At the time, I though I had just witnessed a war crime. But I was thinking with a different set of rules. My brain was still think of COIN or Counter Insurgency, where you are very careful about who you attack because everything could end up on the news and fuel the counter insurgency. I had taken the SROE or Standard Rules of Engagement for COIN and thought it was how wars were supposed to be fought. But this is not the case in Ukraine. Ukraine is LSCO or Large Scale Combat Operations. Ukraine doesn't need to worry about winning the hearts and minds of the local population. America's future conflicts could see a big problem if Global War on Terror veterans confuse the way we followed rules of engagement in Iraq and Afghanistan with what is legal for large scale conflicts. You are safer when you are "Buttoned Up" in a tank, but looking out narrow vision blocks is very difficult. Viewer commented: "This is the dumbest thing I've heard in my life. It would literally only cost a few hundred dollars to set up a tank with panoramic high resolution cameras attached to large curved LCDs that would allow for perfect 360 degree vision. The problem is that these LCDs would need top be ruggedized to survive the harsh conditions of warfare and once you make something ruggedized, it ceases being cheap. Chemical decontamination is something Russia knows how to do and do well. If there was even the inkling of a CBRN threat, Russia would at the least require their troops to carry masks. Based on the video evidence, I believe that the shells in video are 100mm shells that are typically used in the 1950's Soviet era T-54/55 tank or Chinese Type 59. These shells have been obsolete since the 1970s, so it is highly doubtful that either Russia or Ukraine would be using these systems today. I believe that the shells in this video are new manufacture and headed to foreign state for their armed forces such as Pakistan, Iran or African states. Russia tends to rely extensively on artillery because in their doctrine, if artillery is used properly, the infantry don't need to be as well trained since the Artillery can do the job of smashing the enemy for the infantry. Russian artillery officers are professional and well-trained, but the process of using forward observers to "spot" artillery is very expensive and really only reserved for Russian special forces. Western/NATO trained nations tend to use artillery spotting and push artillery decision making down to the company or platoon level, with battalion oversight. Using a chemical weapon to target an individual soldier gives no tactical advantage while creating all sorts of strategic problems. #2. Production is hard. While a chemical weapon could theoretically be created in a high school chemistry lab, loading that agent into a shell requires state support. It is doubtful Ukraine would make chemical weapons a state policy for reason #1. #3. Blood agents like the cyanogen chloride that was claimed to have been used cause hypoxia, not the kind of thrashing associated with drowning. This is how Russian propaganda works - it preys on your lack of knowledge about how the military and chemical weapons work. Fight back with knowledge. During the Battle of Grozny, BMPs could not elevate to hit Chechen positions in high floors, so precious time was lost finding ZSU-23-4 Shilka air defense guns that could elevate high enough to hit urban targets. The barrel shaking may be intentional, or it may be bad design. If it is a flaw, it could theoretically be fixed by offsetting the barrels, moving the muzzle breaks to vertical or timing them to fire when the other is recoiling.
