On December 7, 2022, at approximately 9:05 AM, I was stationary on State Highway 7 at the intersection of State Highway 376 when I saw a red Chevrolet S10 pickup pass me with an illegible license plate. With blue lights and siren activated, I attempted to make a traffic stop on the suspect vehicle near the Coca-Cola Plant.
The suspect vehicle then made a left turn onto Lakewood Road at a slow rate of speed. After completing the turn, the suspect vehicle sped up and passed two vehicles in a no-passing zone at a high rate of speed. At this time, I realized the suspect vehicle was not going to stop, so I notified Troop F Communications that I was in pursuit. The suspect vehicle turned left onto State Highway 387 and continued to Ouachita County Road 47, traveling southbound. Once on Ouachita County Road 47, the suspect vehicle began to travel at a high rate of speed while crossing the center line several times. As the suspect vehicle was negotiating some curves in the roadway, it traveled into the oncoming lane, nearly missing other vehicles. The suspect vehicle also attempted to cause me to strike it in the rear by abruptly stopping on three occasions. After traveling approximately 6 miles on Ouachita County Road 47, the suspect vehicle turned left onto Ouachita County Road 2 and immediately turned left onto Ouachita County Road 53. The suspect vehicle then traveled northbound on Ouachita County Road 53 for approximately 1.5 miles before I performed a Precision Immobilization Technique (P.I.T.), which caused the suspect vehicle to come to a stop. After the suspect vehicle stopped, I performed a felony takedown, and the driver was taken into custody without further incident.After taking the driver of the suspect vehicle (Justin Walters) into custody, I conducted a search of his vehicle. As I approached the suspect's vehicle, I located a clear baggie with a small amount of a crystalline substance, which I believed to be methamphetamine, on the ground where Walters was taken into custody. Inside the vehicle, I located an opened can of beer wedged between the driver's seat and the center console. I also located a used syringe in the driver's side door and a transparent pipe with marijuana residue inside the center console. I also located some loose marijuana in the driver's seat, a silver spoon with a crystalline substance melted onto it in the passenger's side floorboard, and a plastic container with two used syringes in the pickup bed. I transported Walters to the Ouachita County Detention Center and charged him with the following: Possession of a Controlled Substance Sch. I,II (2 grams), Possession of a Controlled Substance Sch. VI (4ounces), Possession of Drug Paraphernalia felony, Possession of an Instrument of Crime, Open Container of Alcohol in a Motor Vehicle, Drinking on the Highway, Reckless Driving 1st, Driving on Suspended Driver's License, No Liability Insurance, Improper Passing, Improper Display, and Felony Bench Warrant for Probation Violation. The suspected methamphetamine, with a street value of $40.00, was seized and stored as evidence in the Troop F Evidence Locker, with property control number (2022120711483F-1). The approximately 1.7 grams of marijuana, with a street value of $15.00, was seized and stored as evidence in the Troop F Evidence Locker, with property control number (2022120711483F-2) . The clear pipe, silver spoon with suspected methamphetamine residue, and three used syringes with a street value of $20.00 were seized and stored as evidence in the Troop F Evidence Locker, with property control number (2022120711483F-3).
