Journey to power: The history of black voters, 1976 to 2020 News has assembled for the first time a record of the black vote for each competitive Democratic presidential campaign since exit polling began.

Not that long ago, they were just a slender fraction of the party, one kept at arm’s length by presidential candidates. But today, black voters have emerged as a muscular political force and one of the most intensely courted constituencies in Democratic politics.

In 2020, they are likely to account for at least one out of every four ballots cast in the party's presidential primaries, more than tripling and perhaps even quadrupling the share they accounted for just a few decades ago.

It’s a political and demographic revolution over the course of 40 years that we are able to document here through exit polling, which major media organizations have been sponsoring on a wide scale in every Democratic presidential primary race since 1976.

But until now, much of this data has been hard to come by, unavailable online, walled off in academic archives, even discarded by the news media outlets that sponsored it.

But thanks to the assistance of William Mayer, a political scientist at Northeastern University and an expert on presidential campaigns, NBC News has assembled for the first time a publicly available state-by-state record of the black vote for each of the nine competitive national Democratic campaigns since the inception of widespread exit polling.

It begins in 1976, when the Voting Rights Act was barely a decade old, all-white-candidate fields were the norm, and the ties between African Americans and the Democratic Party were strained. And it extends through the 2016 campaign, by which point that bond had strengthened and sealed, all while a broader reshuffling had pushed older and blue-collar white voters toward the GOP and left Democrats more reliant than ever on support from nonwhite voters.

In 2016, African Americans made up 24 percent of Democratic primary voters, the most ever. And that share is expected to climb in 2020, especially with the presence of two major black candidates, and could be decisive in determining the party’s nominee.

In a nod to the crucial role black voters now play in the party, the Democratic National Committee has once again designated South Carolina’s primary as one of four leadoff contests. In 2016, the state’s Democratic primary electorate was 61 percent black.

2020, then, presents a range of questions when it comes to black voters:

Will they, as in 2016 with Hillary Clinton and ’08 with Barack Obama, coalesce behind a single candidate?
To what degree will they be motivated to back a black candidate?
And if that is a significant factor, which black candidate is best positioned to benefit?
Will divisions within the black electorate emerge, based on age, gender, geography or other factors?
Will any of the nonblack candidates attract significant support from African American voters?
Could Joe Biden’s decades of relationship-building with black party leaders, along with memories of his partnership with Obama, translate into endorsements and grassroots support?
The data we are presenting here is from exit polls that were conducted for various media organizations in individual state primaries. Especially in the older contests, the data was often gathered for CBS News and The New York Times, which were particularly aggressive at the dawn of the exit polling era. But ABC News and NBC News also sponsored some early exit polls, and since 1992 state primary exit polling has been organized by a consortium of media outlets.

The data picks up with the 1976 campaign. While black voters had been siding with Democratic presidential candidates since at least the days of Franklin D. Roosevelt (with their allegiance reaching new heights during Lyndon Johnson's presidency), the depth of their loyalty remained an open question.

Black politicians were winning office in larger numbers — a handful in Congress, some in big city mayoralties and more in state legislatures, particularly in the South. Many weren’t sure if the Democratic Party was the right vehicle for their ambitions, and for the black community’s broader aspirations. Julian Bond, a Georgia state senator and civil rights veteran, considered an independent presidential campaign in 1976. Two years later, Jesse Jackson, another product of the civil rights movement, addressed a meeting of the Republican National Committee and declared the black vote up for grabs — if the GOP would make the effort.

The ’76 campaign played out as debates over busing and fair housing roiled neighborhoods in the North. The rising black constituency posed a strategic dilemma for the all-white roster of Democratic candidates, which weighed outreach against fears of a backlash from blue-collar “white ethnics.” The mere act of campaigning in black areas was enough to win Jimmy Carter credit from the top-ranking black official at the Democratic National Committee, who said: “He isn’t saying much, but he’s going.”

That wouldn’t do for long, though, and the Carter presidency proved a turning point. From black leaders, Carter faced accusations of reneging on commitments and taking their support for granted. His 1979 decision to dismiss his most prominent black ally, Andrew Young, as U.N. ambassador inflamed the situation and helped convince some black leaders to back Sen. Ted Kennedy’s primary challenge the next year. But Kennedy’s campaign created frustrations of its own, and ended up feeding the energy that gave rise to what would prove to be a major breakthrough in black politics: Jackson’s 1984 presidential campaign.

Jackson was not the first black presidential candidate; Rep. Shirley Chisholm of New York had run in 1972, gaining little traction in the Democratic primaries she contested and attracting scant support from established black leaders. (One precinct-based estimate in the 1972 Florida primary, in which Chisholm received 4 percent statewide, showed her losing the black vote to Hubert Humphrey, 4-to-1.) The old days of candidates testing their strength in a few handpicked primaries were over, though, and Jackson was running in a new era. Instead of party bosses acting as delegate brokers, most states now held primaries or caucuses, and Jackson set out to run in all of them.

His candidacy was transformative. Running without the blessing of many key black leaders, Jackson nonetheless carried majorities of the black vote in every state. As he proved his viability, his support from black voters increased.

Who won the black vote in the Democratic presidential primary?
Since 1992, no candidate has won the Democratic nomination for president without winning a majority of black vote. Black voters are likely to account for one of every four primary ballots cast in 2020.

Of equal significance, Jackson’s campaign was paired with an extensive voter registration drive; the black share of the Democratic primary electorate doubled and even tripled in some states as Jackson’s campaign triggered a wave of interest. His follow-up White House bid in 1988 only reinforced these trends. Taken together, his two campaigns cemented the bond between African Americans and the Democratic Party and significantly increased the size, visibility and clout of black voters within the party’s coalition.

The party the Rainbow Coalition built
Following Jesse Jackson’s two insurgent presidential campaigns, black voters overwhelmingly sided with the eventual Democratic nominee.

Jackson never ran for president again, but four other black candidates have since sought the Democratic nomination. Virginia Gov. Doug Wilder’s campaign was brief, ending before the first primaries in 1992. (Black voters then flocked to Gov. Bill Clinton of Arkansas, providing the pivotal support that helped him put away rival Paul Tsongas, the former senator from Massachusetts, on Super Tuesday.) A dozen years later, in 2004, two black candidates stepped forward: former Sen. Carol Moseley Braun of Illinois and the civil rights activist Al Sharpton. Both faced organizational and fundraising hurdles, though Sharpton did out-duel Moseley Braun in an early contest and achieve his stated goal of breaking into double-digits in the South Carolina primary.

It was Barack Obama, though, who put it all together. Like Jackson before him, Obama, then a senator from Illinois, secured support from the vast majority of black voters in his 2008 campaign; unlike Jackson, though, Obama coupled it with significant pockets of white support, particularly among younger and college-educated voters. The coalition was just large enough to upset Hillary Clinton and make Obama the second black presidential nominee of a major party.

The decade since that landmark Obama campaign has brought further changes to each party’s demographic makeup. The divide between white voters with college degrees and those without, a phenomenon that had long been building, has in the Trump-era turned into a gaping rupture. Within the Democratic Party, this has served to expand the influence of African American voters, who could make up a larger share of the 2020 primary electorate than ever before.

When mass protests erupted in Louisville, Kentucky, on May 28, one of Chanelle Helm’s biggest worries was for the young people who took to the streets.

Anger had been building over the March 13 police killing of 26-year-old Breonna Taylor in Louisville’s West End. Not long after Taylor’s story gained national attention, the world watched footage on May 25 of George Floyd screaming, “I can’t breathe” and crying out for his mother under the knee of a white police officer before going motionless in Minneapolis, Minnesota.

It was not only important for the new people, especially Louisville’s youth, who joined the protest to stay as safe as possible, but also for demonstrators to stay in the streets, Helm, a co-founder of Black Lives Matter Louisville, said.

“I had to do direct action training with them on the fly,” the 40-year-old recalled.

Hundreds of protesters rallied in the city’s downtown, demanding justice for Taylor, who was killed when plain-clothes Louisville Metro Police Department (LMPD) officers barged into her home in the early morning hours while serving a “no-knock” warrant.

As the sun went down, tensions rose. Police, dressed in riot gear, fired tear gas and other projectiles. Some protesters destroyed property and set fires. Many people suffered injuries, including seven who were wounded when someone opened fire into the crowd. It was a night that shook Louisville, and for protesters, it was only day one.

Protesters, organizers and activists have gathered in some form on most, if not all, of the more than 200 days since then. The groups sometimes number in the hundreds; other times, only a few gather in a downtown park, renamed by protesters as “Injustice Square”. The protests often bring people from Black Lives Matter, Louisville Urban League, Kentucky Alliance Against Racist and Political Repression and other groups.

Seeing protesters gather day-after-day “makes me know that what happens in this part of resistance work and fighting for our freedom, and this continual process of seeing people develop these spaces, that we’re doing exactly what we need to do,” Helm said.

It is a sentiment echoed by Black Lives Matter organizers across the country as they reflect on a year that has brought much pain, but also numerous achievements, and as they chart their priorities moving into 2021.

From police to COVID: ‘Disrupting state-sanctioned violence’
The Black Lives Matter (BLM) movement was founded by three Black women – Patrisse Cullors, Alicia Garza and Opal Tometi – after the acquittal of the man who shot dead 17-year-old Trayvon Martin in 2013. Since then, #BlackLivesMatter has borne a global network, other organizations and dozens of local BLM chapters across the United States.

Protests under the Black Lives Matter banner have rocked streets in cities big and small. And organizers have sought to “to eradicate white supremacy and build local power to intervene in violence inflicted on Black communities by the state and vigilantes”.

Building on the work of previous years, Melina Abdullah, co-founder of Black Lives Matter Los Angeles (BLMLA), the first chapter of BLM, says the group began 2020 thinking it was going to be an opportunity to usher in more transformative change through November’s election. But then, the coronavirus pandemic hit, disproportionately affecting Black communities, and BLMLA knew immediately it had to take action.

“We’ve never been just about ending police violence, but about disrupting state-sanctioned violence against Black people,” Abdullah told Al Jazeera by phone. “One of the big priorities with the COVID-19 pandemic was really this history and legacy of medical racism.”

After initially demanding data that examined how the virus was affecting different communities, BLMLA, along with a coalition of other social justice groups and community leaders, issued the “Black Los Angeles Demands in Light of COVID-19 and Rates of Black Death”, which laid out policy demands for elected leaders. BLMLA also convened a coalition of groups to create the People’s Budget, which called “for investments to ensure Black residents have resources in light of COVID-19”.

Abdullah said that initially, very few elected officials responded to the demands. But then Floyd was killed in Minneapolis, prompting what the organizer called the “resurgence of Black Lives Matter”, and chapters across the US saw more people want to get involved.

“‘Defund the police’ has been a mantra for the last five years, but it really became kind of the clarion call of this moment,” she said.

The groups have seen successes. In November, Los Angeles County voters approved Measure J, which requires at least 10 percent of the county’s locally-generated revenue go to community-focused alternatives to traditional incarceration. The county also voted out District Attorney Jackie Lacey, who BLMLA actively protested against this year.

When US media began to float Mayor Eric Garcetti’s name as a possible contender for Cabinet post in the incoming Biden administration, Black Lives Matter LA launched daily #BlockGarcetti protests outside his home. Garcetti acknowledged earlier this month that he will not serve in the administration.

The city council also approved a $150 million cut to the Los Angeles Police Department budget, though it falls significantly short of what the People’s Budget demands.

When US media began to float Mayor Eric Garcetti’s name as a possible contender for Cabinet post in the incoming Biden administration, Black Lives Matter LA launched daily #BlockGarcetti protests outside his home. Garcetti acknowledged earlier this month that he will not serve in the administration.

“What’s really been the priority of 2020 and continues to be our priority as we move into 2021 is really taking advantage of this moment,” Abdullah said. “We didn’t anticipate that everything would change, but as everything’s changing, it’s imperative that we not just kind of tinker around the edges with fundamentally unjust systems, but that we actually take this moment to transform the world in which we live.”

‘We wanted to help empower’
That is the goal of Black Lives Matter in Minnesota, said Trahern Crews, a lead organizer with the state chapter.

When Floyd was killed in Minneapolis in May, the city became the epicenter of summer protests.

“We wanted to help empower” the thousands of people, especially the young people, who protested during those first few days, Crews told Al Jazeera by phone. “We wanted to help them organize.”

One of Crews’s proudest moments was witnessing the solidarity protests that took over hundreds of cities nationwide – and around the world – in the days, weeks and months after Floyd was killed. At the height of the movement in June, tens of thousands of people took to the streets in cities across Latin America, Europe, Australia and Canada to demonstrate against racial injustice.

Analyzing data polling regarding the protests in the US at that time, The New York Times concluded that Black Lives Matter may be the biggest movement in the country’s history.

Not only did Minneapolis protesters take to the streets, but the city also saw an outpouring of support for residents and visitors alike. Activists set up food banks and donation centers with clothing, masks, hand sanitizer and other goods.

“A lot of people were suffering, so it was good to see that we were able to help give back,” Crews said.

Amid the protests, the city banned chokeholds and neck restraints like the one used on Floyd. Officers are also now required to try to stop improper force by fellow officers. The state passed similar police reform legislation in July.

Some promises like a commitment from city leaders to dismantle the Minneapolis police department – have stalled in recent months. But BLM Minnesota and other groups have been able to start or reignite conversations around reparations and economic inclusion for Black communities.

That will continue to be a priority, Crews says, moving into 2021. He also said BLM Minnesota will seek to hold Joe Biden accountable when he is sworn in as US president on January 20.

“Joe Biden wouldn’t have won without the Black people in Detroit, the Black people in Philadelphia, the Black people in Georgia,” Crews said. “So now it’s time for him to keep his part of the deal and do something about police accountability in the US and the wealth gap. It’s a crisis.”

Police still kill Black people at disproportionate rates
The work of Black Lives Matter chapters has been seen in the streets, legislatures and the ballot boxes of other cities across the US. While the “defund the police” call has faced criticism from politicians – liberals and conservatives alike – several cities have made at least modest cuts to their police departments and reallocated some of those funds to community programs.

Other cities took significant steps in considering reparations for descendants of slaves. California established a task force to make recommendations on reparations. The issue also gained renewed interest at the national level. Confederate symbols and statues came down. Protesters forced businesses, media organizations and other companies to finally recognize and examine institutional racism and develop policies to address it. And many cities enacted police reforms – albeit not at the level many would like.

The Black Lives Matter Global Network (BLMGN) also launched a get out the vote effort under #WhatMatters2020. Black voters proved instrumental in Biden’s victory in November.

But with all the successes also came setbacks. Ten local chapters wrote an open letter earlier this month, expressing concern with the global network in how recent decisions were made and money has been allocated. BLMGN did not respond to Al Jazeera’s request for comment.

According to a Pew study, support for Black Lives Matter surged in June at the height of the protests but fell by September, though the majority of Americans (55 percent) still say they strongly or somewhat support the movement. Among Black Americans, however, support has remained strong.

At the same time, police killings have not stopped. On December 22, an officer killed 47-year-old Andre Hill in Columbus, Ohio. Just weeks earlier, in the same city, a sheriff’s deputy killed 23-year-old Casey Goodson Jr. A Texas officer killed Jonathan Price in October; Dijon Kizzee was killed in Los Angeles in August; Rayshard Brooks in Atlanta, Georgia, in June.

According to Mapping Police Violence, police have killed at least 1,066 people in 2020. More than 28 percent of those killed were Black, despite African Americans making up only 13 percent of the US population.

Police also responded to those protesting and documenting police brutality with more police brutality. Thousands have been arrested. Many have been injured.

And Black communities are also still reeling from the effects of the pandemic.

The movement continues
That is why Black Lives Matter organizers and others say the protests and work will not stop.

Back in Louisville, Helm says organizers and protesters will continue their work educating residents about the importance of community power. They have seen an outpouring of support, raising millions of dollars for bail funds that have helped support hundreds of protesters facing charges. Black Lives Matter Louisville has also found housing for people in need and built out their operations to better serve the community.

Under pressure, the city leaders agreed to create a civilian review board (though it still needs work, Helm said). They also banned no-knock warrants, but organizers and activists are calling on Kentucky to pass a statewide version of the ban, known as “Breonna’s Law”.

Protesters are also continuing to demand justice for Taylor and her family. This week, the city’s interim police chief reportedly served pre-termination papers to two officers in Taylor’s case: One who sought the warrant and one who fired the bullet that killed the 26-year-old emergency room technician. Another officer has already been fired. But the family demands charges be filed. “Anything less than criminal charges here by a competent prosecutor is unacceptable,” Taylor’s family lawyers said in a statement on Wednesday.

Black Lives Matter and similar groups will continue to shake Louisville, and the world, Helm and other organizers said.

“We have been abused. The police have come in our home and snatched us from our parents, or snatched our parents or others out of homes. We’ve had to visit family members behind bars. We’ve had to mourn, even this year, the loss of family members murdered by the state or inter-communal violence … but we still do the work,” Helm concluded. “They want to see broken people do some F up. But we’re not those types of people. We’re going to up, but we’re going to F up in a way that gets us free.”

Sadly, the trend of fatal police shootings in the United States seems to only be increasing, with a total 639 civilians having been shot, 85 of whom were Black, as of August 28, 2023. In 2022, there were 1,097 fatal police shootings. Additionally, the rate of fatal police shootings among Black Americans was much higher than that for any other ethnicity, standing at 5.8 fatal shootings per million of the population per year between 2015 and May 2023.

The number of homicides committed by police in the United States is often compared to those in countries such as England, where the number is significantly lower.

Black Lives Matter
The Black Lives Matter Movement, formed in 2013, has been a vocal part of the movement against police brutality in the U.S. by organizing “die-ins”, marches, and demonstrations in response to the killings of black men and women by police.

While Black Lives Matter has become a controversial movement within the U.S., it has brought more attention to the number and frequency of police shootings of civilians.

African Americans are Democrats. Since 1968 no Republican presidential candidate has received more than 13% of the African American vote and surveys of African Americans regularly show that upwards of 80% of African Americans self-identify as Democrats.

In 2003, the Federal Government passed the Partial-Abortion Act Ban, which prohibits a specific abortion procedure (intact dilation and evacuation) in which the fetus is pulled out feet first and then killed by crushing the skull to remove it. Proponents argue that it is a rare procedure amounting to killing a baby, while opponents argue that it also prohibits a common procedure, dilation and curettage, and that it is sometimes necessary to protect the life and health of the woman. Killing a black baby is a homicide, and states can and do punish people for killing children who are born alive. Abortion also causes tremendous pain, killing the infant in unthinkable ways.

Rep. Maxine Waters called on her supporters to publicly confront and harass members of the administration in response to the “zero tolerance” policy that led to the separation of families at the border.

“Let’s make sure we show up wherever we have to show up. And if you see anybody from that Cabinet in a restaurant, in a department store, at a gasoline station, you get out and you create a crowd. And you push back on them. And you tell them they’re not welcome anymore, anywhere. We’ve got to get the children connected to their parents,” Waters said at the Wilshire Federal Building, according to video of the event.
