Storm Ida: Flash flooding in New York and New Jersey kills nine
At least nine people have died after flash flooding and tornadoes hit the north-eastern US, local media report.
Some people were trapped in flooded basements of their homes, while one body was found in a vehicle that was swept away.
The governors of New York and New Jersey declared a state of emergency, and New York City Mayor Bill de Blasio called it a "historic weather event".
At least 3in (8cm) of rain fell in just one hour in New York's Central Park.
Almost all New York City subway lines have been closed, and non-emergency vehicles banned from roads. Many flights and trains out of New York and New Jersey have been suspended.
The mayor of the city of Passaic in New Jersey, Hector Lora, told CNN the body of a man in his 70s had been recovered from a vehicle that had been swept away in the floods.

A sneaky Sen. Chuck Schumer, D-N.Y., scuttled Sen. Mitch McConnell's plans for a news conference Tuesday afternoon at the Capitol, sparking a rare moment of laughter from the typically stoic McConnell.
The camera-savvy Schumer saw that McConnell, R-Ky., was heading to the TV microphones Tuesday afternoon to address the press corps when the New York Democrat picked up his pace and beat him to the lectern.
McConnell took the defeat in stride and started laughing at the move from the Senate's top Democrat. The two leaders shared a candid moment of levity that's not found too often at the Capitol.
By winning the footrace with McConnell to the microphones, Schumer and the Democrats got first dibs on holding their weekly news conference, while McConnell had to take a backseat.

Belarusian sprinter heads for Austria
Belarusian sprinter Krystsina Tsimanouskaya flew from Tokyo to Vienna under the diplomatic protection of Poland on Wednesday, less than 72 hours after refusing her team's orders to return home.
The apparent Cold War-style defection of an Olympic athlete had become one of the major news stories of the Games, and could further isolate Belarus, which is under Western financial and economic sanctions after a crackdown by President Alexander Lukashenko against the opposition since last year.
After spending two nights in Poland's embassy, the 24-year-old sprinter walked onto the plane at Narita airport wearing blue jeans, a blue blouse and sunglasses with "I RUN CLEAN" written on them.
She was initially due to leave on a flight to Warsaw. A Polish government source said she was switched at the last minute to a flight to Vienna, over concerns about her privacy and security after news of the plan became public and reporters booked seats on the flight.

Gunmen attack home of Afghan defence minister in Kabul
Two blasts shook high-security areas of Afghanistan’s capital city, Kabul, late Tuesday (August 3) night and again early Wednesday (August 4) morning.
The second blast wounded civilians and a security official near a National Directorate of Security compound, according to police.
That came hours after a car bomb exploded and gunfire erupted late Tuesday night, killing several civilians near Kabul’s diplomatic district - in a heavily fortified area of the city known as the “Green Zone.”
A senior security official said Tuesday's attackers appeared to be targeting the home of acting Defense Minister Bismillah Mohammadi.
All of the attackers died in the blast, according to an interior ministry spokesperson.
The Taliban claimed responsibility for the Tuesday blast, while no group has yet claimed responsibility for the Wednesday attack.

Athens wakes as wildfires burn through the night!
More than 500 firefighters battled the blaze on the lower slopes of Mount Parnitha, assisted by nine helicopters, seven aircraft and hundreds of police in a densely vegetated area in the suburbs of Varympopi and Adames, some 20 km north of central Athens.
Temperatures of more than 104 Fahrenheit and winds have fanned wildfires in different areas of Greece in recent days. On Tuesday, some places recorded temperatures of over 115 Fahrenheit.
The blaze north of Athens had three main fronts at the suburbs of Varympopi, Adames and Thrakomakedones, scorching homes and cars and forcing residents to flee.
On Wednesday morning, helicopters dropped water to try and contain fires spreading near an industrial area outside Athens.
Europe is grappling with a summer of extreme weather, from heavy flooding in the north to the severe heatwaves and fires that have engulfed several areas in the Mediterranean region.

Vitaly Shishov: Head of Belarus exiles group found dead in Ukraine
The head of a group helping people who have fled Belarus has been found dead near his home in neighbouring Ukraine.
Vitaly Shishov's body was found hanged in a park in Kyiv, a day after he failed to return from a jog. Police have opened a murder inquiry.
Police said they were investigating whether he had been killed and his death made to look like suicide.
Meanwhile a Belarusian Olympic sprinter who feared for her safety has been granted a humanitarian visa by Poland.
Mr Shishov led the Belarusian House in Ukraine (BHU), a group helping people who left Belarus, where opposition to the government is stifled.
He was one of many Belarusians who left the country as the security forces violently suppressed protests following the disputed re-election of President Alexander Lukashenko in August 2020. Ukraine, Poland and Lithuania - neighbours of Belarus - are the main destinations for those fleeing persecution.
The United Nations said Mr Shishov's death adds another level to "our worries about what is happening in Belarus", and called for an investigation.
Mr Shishov's death is the latest incident to prompt international scrutiny of President Lukashenko's authoritarian government. Police said that they had recovered Mr Shishov's mobile phone and personal items from the scene.
They are asking anyone who knew him to get in touch with any information about the last few weeks of his life, his state of mind, and any possible threats to his life.

Wuhan: Chinese city to test entire population after virus resurfaces
Authorities in the Chinese city of Wuhan will begin testing its entire population, after a handful of positive coronavirus cases were detected there.
Wuhan has recorded seven locally transmitted cases - the first local infections in more than a year. The city of 11 million people shot into the spotlight after the coronavirus was first detected there in 2019.
China is currently seeing one of its biggest outbreaks in months, with 300 cases detected in 10 days. Some 15 provinces across the country have been affected, which has led to the government rolling out mass testing measures and lockdown restrictions.
Authorities have attributed the spread of the virus to the highly contagious Delta variant and the domestic tourism season. The announcement in Wuhan came as China reported 90 new virus cases on Tuesday.
The National Health Commission said 61 of these were locally transmitted - compared with 55 local cases a day earlier.
China had been largely successful in controlling the virus within its borders. However, this new spread, which was first detected among workers at a busy airport in Nanjing, has sparked concern.
Authorities have tested the 9.2 million residents of Nanjing three times and imposed lockdown on hundreds of thousands of people.
But over the weekend the spotlight turned to popular tourist destination Zhangjiajie in Hunan province, where many of the latest cases have emerged. Travellers from Nanjing were thought to have visited the city recently.
Health officials have zeroed in on a theatre in Zhangjiajie, and are now trying to track down about 5,000 people who attended performances and then travelled back to their home cities.
"Zhangjiajie has now become the new ground zero for China's epidemic spread," Zhong Nanshan, China's leading respiratory disease expert, told reporters.

An Israeli court is to decide the fate of Palestinians facing eviction in East Jerusalem in a case which has become the focus of international attention.
The long-awaited hearing concerns four of more than 70 families appealing against an order to leave their homes in Sheikh Jarrah neighbourhood.
Lower courts have ruled the land where they have lived for decades historically belongs to Jewish owners.
The issue fuelled tensions leading to the Israeli-Gaza conflict in May.
After days of clashes between Israeli police and Palestinians protesting against the threatened evictions, Hamas, the militant Palestinian group which runs the Gaza Strip, fired rockets towards Jerusalem in what it said was in part a response to Israeli "harassment" in Sheikh Jarrah.
In 11 days of hostilities which followed, at least 256 people were killed in Gaza, according to the UN, and 13 people were killed in Israel. The fighting ended in a ceasefire.

Raven Saunders: What the Olympian's X protest means to her
US shot-putter Raven Saunders has made the Tokyo Olympics' first podium demonstration, after winning her event's silver medal.
As the medallists posed for photos on Sunday, Saunders raised her arms and crossed them into an X shape. She said it represented "the intersection of where all people who are oppressed meet."
The 25-year-old, who is black, gay, and has spoken frankly about her struggles with depression, said she wanted "to be me, to not apologise".
After competing, she said she aimed to give light to "people all around the world who are fighting and don't have the platform to speak up for themselves".
"I'm part of a lot of communities," added Saunders, who twerked in celebration after her final shot put throw. China's Gong Lijiao won gold, and New Zealand's Valerie Adams the bronze, her fourth medal at successive games.

Belarus Olympian safe in Tokyo hotel after refusing 'forced' flight home
A Belarusian Olympian who refused her team's order to fly home early is safe after seeking protection from Japanese police, Games officials have said.
They say sprinter Krystsina Tsimanouskaya, 24, spent the night in a hotel at Tokyo's Haneda airport.
She says she was forcefully taken to the airport on Sunday for criticising coaches. Belarus says her "emotional condition" was the reason for the move.
The Czech Republic and Poland say they are ready to offer the athlete a visa. Tsimanouskaya is now said to be considering seeking asylum in Europe.
At Monday's news briefing in Tokyo, International Olympic Committee (IOC) spokesman Mark Adams said Tsimanouskaya was being looked after by the Japanese authorities. He said the UN refugee agency was also involved.
Mr Adams added that Belarus' National Olympic Committee (NOC) had been asked for a full written report into the issue. The IOC and the Japanese authorities will also be holding further consultations.
On Sunday, Tsimanouskaya sought police protection at Haneda's terminal so she would not have to board the flight, voicing fears for her safety if she were to be returned to Belarus.
The flight took off without Tsimanouskaya on board.

Tanker attack: UK and US blame Iran for deadly ship attack
The UK and US believe Iran was behind a tanker attack that killed two people, and have vowed to respond, calling it a violation of international law.
The MV Mercer Street, operated by an Israeli-owned firm, was attacked off Oman on Thursday. A British national and a Romanian citizen were killed.
The statements came after Israel's Prime Minister Naftali Bennett said there was "evidence" that its longstanding foe Iran was responsible.
Mr Bennett warned that "we know how to send a message to Iran in our own way", while Tehran rejected what it called the "baseless accusations". The attack on the MV Mercer Street appears to be the latest escalation in an undeclared "shadow war" between Israel and Iran.
Since March there have been several attacks on both Israeli and Iranian-operated vessels, which are seen as tit-for-tat incidents. Casualties are considered rare.
Iran has also accused Israel of targeting its nuclear sites and scientists.

Anti-eviction lawmaker camps overnight on US Capitol steps
Congresswoman Cori Bush has spent a night on the steps of the US Capitol to protest against the end of a Covid-related moratorium on evictions.
The House Democrat said shortly before the freeze expired at midnight Saturday that seven million people would be "at risk for evictions" over unpaid rent.
The freeze was imposed 11 months ago in part to halt the spread of infections through crowding in shelters.
Ms Bush, who was once homeless, wants the measure to be extended.
In a tweet early on Saturday, she wrote: "Good morning. The eviction moratorium expires tonight at midnight. We could have extended it yesterday, but some Democrats went on vacation instead.
"We slept at the Capitol last night to ask them to come back and do their jobs. Today's their last chance. We're still here."

Kris Wu: K-Pop star arrested on suspicion of rape
Chinese-Canadian pop star Kris Wu has been arrested on suspicion of rape.
Officers in Beijing said the investigation centred on online allegations that the star, 30, had "deceived young women multiple times into having sexual relations". The first accusation came early this month when a woman said he had assaulted her while she was drunk.
Mr Wu, one of China's biggest celebrities, has denied all the allegations of assault. The first to accuse him was 19-year-old student Du Meizhu, who posted on social media that she had met Mr Wu when she was 17.
She said she had been invited to a party at his home, where she was pressured to drink alcohol and woke up in his bed the next day. Ms Du said seven other women had told her Mr Wu had seduced them with promises of jobs and other opportunities. She said some were minors. At least 24 more women have since come forward alleging inappropriate behaviour.
Mr Wu has denied plying Ms Du with alcohol, and also rejected other allegations that he had enticed girls to have sex in return for benefits, raped girls while they were unconscious, and had sex with minors. Under Chinese law, under-18s are considered minors, while the age of sexual consent is 14.
"There was no 'groupie sex'! There was no 'underage'!' he wrote on his social media account after the allegations were made. "If there were this kind of thing, please everyone relax, I would put myself in jail!"
His lawyers are suing Ms Du for defamation.

China building nuclear missile silo field!
China is building a nuclear missile silo field in the west of the country, US scientists say.
Satellite images from Xinjiang province suggest the site could house about 110 silos when it is finished, says the report from the Federation of American Scientists (FAS).
US defence officials have expressed concern about China's nuclear build-up. It is the second new silo field reported to be under construction in western China in the last two months.
Last month, the Washington Post newspaper reported 120 silos spotted at a site in a desert area in Yumen, in Gansu province.
The FAS said in its report on Monday that the new site at Hami, about 380 km (240 miles) north-west of Yumen, was at a much earlier stage of development. In 2020 the Pentagon said China was set to double its stockpile of nuclear warheads, from a low base.
The news comes as the US and Russia prepare for arms control talks.

Vatican's Cardinal Becciu on trial in $412m fraud case
A Roman Catholic cardinal who was once a close ally of Pope Francis has gone on trial in the Vatican, accused of misusing Church funds in a ruinous London property venture.
Cardinal Angelo Becciu, 73, is the most senior cleric in modern times to face trial for alleged financial crimes.
He is charged with spending €350m (£299m; $412m) of church money on a botched deal to buy a property in Chelsea that incurred huge losses. He denies wrongdoing. Cardinal Becciu was sacked by the Pope in September, as reports of financial misdeeds emerged.
A two-year investigation exposed how the Vatican lost millions of euros, including donations from worshippers, after buying a former Harrods warehouse in Sloane Avenue, Chelsea, in 2014. The cardinal was formerly in charge of donations at the secretariat which handles Vatican funds.
The charges against him include allegedly channelling money to businesses run by his brothers in their native Sardinia.
Nine other defendants are also accused of crimes including extortion, embezzlement, money-laundering and abuse of office.

US combat forces to leave Iraq by end of year
President Joe Biden says US forces will end their combat mission in Iraq by the end of this year, but will continue to train and advise the Iraqi military.
The announcement came after Mr Biden held talks with Iraqi Prime Minister Mustafa al-Kadhimi at the White House.
There are currently 2,500 US troops in Iraq helping local forces counter what remains of the Islamic State group.
Numbers of US troops are likely to stay the same but the move is being seen as an attempt to help the Iraqi PM.
The US presence in Iraq has become a major issue since top Iranian general Qasem Soleimani and the leader of an Iran-backed Shia Muslim militia were killed in a US drone strike in the capital Baghdad last year.
Political parties aligned to Iran have demanded the withdrawal of all forces from the US-led global coalition against IS, despite the continuing threat posed by the Sunni jihadist group.
Shia militias have meanwhile been accused by the US of carrying out hundreds of rocket, mortar and drone attacks on Iraqi military bases that host coalition forces in an apparent attempt to pressure them to leave.
For the US president, the announcement marks the end of another war that began under former President George W Bush. This year he said US troops would leave Afghanistan.

Sandstorm swallows city in north western China!
A Chinese city is engulfed by a gigantic wall of sand hundreds of feet high in footage straight out of a disaster movie.
A video shows the city of Dunhuang vanishing between the more than 300 feet wall of sand that blew in from the Gobi Desert on Sunday. The apocalyptic scene was filmed by a resident who shared the scary clip on Twitter.
In it, high rise buildings disappear from view as the enormous cloud of dust slowly moves into the city.
Police were forced to shut down major roads and ask motorists to wait out the storm in service areas as visibility plummeted to less than 20 feet. Tourists at a nearby nature park were caught off guard by the dust storm, which blew away their possessions.
The group had travelled to the Mingsha Mountain and Crescent Lake Nature Park in Dunhuang to watch the sunset among the singing sand dunes at the picturesque beauty spot.
They were forced to huddle together and wear glasses and masks to protect themselves from the sand.
Dunhuang is known for its harsh climate and living conditions. It is home to the Mogao Caves, also known as the Thousand Buddha Grottoes, a temple complex and UNESCO World Heritage Site.

MBC has since apologised for offending viewers, after complaints the visuals were "offensive" and "ridiculous".
The channel said it wanted to make it easier for viewers to understand the entering countries quickly but said it was an "inexcusable mistake".
At a press conference on Monday, the channel's CEO Park Sung-jae apologised, saying MBC had "damaged the Olympic values of friendship, solidarity and harmony".
"I bow my head and deeply apologise," he said, adding that MBC would be putting "in all [their] effort to prevent another accident from happening".

Flash floods put parts of the city underwater, closing stations and causing chaos at hospitals.
London Fire Brigade (LFB) had taken more than 1,000 calls by the early hours of Monday morning following the torrential rain and thunderstorms.
Barts Health, London’s largest health trust, declared a major incident after water flooded the basement at Whipps Cross Hospital, causing damage to the electrical system. Newham Hospital was also affected.
All scheduled surgeries and outpatient appointments at Whipps Cross have been cancelled and ambulances diverted.
Parts of the Central Line in east London were suspended on Monday morning as engineers worked to repair damage caused by the weather.

Typhoon In-Fa hits east coast
The painful search for survivors of China’s flood disaster continued in Henan province Monday, as grief and shock turned to frustration among some of the survivors scouring the debris for their relatives.
Online and in local news outlets, people shared dozens of accounts of missing friends and family, conflicting with official reports that said only five people were unaccounted for. In the hard-hit city of Zhengzhou, where people died in submerged subway cars, family members continued gathering outside the cordoned-off train stations for news of their loved ones, reluctant to leave.
In Shanghai, where heavy rainfall was expected to last through Monday, officials evacuated more than 300,000 residents living near the sea, closed down some public amenities and urged people to stay home. Hundreds of flights were canceled, and several railway lines were suspended. In Zhejiang and Ningbo, photos of residents wading through water circulated online as millions of households lost power.

Deadly street protests over Iran water shortages
Security forces in Iran's southwest Khuzestan province have been firing bullets at people protesting due to severe water shortages.
The shortages are happening in one of the country's hottest regions, where temperatures can reach 50 degrees Celsius.
Iran has called claims of a crackdown on protesters, by the UN rights chief Michelle Bachelet, "false accusations".
But the protests have developed into dissent against the government, the country's Supreme Leader and have spread to different cities.
Supreme Leader Ayatollah Ali Khamenei has said Iranians protesting over water shortages in the country’s drought-hit southwest cannot be blamed, and called on officials to deal with the crisis, according to state media.

Tunisia's PM sacked after violent Covid protests
Tunisia's president has sacked the prime minister and suspended parliament, after violent mass protests nationwide on Sunday.
Anger over the government's handling of a massive recent spike in Covid cases has added to general unrest over the nation's economic and social turmoil.
President Kais Saied, who was elected in 2019, announced he was taking over.
His supporters erupted in celebration, but opponents in parliament immediately accused him of staging a coup.
Mr Saied, an independent, has had a long-standing feud with the man he has removed, PM Hichem Mechichi. Mr Mechichi has the backing of the largest party in parliament, Ennahda.
Tunisia's revolution in 2011 is often held up as the sole success of the Arab Spring revolts across the region, but it has not led to stability economically or politically.
The recent coronavirus surge has fuelled long-standing public frustration. The health minister was sacked last week after a bungled vaccination campaign.

Typhoon In-Fa sweeps towards China after flooding chaos
China's eastern coast is bracing for a major typhoon just days after deadly floods devastated parts of the country. Typhoon In-Fa is expected to make landfall near Shanghai on Sunday, forecasters say.
Flights and train services have been suspended, while people have been ordered to stay indoors. Disruptive winds, rough seas and flooding are expected. Meanwhile, dozens of ships have been evacuated from a busy port south of Shanghai.
The typhoon follows a period of historic flooding that caused widespread damage and killed at least 58 people in central China.
Emergency crew are still working around the clock to rescue survivors and provide aid to the tens of millions of people affected by the floods.
Typhoon In-Fa could bring more torrential downpours to the stricken region in the coming days, and officials fear it could hamper rescue and recovery efforts.
The storm is currently moving away from Taiwan with maximum gusts of about 92 mph (148 km/h), according to the Joint Typhoon Warning Center.
In its latest update, the forecaster said the typhoon was not expected to strengthen significantly before it collides with eastern China.
After it makes landfall, flash flooding, mudslides and gusts of up to 120 mph are possible along the east coast, forecasters have warned.
And from Sunday, the typhoon will bring "long periods of extremely heavy rainfall", China's National Meteorological Center said.
It added that coastal areas "should guard against the combined impact of wind, rain and tides".

Budapest Pride stands up for LGBT rights in Hungary
LGBT people and their supporters have marched through the capital city of Hungary to defend their rights. It comes as the government tries to limit discussion of homosexuality and transgender issues in schools.
A law to limit teaching on the subject came into force this month, and Prime Minister Viktor Orban plans to back it up with a referendum.
Many of Hungary's EU partners are furious, and the bloc has begun legal action that could affect EU funding for Hungary.
Budapest holds this march every year, but the new law has given the 2021 event special importance.
A spokesperson for Hatter, the country's leading LGBTQI rights association, told the BBC's Newshour programme that the law "encourages" and "legitimises being openly homophobic or transphobic".
The event's aim is to stand up for a diverse, open and inclusive society. Thousands of people are said to have joined the march, which crossed the city's Liberty Bridge over the Danube.

Afghanistan curfew imposed as Taliban militants advance
The Afghan government imposed a curfew across almost all of the country on Saturday in an attempt to stop the Taliban from invading cities.
Aside from the capital Kabul and two other provinces, no movement will be allowed between 22:00 and 04:00.
Fighting between the Taliban and Afghan government forces has escalated over the past two months as international troops withdraw from the country.
The militant group is estimated to have captured up to half of all territory.
It has moved swiftly in the wake of the US withdrawal, retaking border crossings and other territory in rural areas.
The Taliban - a fundamentalist Islamist militia who were pushed out of power by the US invasion nearly 20 years ago - has also seized key roads as it seeks to cut off supply routes.
Its fighters have been closing in on a number of major cities, but have not yet been able to capture one.
"To curb violence and limit the Taliban movements a night curfew has been imposed in 31 provinces," the interior ministry said in a statement, adding that Kabul, Panjshir and Nangarhar were exempt.
As the Taliban continues to advance, fierce clashes have taken place this week on the outskirts of the city of Kandahar.
In response, the US launched airstrikes against militant positions in the area on Thursday. But with US operations in Afghanistan officially due to end on 31 August, there are concerns about the months ahead.
