On May 15, 2022 at approximately 3:50 PM, I was traveling north on United States Highway 425.
I just entered the section of highway where there is a passing lane. I observed approximately five vehicles approaching me and
observed a small white passenger car passing all these vehicles. I locked the vehicle with my forward moving radar traveling 97
miles per hour in a 55 mile per hour zone. I turned around on this vehicle to perform a traffic stop.
The suspect vehicle made a right turn on a gravel road, which is Ashley Road 79. I then made a right turn onto Ashley Road 79,
contacted Troop-F Dispatch and advised that I was in pursuit of this vehicle and gave my location. The gravel road was very
dusty. I slowed my speed and continued to follow the dust trail for a short distance and came upon the suspect vehicle at the
dead end of Ashley Road 79.
The suspect vehicle had turned around and was about to leave as I pulled in front of it. I exited my patrol vehicle, stood by my
driver’s door, drew my service weapon and gave commands for the driver to show me his hands and exit the vehicle slowly.
The driver complied and I then ordered the front seat passenger to do the same thing. The front seat passenger complied as
well. The front seat passenger advised me that there was a passenger in the back seat. The back seat passenger was ordered
to exit the vehicle slowly, showing me his hands. This passenger did comply with my orders.
The driver who was identified as Charlie Lytle was placed in handcuffs without incident and placed in the back seat of my patrol
vehicle. The front seat passenger who was identified as Randall Glen Carpenter JR. was placed in handcuffs without incident.
Corporal Lagarian Cross arrived on scene shortly afterwards and took the minor passenger into custody without incident.
Trooper Ross Allen also later arrived on scene. Ashley County Deputy OJ McCray arrived on scene and transported the two
passengers to the Ashley County Sheriff’s Department. I transported Mr. Lytle to the Ashley County Jail. Mr. Lytle was
processed in and charged with speeding-more than 15 MPH over the limit 27-50-302, no seatbelt 27-37-702, fail to display
vehicle registration 27-14-714, endangering the welfare of a minor 5-27-205, reckless driving 27-50-302, and fleeing 5-54-125.
Mr. Lytle is being held for a first appearance on these charges. This report will be forwarded to the prosecuting attorney’s office
for review.
The Minor child was released to his father.
I also contacted the Arkansas State Police Child Abuse Hotline in this matter and was given referral number 2148425
