a cross-party group of local authority leaders in England indicates that some town halls in effect face bankruptcy and describes mounting temporary housing bills for homeless households as a “critical risk to the financial sustainability of many local authorities”. It calls for an immediate cash injection of £100m for councils to provide emergency rent support for families at risk of homelessness, together with an end to the four-year freeze on housing allowance rates and long-term investment in social housing. “Without urgent intervention, the existence of our safety net is under threat,” says the letter to Hunt, the chancellor. “The danger is that we have no option but to start withdrawing services which currently help so many families to avoid hitting crisis point.”

Ten years ago this month, Rupert Murdoch was readying himself for the imminent break-up of his life’s work, as reverberations from the phone-hacking scandal shook his global empire to the core. The upheaval would see the now 92-year-old Australian tycoon lose control, in time, of Hollywood’s 21st Century Fox and satellite broadcaster Sky to US rivals, as investors demanded his blighted British newspapers be put firmly at arm’s length and in their place. Meanwhile, back then, Rebekah Brooks and Andy Coulson, former editors of the defunct News of the World, were huddled with lawyers, ahead of a criminal trial on conspiracy charges. And hundreds of thousands of people had just signed a petition demanding immediate implementation of press reforms advocated by the judicial inquiry into hacking, headed by Sir Brian Leveson, the previous autumn. Today, Coulson has long since served his 18 months in prison; Brooks, who was cleared, is back at the helm of Murdoch’s News UK, overseeing the Sun, The Times, and Sunday Times; and the Leveson agenda, plus the promised Part Two of his inquiry – into relationships between journalists and the police – has been buried by the backtracking Conservative Government.
The hacking saga, however, is far from over.

Ministers and No 10 aides are using disappearing WhatsApp messages despite transparency concerns
MPs, ministers and special advisers are using the disappearing messages function on WhatsApp despite concerns it means crucial records could be lost. Analysis by i found over a dozen examples of both ministers and special advisers having disappearing messages activated on numbers linked to them. Four of the individuals identified as having the feature turned on work in No 10 Downing Street, while two are current Cabinet ministers and two are in Labour’s shadow Cabinet. A further six were special advisers for ministers working across other departments. It is not clear whether these ministers and aides have additional phones which they use for government business, but many of the WhatsApp accounts identified are regularly used as contact points for journalists. More than 20 MPs from both the Conservatives and Labour also had the feature activated, which means any correspondence they have with an aide, minister or government official via WhatsApp may not be retained. Shortly after Inews contacted the Government about the use of the function, several of the individuals subsequently turned off disappearing messages on their WhatsApp accounts.

Child asylum seekers are being forced to share hotel rooms with adults, as the Home Office’s new hotel “maximisation” programme begins doubling the capacity of refugee hotels by putting two strangers in roomsspaces that were previously single occupancy, a charity has warned. The Refugee Council has warned that frequent misclassification of child refugees as adults at the UK border is exposing them to serious safeguarding risks, with the dangers heightened by the government’s new drive to reduce the cost of hotels by introducing a room-sharing policy. The Guardian interviewed seven young asylum seekers in Yorkshire this week, and all said they told border guards that they were 16 or 17 on arrival in the UK by small boat in August and September – but all said they were wrongly classified as adults by officials and given ages between 22 and 26. Refugee Council staff who subsequently interviewed them, and verified the identity documents of those who have them, believe errors have been made.

Brexit blamed for £850m fall in UK beauty exports
Britain’s beauty industry has suffered a £850m slump in exports to the EU since Brexit, according to top economists. Experts said the sector had suffered from customs hold-ups and increased red tape costs since the UK quit the bloc in January 2020. The Oxford Economics study, commissioned by the British Beauty Council, discovered a marked decline in exports to EU countries despite sales holding steady in the rest of the world. The research also found that the decline in EU workers had created skills shortage in the sector, while small beauty firms have been “disproportionately damaged” by post-Brexit barriers. “Covid is not the problem – Brexit is the problem,” British Beauty Council chief Millie Kendall told Bloomberg. “People have pulled out of territories.”

Soaring private healthcare use piling pressure on NHS GPs, survey finds
Soaring use of private healthcare for tests and treatments is piling pressure on overstretched GP surgeries, with family doctors warning that standard NHS care is being squeezed as a result. Record numbers of people are paying for private healthcare, with some having procedures such as cataract surgery and hip replacements, amid mounting frustration at NHS hospital waiting lists. Others are opting for private health checks, genetic testing or cosmetic surgery such as liposuction. But the surge in private healthcare use is increasing the workload of GPs, many of whom say they are increasingly having to interpret questionable health checks done privately, organise blood tests or scans and manage additional administration related to private care. Some say more of their hours are being taking up providing follow-up appointments after patients paid for treatment or surgery abroad. One GP said that “NHS general practice is being abused and subsidising lucrative private practice that is charging patients extortionate fees”. Another family doctor said having to deal with questionable medical requests for patients from private healthcare providers that “we don’t clinically agree with” was taking time and appointments away from standard NHS patients.

Peers need more vetting, says new head of House of Lords appointments
Peers should be more robustly vetted for suitability after public “disquiet” over candidates who appear to have been picked for being big donors or friends of those in power, the new head of the House of Lords appointments commission has said. Ruth Deech, a leading lawyer and academic who was chosen by the government to lead the commission, said she wanted to push for peers to pass not just propriety vetting but an assessment of suitability, to determine whether they merit their appointment. She would not be drawn on specific peers who may not be suitable to sit in the House of Lords. However, she told parliament’s public administration committee that there was “disquiet” about “people who apparently do not have the requisite qualities but appear to have been nominated because they have made very large donations or they are friends of people in power”. Labour promises COBRA style taskforce every winter tackle flooding!
The Labour Party has promised to set up a COBRA-style taskforce that would meet every winter to assess the flood risk to communities as parts of the UK continue to be battered by heavy rain after Storm Babet. The party said it would create a flood resilience taskforce that would co-ordinate preparation between the government, local councils and emergency services. Labour accused the government of "complacency" when it came to flooding and said its new taskforce would ensure vulnerable areas are identified in advance, as well as providing accountability for progress on flood prevention. The party said it would also appoint a "minister for resilience" at the Cabinet Office to better respond to emergencies.

Labour Councillors and MPs Demand Keir Starmer Backs a Ceasefire in Gaza
The Labour party faces an internal revolt over Keir Starmer’s positioning on Gaza, as the Palestinian strip continues to face an Israeli blockade on most water, fuel, electricity and food supplies. Starmer has so far resisted calling for a ceasefire, leading a significant number of its MPs to challenge the official position. In an LBC interview shortly after the Hamas attacks, Sir Keir told presenter Nick Ferrari that Israel “has the right” to withhold power and water from Gaza. He subsequent attempted to ‘clarify’ his comments and call for humanitarian aid to be allowed in. But the Labour leader’s comments triggered a backlash among some in the party. The party is witnessing a growing number of resignations from councillors, with at least 25 quitting the party over the issue. Resignations in Oxford have led the party to lose its majority on the council. Momentum, the grassroots left-wing campaign group that backed Jeremy Corbyn, has confirmed that the tally of Labour MPs supporting a ceasefire stands at 40, including figures like moderate Stella Creasy, plus former leader Jeremy Corbyn and suspended MP Diane Abbott. Over 80 MPs from various parties have now backed left-winger Richard Burgon MP’s parliamentary petition (EDM) backing a halt to the conflict.

Keir Starmer under huge pressure from shadow ministers over Israel-Gaza policy!
Sir Keir Starmer faces a growing revolt over his Israel policy from shadow ministers after accepting he is unable to fire rebel frontbenchers. At least 11 members of Sir Keir’s team, and dozens of other Labour MPs, have called for a ceasefire in Gaza as Israel seeks to destroy Hamas. The Leader of the Opposition has backed a time-limited pause to the fighting but refuses to endorse a full ceasefire, arguing that it would benefit the terror group by allowing it to regroup. Sir Keir has faced a growing rebellion with even usually loyal shadow ministers breaking ranks to demand a change of policy.
Members of his inner circle have been lobbying the rebels to persuade them not to criticise the leader directly and have succeeded in limiting the scale of the backlash, according to party sources. But he has been forced to conclude that it is not possible to stop his team from speaking out entirely given the importance that many in Labour attach to their support of the Palestinian cause. A senior party official said: “We understand where people are, and why they have that position given the constituencies they represent, but the party line is clear and won’t move.”

Councils in England paying £1 7bn a year to house people in temporary homes
A surge in people being forced to live in bed and breakfasts and other temporary homes in England is costing the taxpayer £1.7bn a year, “shameful” council data analysed by the Local Government Association has revealed. The worsening shortage of social housing and increasingly unaffordable private rents are among reasons councils are now paying for 104,000 households to live in temporary accommodation – more than at any time in the past 25 years. The closure of Home Office-funded hotels for Afghan asylum seekers in the coming weeks was expected to exacerbate the problem, town hall leaders said, as they called an emergency summit for next week to discuss the still “rapidly” increasing cost, which they said was “wholly unsustainable”. The annual cost of paying rents would be enough to build about 100,000 new homes over five years. It is twice as high as it was in 2015-16. It rose to £1.6bn last year and has now risen again by 9%. Stephen Holt, the leader of Eastbourne borough council, which is hosting a summit on Tuesday of more than 100 councils, said: “The situation is stark. Councils provide a safety net for the most vulnerable people … and that safety net is at real risk of failing.”
More than 130,000 children are living in temporary housing – the highest ever number. Housing campaigners said temporary accommodation included “cramped hostels and grotty B&Bs, where family members are forced to share beds and children have no space to play or do their homework”.

Brexit should have needed 60% vote in favour, says Tory Brexiteer minister
Brexit-backing Tory minister Steve Baker has admitted that the historic vote to leave the EU should have required a supermajority of 60 per cent.
The Northern Ireland Office minister and leading Leave campaigner made the comments as he suggested a “50 per cent plus one” majority would not be advisable for a vote on Irish unification. The 2016 referendum on ending EU membership passed with a roughly 52 per-48 per cent split in the UK population – forcing years of turmoil before the country left in January 2020.
Mr Baker told a meeting of the British-Irish Parliamentary Assembly (BIPA) on Monday that it should “probably should have been a supermajority” of at least 60 per cent to leave the bloc. The minister said a higher threshold would have removed the difficulty of politicians and the public not accepting the result – admitting it had caused serious political “trouble”.

'Failure to act' on suicide website linked to 50 UK deaths.

British authorities failed to act on multiple official warnings about a website promoting suicide that has been connected to at least 50 UK deaths, the BBC has found.The online forum, which we are not naming, is easily accessible to anyone on the open web, including children. Our investigation has identified multiple warnings to government by coroners and a number of police investigations, but the forum still remains active. Families of the dead, the youngest just 17, say the failure to act led to more avoidable deaths. They are demanding an inquiry. They're speaking out, despite the risks others may find the forum, because they want action now to shut it down and prevent deaths in the future. The forum's founders remain elusive, but during our investigation we managed to track one of them down to his home in the US. The government was first warned by a coroner about the forum in December 2019. Callie Lewis had been assessed as being autistic at a young age and struggled with chronic depression and suicidal thoughts.
