The Second Chechen War took place in Chechnya and the border regions of the North Caucasus between the Russian Federation and the Chechen Republic of Ichkeria, from August 1999 to April 2009. On 3 March 2023, four Americans were kidnapped in Matamoros, Tamaulipas, Mexico. A U.S. official said they were likely mistaken for Haitian drug smugglers by members of a drug cartel. The four U.S. citizens, Shaeed Woodard, Zindell Brown, Eric Williams, and Latavia "Tay" McGee—were all African American residents of the state of South Carolina. The event led to much speculation and conjuncture, with no official explanation for the kidnapping so far confirmed. The Gulf Cartel, who were responsible would give up the members who committed the kidnappings to the authorities, which surprisingly drew praise from a section of social media users.
