Guatemala Belge et les débuts de l'Empire Colonial Belge
Encouragé par le roi Léopold Ier de Belgique, un petit groupe d'investisseurs organisa en 1841 la Compagnie belge de colonisation pour profiter des opportunités économiques au Guatemala. En 1842, la société à responsabilité limitée a acheté 264 000 acres de terres non développées et a assumé des concessions et des obligations pour l'immigration, la construction d'un port en eau profonde et d'autres développements économiques dans le département de Santo Tomás sur la côte nord du Guatemala. En retour, l'entreprise a reçu des monopoles et des exemptions favorisant son commerce sur tous les concurrents. Il pourrait percevoir des péages pendant dix ans sur la route prévue entre le port et la rivière Motagua, et il détiendrait un monopole de dix ans sur la navigation à vapeur sur le fleuve. Les immigrants étrangers dans la colonie de Santo Tomás sont automatiquement devenus citoyens guatémaltèques et ont bénéficié d'une exonération de vingt ans de la plupart des impôts. Ils étaient exemptés de tout monopole sur les produits de base mais il leur était interdit d'introduire des marchandises sous estanco de la colonie à l'intérieur. Bien qu'obligés de servir dans la milice municipale, les colons étaient exemptés du service au Guatemala.

Le voyage royal au Congo Belge et au Ruanda-Urundi
«Bwana Kitoko» était apprécié partout sur le continent africain
Le roi Baudouin a découvert l'Afrique en 1955, lors de son premier voyage au Congo belge. Depuis longtemps, il accumulait toute documentation concernant nos territoires d'outre-mer. Pendant près d'un mois, du 16 mai au 11 juin, il accomplit un tour complet de la colonie et visita aussi le Ruanda et l'Urundi, territoires dont la tutelle avait été confiée à la Belgique par la Société des Nations, mandat confirmé par l'ONU. Ce voyage fut pour le jeune monarque une véritable révélation. Durant les dix mille kilomètres qu'il parcourut, il reçut un accueil véritablement délirant de la part des populations, s'intéressant particulièrement aux conditions de vie des auto-chtones, s'entretenant longuement avec les plus humbles et se penchant vers les plus déshérités.
Sa jeunesse souriante, sa sympathie rayonnante et spontanée lui valurent d'être appelé «Mwana Kitoko», ce qui veut dire en lingala «le bel enfant», surnom qui devint dans la légende «Bwana Kitoko», «le beau chef».
L'avion royal, un DC-6, qui s'était envolé de Bruxelles la veille à 17 heures, atterrit à N'Dolo le lundi 16 mai, à 10 heures. Le Roi en descendit vêtu d'un uniforme blanc et fut accueilli par le gouverneur général Petillon et par le vice-gouverneur général Cornélis, coiffés l'un et l'autre du casque auréolé de plumes d'autruche blanches.
La première main noire que le Roi serra fut celle d'une petite fille de cinq ans dont les larmes d'émotion dégoulinaient sur les joues.
Dans une première allocution devant la cathédrale Sainte-Anne, à Léopoldville, le Roi déclara: Fondée sur l'amour du prochain, la civilisation chrétienne a largement contribué à libérer la population de la servitude morale et physique subie depuis des siècles.
Mais c'est au stade qui portait son nom, en présence de septante mille personnes, que le Roi prononça une de ces phrases que tous les Congolais allaient commenter: Nous avons des impératifs que nous impose notre souveraineté, et celle-ci doit être exercée sans partage. L'expansion d'un peuple neuf ne se justifie que par l'accroissement du bien-être de la population indigène.
Le Roi fut accueilli avec la même allégresse par les populations de l'Urundi et du Ruanda. Avec le vice-gouverneur Harroy, les deux Bamis l'attendaient: le tout rond Mwambutsa et l'immense Mutara Rudahigwa.

Koning Leopold II bezoekt koloniale feesten ter gelegenheid van de inlijving van Congo bij België
De wet van 18 oktober 1908 had de Onafhankelijke Kongostaat officieel tot de kolonie Belgisch-Congo omgedoopt. De inlijving was echter niet zo vlot verlopen. Naast koning Leopold II boden ook tal van socialisten, christendemocraten en progressistische liberalen weerstand tegen een overname. Tussen 1906 en 1908 deed hij stelselmatig afstand van de Kongo-Vrijstaat. De politici die aanvankelijk hevig verzet aantekenden, draaiden bij. Het koloniaal Charter van 1908, dat de werking van de Belgische kolonie organiseerde, voorzag onder andere de nieuwe functie van Minister van Koloniën waarvoor de katholiek Jules Renkin aangesteld werd. De Antwerpse Koophandelskamer speelde, net zoals voorheen, een actieve rol in de popularisering van de Belgische kolonie. Op 6 juni 1909 organiseerde ze in haar thuisstad grootse feesten die de aanhechting van Congo bij België verheerlijkten. De eigenlijke feesten, met een grote praalstoet, waren op 5 en 6 juni. De dubbele houding tegenover de koning en zijn rol in de Kongo-Vrijstaat bleek duidelijk uit de officiële aanwezigheid van Leopold II tijdens de feestelijkheden. Enerzijds bleef de Kamer van Koophandel altijd trouw aan de koning, anderzijds steunde ze openlijk de plannen tot annexatie op de momenten dat erover gedebatteerd werd in de Kamer en Senaat. Ook na de Belgische overname van Congo bleef ze zich, samen met andere Antwerpse bedrijven, onvoorwaardelijk inzetten voor de koloniale zaak. Na de feesten van 1909 beschikte de Handelskamer Nog over voldoende middelen om een gedenkteken op te richten dat zowel de feesten als de annexatie van de Kongo-Vrijstaat zelf in herinnering moest brengen.

Compagnie Maritime Belge Lloyd Royal: De unie tussen België en Congo (1920)
De Compagnie Maritime Belge werd opgericht in 1895 onder de naam Compagnie Belge Maritime du Congo (CBMC). De oprichting kwam er oop aanmoediging van Leopold II, om een regelmatige verbinding te voorzien tussen België en de kolonie.
Tot 1930 beperkte de activiteit van CMBC zich tot het vervoeren van passagiers, cargo en post naar Kongo. In dat jaar nam CBMC de noodlijdende rederij Lloyd Royal Belge over en werd zo onder de naam CMB Lloyd Royal de grootste Belgische scheepvaartgroep met diensten naar alle uithoeken van de wereld.
Deze film uit begin jaren dertig vangt aan met beelden van het hoofdkantoor van de rederij op de hoek van de St. Katelijnevest en de Meir te Antwerpen waar tevens haar scheepsagentuur AMI (Agence Maritime International) gevestigd is. Men ziet de activiteiten aan de loketten en in de kantoren en het personeel dat het gebouw verlaat aan het einde van de werkdag. De kijker wordt dan mee naar de Scheldekaaien genomen waar de pakketboot S/S Albertville aangemeerd ligt, net terug van Kongo, en die onder andere grote olifantentanden en vaten olie aan boord heeft.
Eenmaal de exotische producten gelost zijn, worden goederen bestemd voor de kolonie aan boord geladen, zoals ijzerstaven, wagenbodems en auto's. Ook steenkool en proviand, nodig voor de overtocht, worden aangevoerd. Tijdens het lossen en laden van de boot kunnen de 'zwartjes', die deel uitmaken van de bemanning, zich ontspannen in een voor hen opgericht lokaal tegenover de aanlegkade. Een speciale trein, de Kongomail of Malle Congolaise, brengt de passagiers die vanuit Brussel vertrekken tot bij de kade, naast het Steen. Eenmaal klaar voor de reis, vertrekt de Albertville onder grote belangstelling van de massaal toegestroomde toeschouwers die toekijken vanop de kade en het Noorderterras. Het vertrek van een Kongoboot zorgde steeds voor dit zelfde soort taferelen aan de Scheldekaaien.

King Albert I of the Belgians unveils National monument to King Leopold II in Brussels
The equestrian statue of Leopold II is a statue erected near the Royal Palace of Brussels in memory of King Leopold II, second King of the Belgians. It was created by the sculptor Thomas Vinçotte in 1914, but it was not finalized until 1926 by the architect François Malfait. It is that same year that it will be inaugurated in honor of the king.

Les marins Congolais à Anvers (1952)
Court documentaire sur les activités diurnes des marins congolais qui mouillent à Anvers. La Compagnie Maritime Belge assure le logement de tous les membres d'équipage ; une chambre, des sanitaires et des plats typiquement belges à table. Avant d'être autorisés à se rendre en ville, les marins doivent d'abord nettoyer le navire. Les matelots frottent les parquets, ils nettoient les murs et les portes et ils lustrent toute la dinanderie. Ils ont des vêtements chauds et occidentaux pour leur séjour en Europe. Les marins prennent le trolleybus vers la ville. Ils se promènent dans le centre-ville et visitent le Zoo, la Maison Rubens et le Steen. Le soir, ils se retrouvent à l'Amicale des Marins Congolais, où ils retrouvent leurs camarades et boivent un verre de bière.

Post-colonial Africa is similar to post-Roman Europe
As an extension of the revealing series 'Congo Hold-up', Marc Reynebeau ('In Congo it is still like the old days', De Standaard, 1 December) sees similarities between the Belgian colonial administration until 1960 and the corrupt Congolese administration since then. In doing so, he cuts quite a few curves very narrowly, according to author and journalist Peter Verlinden. In his new book, Congolese testify about the colonial period they experienced themselves and they also make a comparison between then and now.
There is no doubt that “colonialism” was a form of “occupation”. Not even the many dozen Congolese with whom I was allowed to have long conversations about 'then and now' over the past fifteen years. They had consciously experienced the colonial era as adolescents or adults themselves. No matter how great the nostalgia for 'le temps des Belges' when the roads were maintained, wages paid on time, schools and hospitals were free, safety was guaranteed everywhere ... nobody wants to go back to those colonial times. But to the good sides of it, not to the humiliations, to the time when Congolese were second-class citizens in their own country, structurally oppressed and dependent on the good or bad character of their Belgian bosses.
Equally unanimous is the bitter criticism of its own leaders since independence: 'If I can choose to work for a Congolese boss or for a Belgian one, I'd rather work for a Belgian one'. The anger about the dilapidated public facilities, the collapsed social security and the unaffordable schools for many is echoed everywhere, more than sixty years after independence.
Security vs mafia
It is true that colonial companies in particular were able to enrich themselves in Belgian Congo thanks to cheap labor and raw materials, in accordance with the legislation and international regulations at the time. Yet my Congolese witnesses prefer to refer to the fact that at the time they were at least paid correctly, including all social benefits, but indeed without any say in the governance of their own country.
In the same breath, most add that they do not have that participation today and, moreover, are no longer paid correctly and have lost all social security. The certainty of colonial paternalism has been replaced by the uncertainty of a mafia system: only a small elite gain access to the state's pots. The journalistic investigation 'Congo Hold-up' has made this clear once again, although this has not been news for the Congolese in Congo for a long time. They did not need the Western investigative journalists for that.
Did the Congolese leaders then take inspiration from the colonial government system to develop their corrupt government, from Mobutu over father and son Kabila to now also Tshisekedi? And are 'the Belgians' partly responsible for today's misery in Congo? At least the Congolese on the ground do not see it that way. Today's political elite is responsible for its actions and must answer to its own people, which it does not do. This does not alter the fact that most witnesses are deeply disappointed with the Belgian policy towards these Congolese leaders since independence, even more than with the Belgian colonial administration that is far behind and cannot be redone. They expect Belgium to help end mismanagement, corruption and human and economic tragedies and not keep rolling out the red carpet for one unelected president after another. Today, Belgium is all too often on the side of the corrupt leaders and not of the Congolese people. That makes many Congolese in Congo angry. Much more than the memory of the colonial past, even if they have experienced that time themselves.
'Decolonize'
If we really want to understand why Congo is what it is today, including corruption, then it is urgent to stop focusing so stubbornly on (almost) exclusively the colonial past. The Congo Special Parliamentary Commission is also threatening to do so, incited by the loudest voices of the young Congolese diaspora, a number of academics and opinion makers. On the contrary, we need to look much broader and at the same time more deeply. It is urgent to 'decolonize' our view of the former colonial areas.
Because these countries also have their own cultures and deep-rooted traditions that have not always been affected by only half to three quarters of a century of colonization. In the meantime, they have been independent again for longer than they have ever been colonized. The colonial past is just one more element of their individuality.

Het regime van president Mobutu is afgesneden van zijn voornaamste inkomensbron. De rebellen zijn de opvolgers van de beruchte Katangese gendarmes, die naar Angola waren gevlucht toen Mobutu hen probeerde uit te moorden.

Le futur du Musée Africain de Namur - Mémoires du Congo

François Poncelet est docteur en histoire, art et archéologie, spécialiste des techniques et des logiques de mise en exposition en usage dans le secteur muséal. Directeur-conservateur du Musée Africain de Namur.
Le Musée Africain de Namur a connu au cours de son histoire de nombreuses péripéties. S’il a dû déménager à plusieurs reprises, il a toutefois réussi à grandir et à se développer pour devenir celui qu’il est aujourd’hui. La ténacité et le dynamisme de ses bénévoles expliquent sa richesse et son caractère exceptionnel en Belgique. Le Musée africain de Namur voit le jour en 1912, à l’initiative de la Société d’Études et d’Intérêts Coloniaux, elle-même fondée deux ans plus tôt. L’installation a lieu dans la Bourse aux Grains, à proximité de l’Hôtel de Ville de l’époque. Les bombardements allemands de la ville en 1914 détruisent totalement cette première forme du Musée.
Un deuxième Musée est installé dans les combles de l’Athénée royal en 1925, sous la dénomination de Musée Colonial Scolaire. En 1934, le Musée déménage à nouveau, pour s’installer dans un bâtiment situé au Grognon ; il prend le nom de Musée National d’Art Africain. En 1944, il est détruit et pillé en grande partie. Le Musée renaît en 1951 à Jambes sous le nom de Musée Colonial Scolaire de Jambes. En 1977, un incendie ravage le bâtiment occupé et oblige à nouveau à un déménagement. En 1985, le Musée s’installe enfin dans l’ancien corps de garde des casernes Léopold. C’est le bâtiment toujours occupé.
En 2004, le Musée africain de Namur se distingue du Cercle Royal Namurois des Anciens d’Afrique pour accomplir pleinement les fonctions muséales telles que définies par le décret du 17 juillet 2002 de la Fédération Wallonie-Bruxelles. À partir de 2012, une nouvelle dynamique permet au Musée d’évoluer ; une procédure de mise en conformité est réalisée en 2014 et 2015 afin de faire reconnaître le Musée par la Fédération Wallonie-Bruxelles (catégorie C). Désormais conçu comme lieu de mémoire, de débats, de création, de formation, de recherche, de sensibilisation et de lien social, il entend valoriser les liens qui ont rapproché et rapprochent les Belges et les Africains.

10 Belgische vredeshandhavers van de VN-troepen werden vermoord in Rwanda. Een historische uitleg en getuigenissen over de redenen waarom dit "moest gebeuren". Kon het worden vermeden?
Op de noodlottige dag van 7 april 1994, te midden van de opkomende duisternis in Rwanda, werden tien Belgische blauwhelmen, toegewijd aan de VN-vredesmissie UNAMIR, bruusk uit het vredige schouwspel van internationale bemiddeling gerukt. De katalysator voor de verschrikkelijke moord op de Belgische blauwhelmen was de plotselinge dood van de Rwandese president Juvénal Habyarimana op 6 april 1994. Zijn vliegtuig werd uit de lucht geschoten terwijl het landde op de luchthaven van Kigali. Dit incident diende als de sinistere prelude voor de Rwandese genocide.

Nonkel Pater in Belgisch Congo
Ze vertrokken destijds met de boot uit Antwerpen en namen afscheid van hun vaders en moeders, twijfelend of ze hen ooit nog terug zouden zien. Tussen 1950 en 1960 weken meer dan 2500 missionarissen uit richting Congo. Stuk voor stuk waren ze pioniers tussen vreemde en primitieve volkeren, die vaak nog nooit een blanke hadden gezien. Avonturiers die wegen, scholen, kerken, ziekenhuizen en het eigen onderdak bouwen. En en passent die heidense negers tot het Christendom probeerden te bekeren.
In hun documentairereeks Nonkel Pater laten Stev Van Thielen en Luc Haekens de ondertussen krasse tachtigers aan het woord. Aan de hand van ontroerende, grappige en meeslepende anekdotes schetsen ze het leven van de paters in Congo. Prins Willem Frederik was dan wel de held van Waterloo, de revolutionairen in onze hoofdstad bleken voor hem een maatje te groot. Het bombardement op Antwerpen blijkt een fatale beslissing voor Willem I. Het brengt geen aarde aan de dijk. Integendeel. Meer vastberaden dan ooit maakt men zich nu op voor de verkiezingen van het eerste voorlopig bewind.

Opnieuw nemen we u meer dan 200 jaar terug in de tijd. Naar het Verenigd Koninkrijk der Nederlanden.
En in dat koninkrijk zit Willem I hoog op zijn troon. Voorlopig toch nog. De troon wankelt nog niet. Maar er wordt toch al behoorlijk geschud aan de troon door allerlei tegenstanders : Door Liberalen, door Katholieken.. en vooral door journalisten van een aantal kranten uit de Zuidelijke Nederlanden… Daaronder een zekere Louis De Potter, journalist voor de Courrier Des Pays Bas. De Potter is één van de belangrijkste wegbereiders van de Belgische revolutie…Het is best mogelijk dat u die naam nog nooit gehoord heeft, daar hoeft u zich niet voor te schamen. Het verhaal van de Belgische revolutie is er nu eenmaal één met veel protagonisten. Een Hollywood film met 1 held in de hoofdrol kan je er niet van maken.
Die Belgische revolutie heeft verschillende vaders, maar in het boek van Johan Op de Beeck ‘Het verlies van België’ krijgt Louis De Potter de prominente plaats toegewezen die hij verdient. In de vorige aflevering vertelde Johan hoe Louis De Potter met zijn opruiende artikelen het al te bruin had gebakken en zo in de gevangenis belandde. Maar zijn cel blijkt al gauw een broednest te zijn voor nog meer revolutionaire ideeën. Willem I kan nog niet op beide oren slapen.
