There are a variety of campaign and ad group targeting methods available to help you reach potential customers. You can target your ads by choosing criteria, such as audiences you’d like to reach or content you’d like ads to appear on.
In some cases, you may want to observe how ads perform when a customer matches specific criteria, yet you may not want to restrict your ads to only show with that criteria. The “Observation” feature allows you to monitor and set custom bids for criteria without restricting your reach.
This article explains how targeting and observation settings work. For step-by-step instructions on setting up this feature, see Select targeting and observation.
About the "Targeting" setting
When you’re using the “Targeting” setting for your campaigns or ad groups (like affinity audiences, placements or remarketing), you’re telling Google Ads who you’d like to reach with your ads or where you’d like your ads to show on the internet.
For Display campaigns, if you don’t add a targeting method to an ad group, the only restrictions to where your ads can show are in the campaign and account settings, such as content exclusions, locations, and languages. This means your ads can run anywhere on the web, across the Display Network and YouTube, within your campaign and account settings.
When to use it
Use the “Targeting” setting in your ad groups or campaigns, when you want to narrow your ad group to only show to specific audiences or on specific content you’ve selected. Targeting is recommended for all advertisers in their Display campaigns.
About the "Observation" setting
When you use the "Observation" setting, the reach of your campaign or ad group isn’t affected. In other words, the "Observation" setting won’t change who can see your ads or where they can show. However, the "Observation" setting allows you to monitor how ads are performing for your selected placements, topics, or audiences while your campaign is running. Note that "observation" shows you how additional criteria perform when they fall within the scope of your existing targeting.
You can then use this data to guide further actions in your campaign, such as making bid adjustments on certain criteria. You could also decide to create new ad groups with targeting criteria based on your observations.
You can apply the "Observation" setting by going to the “Edit all targeting” page. You can also add an observation method from that method’s reporting page, if that method isn’t used for targeting in the ad group. Note: You can’t add an observation method when you first create an ad group.
When to use it
Use the "Observation" setting if you don’t want to narrow your campaign’s or ad group’s targeting any further, but you want to monitor how certain criteria perform with your ads. The "Observation" setting is recommended for all Search campaigns as well as the Display campaigns of more advanced advertisers.
For campaigns that use Smart Bidding, first-party audience segments added under the “Observation” setting will be used as signals for Smart Bidding strategies. Learn more about audience targeting

About Target CPA bidding
Note: Starting in 2021, you’ll find optional target fields in Search campaigns for new Maximize conversions or Maximize conversion value bid strategies. With an optional target, Smart Bidding will optimize to these goals the same way it would for Target CPA (cost per action) and Target ROAS (return on ad spend). Maximize conversions with a set target CPA will behave like a Target CPA strategy does today, and similarly, Maximize conversion value with a set target ROAS will behave like a Target ROAS strategy does today.
Target CPA bidding is a Smart Bidding strategy that sets bids for you to get as many conversions (customer actions) as possible. When you create the Target CPA (target cost-per-action) bid strategy, you set an average cost you'd like to pay for each conversion. When a customer does a Google search that fits your product or service, Google Ads uses your Target CPA to set a bid based on the auction's likelihood to convert.
Note: For App campaigns, Target CPA is the same value whether the conversion is for installing the app (cost per install) or for using the app (cost per in-app action).
Target CPA is available as either a standard strategy in a single campaign or as a portfolio strategy across multiple campaigns. This article explains how Target CPA bidding works and what its settings are.

Before you can set up a Target CPA bid strategy, you’ll need to set up conversion tracking to manage your conversion.

How it works
Target CPA bidding automatically finds an optimal bid for your ad each time it's eligible to appear by using historical information about your campaign and evaluating the contextual signals that are present at auction-time.
Some conversions may cost more than your target and some may cost less, but altogether Google Ads will try to keep your cost per conversion equal to the target CPA you set. These changes in CPA take place because your actual CPA depends on factors outside Google's control, like changes to your website or ads or increased competition in ad auctions. Additionally, your actual conversion rate can be lower or higher than the predicted conversion rate.
For example, if you choose a target CPA of $10, Google Ads will automatically set your bids to try to get you as many conversions at $10 on average. To help improve your performance in every ad auction, this strategy adjusts bids using real-time signals like device, browser, location, time of day, remarketing list, and more.
Create a Target CPA bid strategy
You can create a Target CPA bid strategy for a single campaign (standard strategy) or multiple campaigns (portfolio bid strategy):
Explanations for Target CPA performance
Explanations give you insights into large changes in your Google Ads account performance. If you see a significant fluctuation in performance for a Search campaign or ad group using target CPA strategy, explanations help you quickly find out why it happened.

How to grant access
Sign in to your Google Ads account.
In the upper right corner of your account, click the tools icon Google Ads | tools [Icon], then under "Setup," click Access and security.
Click the plus button .
Select an access level for your invitee, then enter their email address.
Click Send invitation.
After the person accepts your email invitation, you'll receive a notification in your account. If you need to revoke your invitation, click Revoke in the "Actions" column.
How to accept access
You’ll receive a confirmation email if someone invites you to access a Google Ads account. To accept the invitation, click the appropriate link in the email and complete the steps that follow.
Accepting access with an alternate email address
If someone invites you to access a Google Ads account with an email address you have listed as an alternate email address in your Google account, you’ll be able to accept and access Google Ads with either that alternate email address, or the primary email address associated with your Google account.
Keep in mind, when signing in to Google Ads using an alternate email address, you’ll still need to use your Google account password (the password you use to sign in for your primary email address).
Once you accept, in the Google Ads “Access and security” page, you’ll be listed as a user associated with both your alternate email address and primary Google account email address.
How to remove access
Sign in to your Google Ads account.
In the upper right corner of your account, click the tools icon Google Ads | tools [Icon], then under "Setup," click Access and security.
Find the user you want to remove, and in the "Actions" column, click Remove access.
How to edit access level
Sign in to your Google Ads account.

Cost-per-click (CPC): Definition
Cost-per-click (CPC) bidding means that you pay for each click on your ads. For CPC bidding campaigns, you set a maximum cost-per-click bid - or simply "max. CPC" - that's the highest amount that you're willing to pay for a click on your ad (unless you're setting bid adjustments, or using Enhanced CPC).

What Is Google PPC?
PPC is short for pay-per-click advertising, a system that enables you to advertise on Google, getting your message out to a vast audience of people searching for products, services, or information that you can provide.
Google PPC is used by millions of websites and businesses all over the world: It’s a powerful, cost-effective way to raise brand awareness and drive qualified traffic to your site, boosting sales and other conversions.
Why Use Google PPC?
Sometimes people ask, “Why would I pay to appear on Google when I can get my site to show up for free?” The answer is, it’s not as easy to drive “free traffic” as you think.
Google’s algorithms are designed to only reward the highest-quality sites with organic rankings, and it can take a lot of time, effort and cost to achieve organic rankings on the keywords you want to rank for. It’s worth the effort, but don’t you want to be attracting traffic and driving sales in the meantime?
Going the PPC route is often faster, and in addition, gives you more control over the appearance of your listing in the search results. For example, if you’re selling bird houses, you’ll have a real advantage over the competition that is only using SEO if you’re also using PPC.

Should You Optimize Your PPC Campaign for Google Search Partners?
Google Search Partners are included by default in new PPC search campaigns. To get the best results with your campaigns, you should either optimize your ad campaigns to efficiently target these ad placements, or remove them from your PPC campaigns altogether.
Looking at the examples above, you can get a sense of why some digital marketers prefer to remove Google Search Partners from their PPC campaign targeting.
Some of the ad slots offered by Google Search Partners are simply not good (positioned far below the fold, compared to ads on the Google SERPs which are usually at the top of the page), and users conducting searches on websites other than Google may have different search intentions that no longer match the contents of your ad, even when it seems relevant to the Google algorithms.

If you’d like to avoid having your ads displayed on Google Search Partner websites, there are just a few steps you’ll need to take:
Start by signing in to Google Ads
Navigate to the Campaigns tab and choose a campaign that you’d like to edit. If you have no active campaigns, you will need to create a google search campaign.
Once you’ve made your selection, open campaign settings by choosing the “Settings” option on the left sidebar.
You’ll see a list of settings for your campaign, including one that says “Networks”. If Google Search Partners are currently selected for this campaign, the interface should look like this:

How to become a Google Partner

The performance requirement helps ensure that you can effectively set up and optimally run Google Ads campaigns to achieve the greatest results for your clients.
Your Google Partners registered Ads manager account needs to have a minimum optimization score of 70% – you’re in control, with the ability to apply or dismiss recommendations based on your assessment and your clients' goals.

Spend Your Google Partners registered Ads manager account needs to maintain a 90-day ad spend of $10,000 USD across managed accounts.
Certification
Your Google Partners registered Ads manager account needs to have a minimum of 50% of your account strategists certified in Google Ads (capped at 100 users), with at least one certification in each product area with campaign spend of $500 USD or more in 90 days (for example Search, Display, Video, Shopping, or Apps).
Account strategists are employees of your company who manage Google Ads campaigns on behalf of your clients. You can inform us of how many users in your company are account strategists and should be certified based on their day-to-day work by going to the Company details page from your Partners program tab and selecting from the drop-down menu.

Companies need to meet the Partner requirements and be in the top 3% of participating companies within a given country (determined annually) to become a Premier Partner*.
The factors that determine the top 3% include, but are not limited to:
Client growth: Ability for partners to grow their existing clients and acquire new clients, measured by year-over-year ads spend growth and ads spend among first-time Google Ads clients
Client retention: Demonstrated ability to sustain client business, measured by the percentage of clients retained year-over-year
Product diversification: Demonstrated investment in results-focused product mix beyond Search, measured by the percentage of spend in Display, Apps, Video, and Shopping each calendar year
Annual ads spend: Investment in Google Ads or Google Marketing Platform, measured by spend across managed accounts each calendar year

How ad groups work
An ad group contains one or more ads that share similar targets. You set a bid, or price, to be used when an ad group's keywords trigger an ad to appear. This is called a cost-per-click (CPC) bid. You can also set prices for individual keywords within the ad group. Use ad groups to organize your ads by a common theme, such as the types of products or services you want to advertise.
Group ad groups by similar themes
Many advertisers find it helpful to base their ad groups on the sections or categories that appear on their website. For example, let's say you sell desserts, beverages, and snacks on your website.
For example, in the table below, each ad group contains a keyword list focusing on a product you'd sell. The keyword list in each ad group tells our system to show ads for these products only on websites related to them.

About ad group status

Ad Group Structure
This structure means that status changes at the campaign level will affect the statuses of the ad groups, ads, and keywords within it. A status change at the ad group level will affect the ads and keywords contained within it, and so on.
For example, if you pause your campaign, the ad groups within that campaign will inherit the same paused status (as will the ads and keywords). However, if you pause an individual ad group in a campaign containing multiple ad groups, that one ad group will be paused (along with the ads and keywords it contains), while the remaining ad groups, ads, and keywords in the campaign will stay enabled.

About Enhanced CPC (ECPC)
Enhanced cost-per-click (ECPC) helps you get more conversions from manual bidding. ECPC works by automatically adjusting your manual bids for clicks that seem more or less likely to lead to a sale or conversion on your website. Unlike Target CPA and Target ROAS Smart Bidding, which automatically set bids based on your cost per conversion and return-on-ad-spend targets, ECPC will try to keep your average CPC below the max CPC you set (including bid adjustments) when optimizing for conversions.
For Search, Display, and Hotel campaigns, ECPC helps increase conversions while trying to keep your cost-per-conversion the same as you would get with manual bidding. For Shopping campaigns, ECPC helps increase conversions while trying to maintain the same overall spend. You can also set ECPC to optimize for conversion value, allowing you to prioritize high-value conversions and properly value different conversion actions. Optimizing for conversion value with ECPC is available for Search and Shopping campaigns. In this article, we’ll explain how ECPC works and how it can help you get more value for your ad budget.
Before you begin
To use Enhanced CPC with Search, Shopping, or Hotel campaigns, you’ll need to set up conversion tracking. You don’t need conversion tracking to use ECPC with Display campaigns, but conversions will help you learn whether your ads are effective.
How conversion tracking works with ECPC
The Google Ads system looks for patterns of clicks and conversions and compares them to your past results. If certain locations lead to more sales, for instance, it will know. You'll get optimal performance if you use conversion tracking with ECPC.
Make sure to review your conversion counting method for each conversion action to ensure it matches your goals. If you're tracking leads (such as sign-ups), you probably only want to count one conversion per ad click. If you're tracking sales, you probably want to count every conversion.

How ECPC works
Available as an optional feature with Manual CPC bidding, ECPC is a form of Smart Bidding that uses a wide range of auction-time signals such as browser, location, and time of day to tailor bids to the unique context of each search, but not to the full extent of other Smart Bidding strategies, such as Target CPA and Target ROAS.
ECPC looks for ad auctions that are more likely to lead to conversions, and then raises your max CPC bid (after applying any bid adjustments you've set) to compete harder for those clicks. If a click seems less likely to convert, Google Ads will lower your bid. ECPC will try to keep your average CPC below the max CPC you set (including bid adjustments), but may exceed your max CPC for short periods of time.
Example
Suppose you sell shoes both on your site and at a physical location, you’ve set your max CPC to $1 USD, and you have ECPC bidding turned on. If you set the value of store visit conversions to be higher than visits to your website, and Google Ads finds an auction that looks likely to lead someone to a store visit, it might set your bid to $1.70 USD for that auction. If another auction looks likely to lead to a website visit instead of a store visit, ECPC might lower your bid to $0.30 USD for that auction.

How ad groups work
An ad group contains one or more ads that share similar targets. You set a bid, or price, to be used when an ad group's keywords trigger an ad to appear. This is called a cost-per-click (CPC) bid. You can also set prices for individual keywords within the ad group. Use ad groups to organize your ads by a common theme, such as the types of products or services you want to advertise.
Group ad groups by similar themes
Many advertisers find it helpful to base their ad groups on the sections or categories that appear on their website. For example, let's say you sell desserts, beverages, and snacks on your website.
For example, in the table below, each ad group contains a keyword list focusing on a product you'd sell. The keyword list in each ad group tells our system to show ads for these products only on websites related to them.

This structure means that status changes at the campaign level will affect the statuses of the ad groups, ads, and keywords within it. A status change at the ad group level will affect the ads and keywords contained within it, and so on.
For example, if you pause your campaign, the ad groups within that campaign will inherit the same paused status (as will the ads and keywords). However, if you pause an individual ad group in a campaign containing multiple ad groups, that one ad group will be paused (along with the ads and keywords it contains), while the remaining ad groups, ads, and keywords in the campaign will stay enabled.
