Let me start by thanking the Atlantic Council for providing a fitting venue to discuss central banks’ forays into Digital Currencies. Since its founding in 1961, the Council has made important contributions to strategic, political, and economic policy debates. Those debates have served us well, helping us to test the boundaries of our thinking and be better prepared for what lies ahead. So, today, we aim to test our thinking again. We have moved beyond conceptual discussions of CBDCs and we are now in the phase of experimentation. Central banks are rolling up their sleeves and familiarizing themselves with the bits and bytes of digital money. These are still early days for CBDCs and we don’t quite know how far and how fast they will go. What we know is that central banks are building capacity to harness new technologies—to be ready for what may lie ahead. If CBDCs are designed prudently, they can potentially offer more resilience, more safety, greater availability, and lower costs than private forms of digital money. That is clearly the case when compared to unbacked crypto assets that are inherently volatile. And even the better managed and regulated stablecoins may not be quite a match against a stable and well‑designed central bank digital currency. We know that the move towards CBDCs is gaining momentum, driven by the ingenuity of Central Banks. All told, around 100 countries are exploring CBDCs at one level or another. Some researching, some testing, and a few already distributing CBDC to the public. In the Bahamas, the Sand Dollar—the local CBDC—has been in circulation for more than a year. Sweden’s Riksbank has developed a proof of concept and is exploring the technology and policy implications of CBDC. In China, the digital renminbi [called e-CNY,] continues to progress with more than a hundred million individual users and billions of yuan in transactions. And, just last month, the Federal Reserve issued a report that noted that “a CBDC could fundamentally change the structure of the U.S. financial system.”[i] As you might expect, the IMF is deeply involved in this issue, including through providing technical assistance to many members. An important role for the Fund is to promote exchange of experience and support the interoperability of CBDCs. As part of the service to our members, today we are publishing a paper that shines a spotlight on the experiences of six Central Banks at the frontier—including China and Sweden—to be covered in the panel discussion following my remarks.

Earth Science: NASA plays a crucial role in studying Earth and its environment. It uses satellites and other instruments to collect data on climate change, weather patterns, natural disasters, and other Earth-related phenomena to better understand our planet and its ecosystems. Liftoff of the three-man Shenzhou 16 mission is set for 9:31 p.m. EDT (0231 GMT on May 30). It's China's fifth crew to Tiangong. Thus, the more accuracy we calculate in the particle’s position, the less the precision will be in its velocity, and vice-versa. The court found Latunski guilty of 1st-degree premeditated murder ahead of his sentencing set to be held at a later date. Latunski was found competent to stand trial after authorities say he murdered 25-year-old Kevin Bacon and was due to appear in court on Oct. 13 for a plea hearing ahead of his Oct. 18 trial date. Family members reported Bacon missing on Christmas in 2019 after he did not show up for breakfast. His roommate said he went to visit a man he met on Grindr the night before. Launch of NASA’s Time-Resolved Observations of Precipitation structure and storm Intensity with a Constellation of Smallsats (TROPICS) mission is now targeted for 9 p.m. EDT, Sunday, May 7 (0100 UTC, Monday May 8) from Rocket Lab’s Launch Complex-1 in Māhia, New Zealand. NASA and Rocket Lab will launch two CubeSats into orbit for the TROPICS (Time-Resolved Observations of Precipitation structure and storm Intensity with a Constellation of Smallsats) mission. TROPICS is a constellation of four identical CubeSats designed to observe tropical cyclones from low Earth orbit, making observations more frequently than current weather tracking satellites. A second launch from Rocket Lab will carry two additional CubeSats, with exact launch times contingent on the date and time of the first launch.

SOUTHFIELD, Mich. (FOX 2) - Mark Latunski, the man accused of a grisly murder and cannibalism of a Michigan man on Christmas Day. will spend the rest of his life in prison after pleading guilty to murder. Latunski pleaded guilty on Thursday, Sept. 22, just three weeks before he was due to go to trial on charges of murder and mutilation of a dead body. Nearly a month later, he was in court for a hearing where a Shiawassee County judge listened to both his defense team and the prosecutor's office as they discussed the sentence he would receive. The hearing took two days and started on Tuesday but carried over into Wednesday morning. It included his interview with police where he gave gruesome details about Bacon's death. The court found Latunski guilty of 1st-degree premeditated murder ahead of his sentencing set to be held at a later date. Latunski was found competent to stand trial after authorities say he murdered 25-year-old Kevin Bacon and was due to appear in court on Oct. 13 for a plea hearing ahead of his Oct. 18 trial date. Family members reported Bacon missing on Christmas in 2019 after he did not show up for breakfast. His roommate said he went to visit a man he met on Grindr the night before. This information led investigators to Latunski's Shiawassee County home. In early May 2022, Middleton, 59, was found dead attached to a tree with an extension cord tied around his neck. He also had a gunshot wound to his chest but no gun was found anywhere near his body at the Heifer Ranch in Perryville, Arkansas. In fact, the gun that fired the fatal shot was never recovered. Middleton was President Bill Clinton’s “fixer” during his presidency and was found dead shortly after it was revealed that he was the man who introduced Clinton to Jeffrey Epstein and who admitted the notorious pedophile to the Clinton White House on 17 occasions. Like Bill Clinton, he also flew on Epstein’s “Lolita Express” private jet numerous times, according to The Daily Mail who state the controversial ruling on Middleton’s death “raises more questions than answers as it rules he died by suicide – despite no sign of the weapon that killed him.” And they are not wrong.
