Promoted as medicine, our children and lawmakers are subject to advertising that is simply false and misleading about marijuana products. In this presentation, participants learn how high-risk behavior affect the growing brain and cause addiction. A discussion of the current, global scientific literature says about the real and unknown health effects of marijuana and hash oil. Emphasis will be placed on the deleterious effects of marijuana on the developing brain and a growing body of evidence that these effects rival those of alcohol. The case will be made for the basis of sound parenting, prevention in schools and legislative policy to be built on the neuroscience of marijuana.
Learning Objectives
At the end of this one-hour webinar, participants will learn:
1. How marijuana affects youth brain development,
2. The most up-to-date summary regarding current literature regarding marijuana, hash oil, and CBD health effects,
3. The real pros and cons of marijuana use as a medicine,
4. What sound marijuana policy should be based upon at home and in the legislature, and
5. A comprehensive model of prevention to change norms.
Speaker Bio
Dr. Crystal Collier has been working with adolescents and adults suffering from behavioral health issues such as substance abuse since 1991 and possesses a talent for making complex research and brain science easy to understand. She has been licensed by the State of Texas as a professional counselor since 1999 and counselor supervisor since 2008.
Dr. Collier created a comprehensive prevention model to teach the neurodevelopmental effects of risky behavior to children, teens, and parents, which was selected for the 2015 Prevention and Education Commendation from the National Council on Alcoholism and Drug Dependence. Crystal teaches counseling skills and addiction classes as an adjunct professor. In 2018, she was awarded the Torch Bearer of the Year award by the Texas Association of Addiction Professionals and a research fellowship by the Hope and Healing Center & Institute to write a prevention guide for parents. In 2019, the Houston Counseling Association named her Counselor of the Year.

This webinar summarises evidence on the effects of cannabis use on the development of adolescents and young adults. It draws on epidemiological studies, neuroimaging studies, case-control studies, and twin and Mendelian randomisation studies. It presents evidence from the latest research on the relationship between cannabis use with acute effects, accidents and injuries, cannabis dependence, cognition, education, other drug use, psychosis, depression, anxiety, bipolar, suicidality, and antisocial behaviour. It evaluates evidence surrounding observations after the legalization of cannabis for adult use. The webinar concludes that the regulation of cannabis after legalisation needs to minimise adolescent uptake and cannabis-related adverse developmental outcomes.

Dr Janni Leung is an epidemiologist and is a Global Substance Use and Mental Health Research Fellow at The University of Queensland in Australia. She has qualifications and training in public health, sociology, and psychology. In addition, she has strong research and teaching experience in epidemiology and biostatistics. She has published over 100 scientific papers and conference presentations in the substance use epidemiology field. Janni is committed to conducting high quality rigorous research to generate empirical scientific evidence to inform decisions to prevent substance use related harms in the population.

Do most Americans realize that treatment for substance use disorder is the least effective, most expensive method to deal with a societal substance misuse epidemic (now impacting approximately 1 in 3 American families)?

Catherine Antley, M.D. graduated from the University of North Carolina School of Medicine, completed her residency in anatomic and clinical pathology at Duke University Medical Center and fellowship in dermatopathology at the University of Arkansas for Medical Sciences. She is board certified in Anatomic and Clinical Pathology and in Dermatopathology and is a Fellow of the American Society of Dermatopathology. For 20 years she has served as Laboratory Director of Vermont Dermatopathology, a woman owned, independent dermatopathology lab serving VT, NY, and NH. She has a strong interest in public health and prevention and exploring the impact of policy on addiction and health care costs. She has co-authored a number of Vermont Medical Society resolutions on cannabis and recently organized and led a delegation of 10 Vermonters to Iceland to learn about their 20-year history bringing down the country’s high addiction rates using their successful, science-based prevention model. She recently contributed chapter 15″Cannabis in Dermatology” to the textbook “Cannabis in Medicine, an Evidence Based Approach” edited by Dr. Ken Finn and published by Springer Nature.She serves as Secretary Treasurer of the International Academy on the Science and Impact of Cannabis.

Speaker Bio
Monte Stiles served his entire professional legal career of 29 years as a state and federal prosecutor. For 24 years, Monte was an Assistant United States Attorney for the District of Idaho where he supervised the Organized Crime/Drug Enforcement Task Force – a group of agents and prosecutors who investigated and prosecuted high-level drug trafficking organizations which included Los Angeles street gangs, methamphetamine manufacturers, marijuana growers on public lands, and multi-national drug cartels. During a decade-long investigation of international drug smuggling and money laundering, Monte worked closely with foreign, federal, state, and local law enforcement agencies in the pursuit of evidence and witnesses in Hong Kong, Thailand, Fiji, Australia, Canada, and various locations in Europe. Because of the nature of his caseload, Monte was also a sworn Special Deputy United States Marshall for most of his career.
In 1995, Monte served as Special Counsel to the Director of the Executive Office for U.S. Attorneys in Washington D.C. where his primary assignments involved domestic terrorism, violent crime, juvenile justice, and narcotics.
As a result of his expertise, Monte has been an instructor for the National Advocacy Center in Columbia, South Carolina, numerous state and regional law enforcement conferences, and five international organized crime seminars where he taught prosecutors, judges, and police officers from the Czech Republic, Lithuania, Poland, Hungary, Estonia, Latvia, Slovakia, Bulgaria, Romania, Montenegro, and Croatia.

As products containing cannabis increase in popularity, chances are that many consumers either have used or are considering using such products. However, these products have not gone through the FDA’s rigorous safety and efficacy process, meaning consumers could be at risk of ingesting contaminated and dangerous substances. Additionally, consumers often take cannabis-containing products without appropriate medical supervision, which could lead to harmful side effects.
Some states have introduced legislation that would require health plans to cover non-FDA-approved cannabis products. This type of legislation poses health and safety risks to consumers. Consumers and policymakers alike must be educated on the risks of covering these products. In this session, an attorney from Aimed Alliance will discuss the law and policy surrounding the cannabis-containing products, addresslegislative developments regarding coverage of cannabis as a health and workers’ compensation benefit, provide important health and safety considerations, and highlight potential legal consequences.

This talk is about the problems with our current marijuana, how it is not the same marijuana of the 1960s and 1970s. The “commercialization” of this drug has allowed the potency of THC to dramatically increase and has resulted in numerous problems. The talk will cover the science of addiction in terms that most people can understand and how the higher the potency, the more addictive it is and the more behavioral health problems occur as a result, especially if the use is started before the brain is fully developed (age 21-25).
Learning Objectives
At the conclusion of this presentation, participants should be able to:
1. Understand how today’s marijuana is not like the marijuana they may have used in the past
2. Describe the effect of THC on the developing brain.
3. Discuss how addiction happens and how addictive drugs work in the brain
4. Discuss the role high potency THC cannabis plays in addiction, anxiety, depression, suicide, psychosis, violence, and cognitive impairment.

Dr. Stuyt is a board-certified Addiction Psychiatrist and has worked in the addiction/behavioral health field since 1990. She was the Medical Director for the Circle Program, a 90-day inpatient treatment program, funded by the state of Colorado, for persons with co-occurring mental illness and substance abuse who have failed other levels of treatment since 1999. She retired from this position in 2020 and is currently motivated to educate as many people as possible on the un-intended consequences seen from the commercialization of marijuana in Colorado, focusing primarily on the deleterious effects of high potency THC on the developing brain and mental health.

Many people believe that marijuana is not addictive, but this is not true. Especially with the higher potency THC marijuana, it is definitely addictive, more so if you start using marijuana before your brain fully develops, as in before the mid 20s. Once addicted, users can experience an uncomfortable withdrawal syndrome that encourages continued use. Using marijuana addictively can lead to other problems including psychosis, mood swings, thoughts of suicide, and cannabis hyperemesis syndrome.

• Recognize signs and symptoms of addiction/withdrawal with marijuana

Dr. Kenneth P. Finn, M.D.has practiced pain medicine for 24 years. He served on the CO Governor’s Task Force on Amendment 64 and the CO Medical Marijuana Scientific Advisory Council. Dr. Finn is an Executive Board Member of the American Board of Pain Medicine. He is also involved in the Colorado Pain Society and Colorado Medical Society’s work to manage the state’s opioid epidemic.
Dr. Kenneth Finn is a graduate of the University of Texas at Houston in 1990 and he completed his residency in Physical Medicine and Rehabilitation at the University of Utah in Salt Lake City in 1994. He is Board Certified in Physical Medicine and Rehabilitation and Pain Medicine. He has been on the Exam Council for the American Board of Pain Medicine since 2001 and is also Level II accredited to perform impairment ratings for injured workers in the State of Colorado. Dr. Finn is a member of the American Academy of Physical Medicine and Rehabilitation; the American Academy of Pain Medicine; and the Spine Intervention Society. He is an avid outdoor enthusiast, has been a medical advisor for Running and Fitness Magazine, and enjoys treating patients with spine and sports-related injuries.

This workshop provides local control options that can be customized to fit community needs. These policy options can be utilized either pre-emptively or in response to state policies that loosen restrictions on marijuana but leave local control open to the jurisdictions. In addition to specific policy options, this workshop provides capacity building for coalitions considering local control policies.

• Vital considerations for coalition to discuss prior to pursuing local control policy options;
• Local government policy processes where marijuana policy options are determined;
• Specific local control policies that are grounded in public health and safety.
Speaker Bio
Dana Stevens has been a community organizer, policy advocate and champion for marginalized populations her entire adult life. Her passion for community begins with empowering local resident to amplify their voice for healthy and safe neighborhoods. Dana has been with Community Action, Service & Advocacy since 2007 and currently serves as the Executive Director. Dana has been a part of SAM since it launched in 2013 and currently leads SAM efforts to support local control measures to prevent marijuana normalization and commercialization. She holds a bachelor’s degree from UCSD in Urban Studies, a certificate in Nonprofit Management from University of San Diego and a Master’s in Public Administration from SDSU.

After Colorado legalized marijuana for both “medical” and recreational purposes it continues to have numerous adverse consequences. Key areas that are being impacted are Public Health, Public Safety, and the creation of current policies based on out of date or incomplete information. This presentation offers the facts concerning the consequences of making marijuana legal. This is a fast-paced look at the evolving impacts that the legalization of marijuana is having not only in Colorado but other states.

Attendees will have a greater understanding of:
• How the impacts of legal marijuana experienced in Colorado can be used as a predictive analysis tool elsewhere
• Marijuana’s adverse impacts to public health issues
• The implications legalized marijuana has on public safety concerns.
Speaker Bio
Dale Quigley (“Quig”) is the Deputy Coordinator of the National Marijuana Initiative for the HIDTA program in the United States. He is responsible for providing information and education on issues surrounding marijuana. Prior to this role, he served at the Rocky Mountain HIDTA in Denver from 2011 – 2016 as the Manager of Intelligence and later oversaw their training program.
Quig holds a Bachelor of Science in Criminal Justice and has been a peace officer in Colorado since 1979. In January 2016, he retired as a Sergeant from the Aurora Police Department. In his experience, Quig notes his most rewarding assignments have been related to drug enforcement. He has an extensive background in narcotics investigations and supervising drug units, which includes supervising a gang-oriented drug task force for the FBI.Recognized as a subject matter expert in several aspects of drug enforcement, he regularly speaks at regional, national, and international drug conferences on the impacts of drug usage. Additionally, he has instructed drug law at the Community College of Aurora (Colorado) and a series of drug enforcement classes for the Rocky Mountain HIDTA program.

Jody Belsher holds a Master’s in Addictive Disorders and a BSW in Social Work. She is certified Satori Lifestyle Coach and a Recovery Support Specialist and offers private family coaching. Belsher is the President and Founder of the 501c3 non-profit organization POSAFY (Prevention of Substance Abuse for Youthwww.posafy.org) and CEO of HeartsGate (www.hearts-gate.com). She has spoken to thousands on marijuana and youth. Belsher has been featured on NBC-TV and dozens of radio shows, and her work has been published in journals, newspapers, and magazines. However, some child temperaments are rare and unconventional, so these expectations may be completely unrealistic and hindering them from becoming the magical creatures they were designed to be. Wendy Gossett is a best-selling author, speaker and parenting specialist who helps parents deepen their connection with their children by using temperament psychology and neuroscience. For over twenty years Wendy Gossett, M.Ed., has worked as an educator both for the school system and for Fortune 500 companies. In addition to appearing on Inside Edition and writing for publications like Scary Mommy, she’s the author of a comprehensive Parent’s “User Manual” for their children. This User Manual was developed because of her own struggles with her unicorn daughter, Jordan. Through temperament psychology and brain imaging, Wendy concluded that she and Jordan have completely opposite brain wiring. Even with all her experience, she still needed a user manual that would help her understand her daughter, but it didn’t exist.

There is a lot to know in these roles, however, most parents are ill-equipped. The good news is there is a tremendous amount of scientific understanding today that can help.

Speaker Bio
After writing about marijuana for several years, Ms. Berndt developed a core data set that anyone wanting to understand marijuana needs to know. She has been educating parents and teens since early 2017 when she realized that (a) parents – on the front line of youth drug use – understood very little about today’s marijuana and how things change after legalization, as well as that (b) kids are increasingly exposed to pro-use messages that make them believe they are marijuana savvy. Ms. Berndt works locally on a coalition dedicated to reducing substance use among adolescents. She is a parent and recently launched Parent Movement 2.0 along with several national partners and two parents that founded the original Parent Movement in 1979. This 21stcentury Parent Movement seeks to help parents help their kids navigate away from marijuana, alcohol, nicotine, and other drugs through education and advocacy.
