I was sitting stationary in an abandoned lot just off Hillsboro Street when I saw the driver of a Blue Dodge Caravan not wearing his seatbelt. I activated my blue lights and attempted to stop the vehicle on Hillsboro Street at Petroleum Street. The suspect vehicle made a right turn onto Petroleum Street at a slow rate of speed as if it was going to stop. After making the right turn onto Petroleum Street, the suspect vehicle came to a brief stop as the driver waved his arms. I released my seatbelt and began to exit my unit. As I was exiting my unit, the suspect vehicle fled the area. I then closed my door, re-fastened my seatbelt, and advised Troop F Communications I was in pursuit.
The suspect vehicle turned left onto Graves Circle, left onto Miles Street, and left onto Louise Avenue. The suspect vehicle traveled a short distance on Louis Avenue before making a right turn onto Hillsboro Street, a left turn onto Ramsey Street, a left turn onto First Street, and a left turn back onto Petroleum Street. As we approached the intersection of Petroleum Street and Hillsboro Street, I saw the driver (Larry Lockett) throw an open can of beer out the driver's side window.
The suspect vehicle turned right onto Hillsboro Street and passed another vehicle in a no-passing zone. The suspect vehicle continued on Hillsboro Street, reaching speeds up to 72 miles per hour. The suspect vehicle then turned right onto Nelson Avenue, left onto Cook Street, and right onto Hawthorne Avenue. The suspect vehicle continued on Hawthorne Avenue a short distance and turned right onto Barnes Street, left onto East Avenue, right onto Lincoln Street, left onto Texas Avenue, and right onto Spring Street. As the suspect vehicle began a right turn onto Texas Avenue, I performed a P.I.T. (Precision Immobilization Technique), forcing it to rotate clockwise and come to a stop with its front bumper touching the Abundant Liberty Ministries Church. There was no damage to the building.
When the suspect vehicle came to a stop, Lockett exited his vehicle, and I performed a felony takedown. I held Lockett at gunpoint until Trooper First Class Jimmy Plyler arrived on the scene and placed Lockett in handcuffs. Lockett was taken into custody and transported to the Union County Detention Center without incident.
Lockett was charged with the following: No Seatbelt, Fleeing, Left of Center, Failing to Obey Stop Sign, Littering, Drinking on the Highway, Open Container in a Motorized Vehicle, and Driving on a Suspended Driver's License.
