Stuttgart AR PD Officer Brooks BWC 11.07.23 Assisting Officer Henley With Female
On 11/7/23, at 0748 am, I responded to Ptl. Henley's call at 610 West Jefferson Street. Ptl Henley was already on scene, but had asked for back up due to an irate female that had completely trashed a male subjects house. Upon arrival I spoke with John Amos, the tenant, and Alonzo McCastle, the landlord, about what was going on. Amos advised that he attempted to be nice and let a female, Alice Godfrey, stay with him for the night and when he asked her to leave she became irate. Godfrey flipped over chairs, t.v.'s, broke a window, and much more. Godfrey also attempted to hit Amos with a vacuum cleaner and did hit McCastle with some type foam board. Both gentleman stated that they were scared to get close to her due to possible injury. At this time I entered the home and found Ptl. Henley with Godfrey near the rear of the house. She appeared to be very incoherent and possibly had used some type of illegal substance. At this time I advised our dispatchers to call an ambulance to my location and placed Godfrey under arrest for:
Assault 2nd degree x2
Criminal Mischief 1st degree x2
Criminal Trespass
Godfrey was transported to Baptist Health ER in the ambulance and received care to ensure her safety before being
transported to ACDC by Ptl. Henley.

Arkansas State Police Trooper Caviness Chases Mail Theft Suspect Along With Secert Service 10/01/23
On 10/1/2023, during a joint operation with the U.S. Postal Service, U.S. Secret Service, and Little Rock Police Department, I was notified that a suspicious black Pontiac passenger car had stopped near a U.S. Post Office to possibly break into a drop box. The special agents then informed me that the operator, later identified as Christopher Sheard, exited the vehicle and unlawfully gained access to a post office drop box, taking the contents inside. Special Agents then followed behind the suspect vehicle, relaying their location periodically. I then began patrolling near the area, deciding to park in a parking lot at the intersection of Rodney Parham Road and Breckenridge Drive.
A short time later, I observed the vehicle traveling north on Breckenridge Drive, followed by two unmarked law enforcement vehicles. I confirmed with the federal agents that the vehicle being followed was the one they observed breaking and entering into the drop box. The special agents confirmed the vehicle, and I turned onto Breckenridge Drive behind the suspect vehicle, initiating my emergency lights to conduct a traffic stop as the suspect vehicle turned into the McDonald's parking lot. Sheard continued driving the suspect vehicle through the parking lot, failing to slow, so I initiated my siren. It then became apparent that Sheard was refusing to stop, and I initiated a pursuit. Sheard exited the parking lot onto Rodney Parham Road before turning onto Interstate 430 North.
I followed behind the suspect vehicle as it traveled on Interstate 430 north on-ramp when I observed a bag, later discovered to contain mail recently taken from the post office drop box, thrown from the driver's window. The suspect vehicle then merged onto the Interstate as I caught up to the vehicle to attempt a Tactical Vehicle Intervention (TVI). As I positioned my patrol vehicle alongside the suspect vehicle, Sheard applied his brakes, causing the suspect vehicle to slow to avoid the TVI. I was able to slow along with the suspect vehicle, keeping the vehicle in front of my patrol vehicle. With clear traffic conditions, I positioned my patrol vehicle to conduct a TVI. Sheard again attempted to bake; however, I was able to match the initial slowing of the suspect vehicle, turning my patrol vehicle into it and successfully conducting a TVI. The suspect vehicle spun in front of my patrol unit and performed a full 360-degree turn into the left travel lane of Interstate 430 North. I then positioned my patrol vehicle's front bumper against the right rear tire of the suspect vehicle, preventing Mr. Sheard from continuing to flee. With the suspect vehicle stopped, I initiated a felony takedown of the vehicle with the assistance of other Troopers and Federal Agents. Mr. Sheard and his passenger Kenneth Golden were taken into custody without further incident. With Sheard in custody, I searched his person, discovering a large bundle of cash and marijuana in his pockets, which I turned over to the Little Rock Police Department. An inventory was then conducted of the suspect vehicle, with all evidence being collected by the Little Rock Police Department. Sheard and Golden were transported from the scene to the Pulaski County Detention Center, where they were booked on their charges. I, Officer Mayhorn was dispatched to the Southside Baptist Church for a welfare check. Was stated that there were two subjects, one on the ground and one passed out in the vehicle. I approached the vehicle, Jeffery Oxner was on the ground on his hands and knees.I asked if they were alright, April Oxner, was in the driver seat, then woke up and stated that she was too drunk and pulled over. She then took the keys from the ignition and put them in the console. The vehicle was in the grass in front of the church well off of the road.I approached the drivers side of the vehicle. I opened the driver door and asked Ms. Oxner to step out. She was unable to stand and wanted to sit down. I attempted to look for her ID, there was a smell of intoxicants from Ms. Oxner. I picked Ms. Oxner up and detained Ms. Oxner and placed her in my patrol unit. I went back to the passenger side of the vehicle where Mr. Oxner was, he was vomiting and was dizzy and could not stand. Sgt Jackson and Cpl Stewert arrived on scene and Sgt Jackson requested an ambulance for Mr. Oxner. Sgt Jackson and myself searched the vehicle and found three open containers of alcohol. There was an ice chest behind the passenger seat that contained alcohol. Mr. Oxner stated that the open containers were his. Once the ambulance arrived to transport Mr. Oxner to the hospital, I read Ms. Oxner her rights and placed her under arrest on suspicion of driving while intoxicated. Cpl Stewert went to the hospital with Mr. Oxner. I brought Ms. Oxner to the police station to start observations. Sgt Jackson administered the PBT, Ms Oxner's BAC was at 0.128%. Sgt Jackson performed the SFST on Ms. Oxner. Sgt. Jackson started with the Vertical Gaze Nystagmus, Ms. Oxner moved her head as well after given instruction to only move her eyes. The Vertical Gaze Nystagmus was evident in both eyes. Sgt Jackson then asked Ms. Oxner to stand on one leg and count until told to stop. Ms Oxner raides her right foot and quickly put it back down to catch her balance. Ms. Oxner tried again, counted to 4, then lost her balance. Ms. Oxner then stated that she could not perform the task. Sgt Jackson then asked Ms. Oxner to perform a heel to toe, In demonstration Ms. Oxner attempted to start the heel to toe portion of SFST. Sgt Jackson had to remind April Oxner not to start until told to do so. After Sgt Jackson completed demonstration, Ms Oxner attempted the heel to toe portion. Ms. Oxner took 5 steps, which she did not perform as shown, and stated she could not complete the task.

Stuttgart AR PD Officer Brooks BWC 09/29/23 Chases Fleeing Absconder
On 9/29/23, we received a phone call stating that they had eyes on the absconder, Tamarcus Moore. Moore was at Kwik Mart on Park Ave. and an officer verified that he entered the vehicle with Karra Martin. With the visual conformation from Ptl. Foster, I made a traffic stop on the vehicle. As soon as the vehicle came to a stop Moore attempted to jump out and run. With the foot pursuit in motion I caught up with Moore and performed a felony take down. Once Ptl. Foster arrived on scene he handcuffed the absconder. Moore was then transported to Stuttgart Police Department, then to ACDC. BWC A4 was used during this encounter.

Hampton AR PD Officer Davis BWC 07/14/23
On July 14, 2023 at approximately 2216 hours, I Officer Dakota Davis with the Hampton Police Department was advised by a civilian of a white female in a blue colored Mazda car at the car wash on North Lee Street near Main Street who was acting strange and talking to herself. I went to the car wash for a welfare check on the female. Upon my arrival I observed a blue Mazda passenger car bearing Missouri license plate (EJ9P6J). I made contact with the driver of the vehicle who was identified as Kacie Morgan Smith. While she was speaking and looking at me, I observed her eyes to be glazed over and watery. I also observed her speech to be slurred and inconsistent. I then asked her if she was under the influence of any type of narcotic or alcohol, She stated she wasn't, however she got defensive and started fumbling with her center console. I then asked her if she would complete some Standardized Field Sobriety Tests. Smith Refused any tests. She then got out of her car and was being paranoid about every move I made. She asked if she could leave and I advised her no due to it being a lawful detainment. She then stated she could leave and stated walking back to her car. I grabbed her arm at this time and placed her into cuffs. At this time she was not under arrest. I then tried to get her to agree to the tests once again, however she became irritated and got loud. She was then placed under arrest. Upon an search of Smiths immediate area where she was sitting in the car, and I located a small plastic baggy containing 0.7 grams of a crystal like substance consistent to meth in the center console of the vehicle. Smiths vehicle was turned over to action towing, Smith was transported to Calhoun County Sheriffs Office to await First Appearance. The meth was logged as evidence. Photos were taken.
