The Ingraham Angle | Fox News | March 8, 2023 If you disliked the way you and our country were treated in response to the COVID pandemic, you are going to hate what those who perpetrated the mask, lockdown and vaccine mandates intend to do to us next. The World Health Organization (WHO), led by its Director-General Dr. Tedros Ghebreyesus, the Chinese Communist Party that controls them, and the Biden administration are negotiating agreements that would allow Tedros to dictate public health policy in the United States and globally. The WHO would accomplish this via one or both of two instruments that would oblige the U.S. and other parties to the WHO to submit to whatever the organization’s Director-General deems to be an actual or prospective “Public Health Emergency of International Concern” (PHEIC). Ditto whatever he determines is the appropriate response. Such PHEICs can include perceived emergencies other than pandemics, perhaps including: gun violence; insufficient abortion services; excess use of fossil fuels; inadequate accommodations for illegal aliens, climate change or even “crises” involving plants or animals. The two instruments are: a) transformative amendments to the International Health Regulations: and b) an entirely new agreement governing “pandemic prevention, preparedness and response." The former is expected to be approved in late May; the latter may be, as well. Both accords are predicated on the global adoption of digital health cards or “vaccine passports.” These will not only contain private health data. enable surveillance, tracking and control of individuals and populations worldwide. That is especially so when they are coupled with Central Bank Digital Currencies that can deny the unvaccinated or otherwise non-compliant access to, or use of, their money. Both instruments cannot be fixed as they inherently violate our Constitution and rights. Unless the United States withdraws from the WHO, we will be bound by whatever a majority of its members agree upon, to the detriment of our national sovereignty and personal freedoms. After Tedros and the World Health Organization’s catastrophic mishandling of the COVID-19 pandemic, it is utterly unacceptable to give them any additional, let alone totalitarian, control of our public health. The threat to our country, personal wellbeing and freedoms posed by a WHO that will be able to translate its new, unchecked authority without accountability into the opportunity to dictate Americans’ personal health care demands immediate action by the Congress. Legislators must use the leverage arising from the Biden administration’s insistence on raising the Debt Ceiling to compel the President to withdraw from the WHO now. There must be no further negotiations on adding to our national debt until the President has formally notified the World Health Organization that we will not: be a member; provide $450 million per year of U.S. taxpayers’ funds to pay for its operations; or be subjected to its amended health regulations and/or new pandemic accord. Over the past two weeks, U.S. and other members of the World Health Organization (WHO) have been negotiating on ways to give sweeping new powers to the WHO’s Director-General, Dr. Tedros Ghebreyesus. Through material changes to existing international health regulations and/or a new pandemic accord, Dr. Tedros would be able to declare actual or potential “public health emergencies of international concern” in any country on the basis of privately supplied information and without the agreement of the nation(s) affected. Worse yet, he can unilaterally dictate what must be done in response. The idea of granting the WHO and its leadership such potentially fraught authorities is all the more problematic in light of their imperious, and actually malfeasant, conduct at the direction of the Chinese Communist Party in the course of the COVID-19 pandemic. But, with the active collusion of the Biden administration in what would amount to an unprecedented surrender of U.S. sovereignty, the approval of one or both of these agreements is likely – all other things being equal – to happen when the World Health Assembly meets in May 2023. The new WHO authorities would become provisionally binding on member states, irrespective of whether not they ultimately endorse them (i.e., in the case of the United States, through Senate ratification or other form of congressional approval). Especially troubling is the convergence of these initiatives with measures promoted by the WHO to institute global digital identity cards to document and monitor vaccination status and other medical conditions. When combined with the proliferating introduction of central bank digital currencies (CBDCs), these “smart” IDs would facilitate efforts to monitor, control and enforce the WHO’s diktats, and punish those who defy them. We've been talking here about the digital gulag, about how social control and surveillance can combine with the central bank digital currency to trap us. But the thing is that this trap is coming down on us imminently, not in a matter of years, but in a matter of months, unless we do something about it. So specifically last [00:00:30] week, the World Health Organization, one of the working groups, was meeting all week long about international health regulations, amendments, and they will no doubt be coming out with a report on that to be voted on as early as this coming May. And this week as we speak, another working group is meeting in Geneva to finalize and move forward. The while, they call it a pandemic agreement or accord or instrument. [00:01:00] What it is, is it's a treaty. Both of these are treaties because they affect national sovereignty. But the W.H.O. refuses to call them a treaty because they don't want it to have to go through our treaty process. So both of these instruments could come up for an actual vote as early as this May. And they have they they have extreme dangers to our freedom. But what I just learned about on Friday through Dr. Francis Boyle, we pre-recorded [00:01:30] his his presentation at this webinar, so you'll be hearing more from him. But there is a third instrument that was secret, that was hidden that he discovered. And what it is, is it is the International Pandemic Preparedness Act that was that was buried in the National Defense Authorization Act. Reggie Littlejohn: [00:01:54] The National Defense Authorization Act passed and was signed into law by Biden in [00:02:00] December of 2022 is 1772 pages long. I wonder how many congressional representatives actually read through this thing. But on page 950 is the International Pandemic Preparedness Act. And according to Dr. Boyle, who is an expert on international treaties, there is a provision I don't have time to read you the whole thing, but the provision that he says can be used [00:02:30] to compel to say that all decisions of the World Health Organization are pre approved by the United States Congress. So whatever is passed with the amendments, whatever is passed by the pandemic accord, really a treaty that there are pre approved, it won't have to go through the Senate. I don't think this is constitutional. I don't think that you can just pass an act like this in the middle of the night under pressure that almost no one has read that that [00:03:00] subversive Senate treaty process. I'd like to file a lawsuit about that. But you know what? It doesn't matter whether it's unconstitutional. If you have globalists who are running the show who are going to ram it through anyway, and if you don't have the political will on the on the part of the people that's you and me to raise the awareness of this and to say this is unacceptable, it can't happen. So that's why we're here to to try to sound the alarm so people will take action. Reggie Littlejohn: [00:03:27] Now, I want to go through some of [00:03:30] the provisions that are most concerning in these in these two instruments, the international health regulations. Okay, let's start with that one. The proposed amendment, the word non binding, has been stricken in several places with the obvious intent that these would be binding in the past and the current set of regulations. It has to be an actual pandemic to for the World Health Organization to to intervene. Now [00:04:00] it has to be any any any potential public health risk. Also really important language restricting this. This language comes from the Universal Declaration of Human Rights. And it was stricken and it was the implementation of these regulations shall be with the full respect for the dignity, human rights and fundamental freedoms of persons. Why was that stricken? Now the zero draft of the new agreement. I'm just [00:04:30] going to call it a treaty because it's easier. But they don't call it a treaty because they want to subvert the treaty process again. Word went out that this is not anything really to worry about. It's not going to pass because it's a treaty. It's not called a treaty. They're not treating it as a treaty. It could pass. And there's a lot of problems with it. For example, global global surveillance. On page 24 of this treaty, it advises that the, quote, The parties shall the parties [00:05:00] commit to strengthen multisectoral coordinated, interoperable, integrated one health surveillance. So what would that look like to me? What it looks like. Reggie Littlejohn: [00:05:14] And the World Health Organization has already hired Deutsche Telekom to create international, interoperable, operable vaccine passports, which can give rise to the China social credit system to be used to surveil [00:05:30] us in every aspect of our lives. So if these are combined with a central bank, digital currency and they are connected to our credit cards and bank accounts, then if we do things like meeting a panelist in this webinar saying things that are counter-narrative, they could just cut us off from our credit cards and our and our bank accounts and we'll have no money. Another thing that's in this pandemic treaty accord, whatever is censorship [00:06:00] of dissenting views. It states that, quote, The party shall increase, commit to increase pandemic literacy in the population and tackle false, misleading, misinformation or disinformation. Each party is encouraged to conduct regular social listening. Does that sound like serving families or spying social listening and analysis to identify the prevalence and profiles of misinformation? I guess I would qualify as a profile in misinformation as well as some of the other people [00:06:30] here. But anyway, which contribute to design communications and messaging strategies for the public to counteract misinformation, disinformation and false news, thereby strengthening public trust. This is very strong language that that this new agreement, if it is passed, it's going to establish a worldwide disinformation governance board. Big Brother Absolutely surveilling you and stalking you through the W.H.O.. Another [00:07:00] part of it is the one health approach. I'm not going to I don't think I have time to read everything. Reggie Littlejohn: [00:07:06] Well, I'll just say here, the one health approach provides, quote, The parties will identify and integrate into relevant pandemic prevention and preparedness plans, interventions that address the drivers of the emergence and re-emergence of disease at the human animal environment interface, including but not limited to climate change, land use change, wildlife, trade, [00:07:30] desert desert, desertification and antimicrobial resistance. So what they're saying basically is this agreement will not just deal with human health, it'll deal with animal health, plant health, the environment. Basically, the World Health Organization is saying that they can intervene in any aspect of life on earth. And another aspect of this is that the language that requires the agreement [00:08:00] of the country. Has been stricken. So the World Health Organization could decide if we have something going on in the United States, They could decide, well, we're just going to intervene even if we don't want them to. This is what we're talking about in terms of the loss of national sovereignty and the loss of personal sovereignty. Because if this happens, then. Tedros Ghebreyesus, the director general of the World Health Organization, will have the power to say how we're going to handle the pandemic and we're going to have to follow it. [00:08:30] So he could say we need to have forced vaccines, forced detentions, anything he wants. So the time to act is now. We have to counter this because once these things are passed, it's going to be too late. Thank you.

It's been obvious to me since about April 2020. That what was going on, these cells, which hadn't yet fully understand, had as its logical endpoint totalitarian control of of everyone [00:00:30] on the planet using digital techniques. And I'm afraid I believed then. And I believe even more firmly now that it's not just Big Brother in control that we face, it's extinction. And I'm going to describe why I am so sure about that. I'm getting up to three figures of interviews I've given, and it's immensely frustrating because as I gather [00:01:00] knowledge, I grow more and more certain of some of the things I'm going to tell you. And they ought to be such that a reasonable person, having heard them, you either got to decide that despite my years of experience and the fact that I've gained nothing from speaking out, I'm either mad or what I'm telling you is pretty, right? Pretty well, right. It's the latter. Obviously. I don't think I've gone crazy and I've received not a penny of compensation. [00:01:30] I haven't thought it nor accepted anything, so I'll cut to the chase then. So before we get into the vaccines, it's actually really rather important to go back to the big picture. I've got a rhetorical question for you. How many times what's the right number of times would you think it appropriate for the public health people in your country and the leading politicians in your country to get on the TV and lie to you in your face? [00:02:00] What's the right number of times if it's in relation to health matters that could affect your health, your family's health, or your life? How many times? The answer is zero, isn't it? Am I make mistakes? But if they deliberately tell you things that they know are not true and can affect your health and life, I think you should disregard everything they say thereafter. Dr. Michael Yeadon: [00:02:22] What I'm going to tell you is the authorities in every country have said I've done nothing but [00:02:30] lie to your face since the beginning of 2020 in relation to this alleged pandemic. So they told us, for example, that the threat to the population's health was very severe, and it was on that basis that you were going to have to do all sorts of ridiculous things like locking down and getting mass tested. Well, as the reality has come out a few months ago and check the data, the lethality of this alleged virus is about the same [00:03:00] as influenza. So straight away the entire. Apparatus falls away at the first question, which is are we under a severe threat? The answer is no. They knew we weren't under a severe threat. Right. Dr. Michael Yeadon: [00:03:18] I could spend hours talking about this, but they lied about population health threats, severity. They knew it wasn't severe and they persisted in pretending it was. But the data well accepted now [00:03:30] is that it wasn't. And then they insisted on a whole panoply of medical countermeasures, really non-pharmaceutical interventions. So they made you wear masks? I knew long before COVID that masks are splash guards. They don't filter your air. They cannot possibly filter alleged viruses in your breath. They're splash guards. Look at the way the air goes around the side. That's a second line, isn't it? Don't really believe that these masks filter little infective [00:04:00] organisms in your breath. I hope you don't. It's ludicrous. Filthy thing across your face all day. They lied and said that when ill people turn up at hospital, if they have COVID selectively, if they have COVID, we're not going to treat them. No early treatments are possible. No treatments are allowed. And they made them go home until they were blue, literally. And then when they came back, they reflexively murdered in hospital. That's another lie. They made you lockdown or unless you're an essential worker. [00:04:30] And then you could go backwards and forwards and serve them, making sandwiches or packing food in food plants. And you may have all the loads of places serving in supermarkets. Did you know that the amount of illness in food packing plants and in supermarkets was not any greater than anywhere else in the community? What that tells you is and that was fairly obvious and you know, when I was telling you this, it's true. Dr. Michael Yeadon: [00:04:59] What that tells [00:05:00] you is the whole idea of lockdowns was just to separate you. It made no difference whatsoever for the spread of this alleged viral pathogen. We we knew that beforehand. It was proven in numerous peer reviewed journal articles by the summer of 2020. And yet, goddamn it, they locked us down again. Christmas 2020. So I've just proved to you that your authorities lied in your face repeatedly, and they're still lying in your face. [00:05:30] This whole thing is a multi year plan designed to accomplish what it's accomplishing, which is to smash civil society, to wreck the economy, and to introduce digital various digital controls, not least of which is that war criminal Tony Blair's repeated call for digital ID and as other people on this call will point out, if you've got a digital ID [00:06:00] that you have to present before you enter or leave a premises, remember, every permit could be regulated in that way easily just by putting a camera and a lock on it, including your front door. Don't think they're going to allow you to move freely around and stop you getting on planes. They could stop you moving into a shop, out of a shop, or even out of your own house. Dr. Michael Yeadon: [00:06:22] It's just limited by cameras and electronic locks on the door. It's that easy. And so you [00:06:30] don't need a digital ID. You've lived a whole life without a digital ID. Your life is not your safety does not require it whatsoever. So if I achieve nothing else by this, call this conversation. When they say, Oh, you've got to register if you're digital, I must say, no, I'm going to say no even if I am thereby financially excluded. If you if you accept this, you are in the first stages of the same funnel that cattle go [00:07:00] down or at the end they're in the crush cage waiting the stun bullet. That's this is the beginning of it. So please say no, because there's no escape from the totalitarian control that digital ID regulates. Your access to. Every space into every transaction will will grant whoever owns the database and controls the algorithm controls you. They will abolish cash, introduce central bank [00:07:30] digital currencies as readily described, and you will not be able to transact at all. So I think I've persuaded you that they lied about the the pandemic. I personally don't think was any pandemic at all. And had they not had the panoply of mass testing and the terror of 24/7 network TV, I don't think anyone would have noticed anything. The people who were ill were suffering from the normal illnesses, amplified [00:08:00] tremendously by the stress and fear that was being pumped out of their televisions. Dr. Michael Yeadon: [00:08:05] Fear is one of the biggest inhibitors of human immune system. It makes you ill. And that's what they did. They lied to you. And what all that happened is they amplified all the normal illnesses and then they treated people badly, effectively murdering them. But here's the worst part. Now, they had us believing that there was this pathogen floating around and you had to be vaccinated. [00:08:30] Well, let me just point out a couple of little fact. Lits vaccination could never have been a successful or appropriate response to a respiratory viral pathogen. And it's not going to be the next time because there's going to be a next time you're going to do this again. That's why I'm speaking, right? I mean, everything's happening like I just retired to my shed. They're going to do this again. The reason that these vaccines could not work is, again today injected them into you [00:09:00] and they create immune response if they work in your blood compartment. But the pathogen has gone in your nose and lungs. It's in a different part of your body. And they do not meet. The immune reaction from the injected vaccine plays no role whatsoever in protecting you from infection from an airborne pathogen. So I knew that they knew that all the players who've been lying to you knew what I just told you could not work. Dr. Michael Yeadon: [00:09:28] Flu vaccines, I'm afraid, don't [00:09:30] work really either for the same reason. And they've lied and sold them into your communities for decades. I didn't know that until the last three years. But they don't work. They could never have worked. Early treatment would have been the right thing to do, and it would all have been over. Then, of course, we've got the magic warp speed development. I mean, do you really think they managed to develop in parallel all the things they would have normally taken seven, ten, [00:10:00] 12 years to do and they managed to do it in less than a year. No, they didn't. It's literally impossible for them to have done. And I knew that I'd be pretty terrified in the middle of 2020 when I finally idly had a look at what they're actually doing. And I'm going to talk to you about about that. So and I as soon as I realized what they were doing, I knew they were going to coerce it into everyone, even though they said, oh, we'll give it to the vulnerable, the elders. So I have been made infamous by this phrase I'm going to give you. I'm [00:10:30] off. Aren't these vaccines that we know of harms people? Were they toxic by accident? Or, as I put it, toxic by design. Now, I've spent I spent 32 years in biopharma research. Dr. Michael Yeadon: [00:10:45] I was a VP in Pfizer, head of worldwide research for respiratory. Ten years in biotech. And I ran my own biotech, which we sold to Novartis, which was then the biggest drug company in the world. So I'm not stupid. [00:11:00] I know what I'm doing. So when I tell you that having spent all those years in R&D, we worked on something called rational drug design, when you're trying to bring about effects, you don't just randomly gather a handful of nuts and bolts, as it were, from the molecular toolkit and hope they work. You're actually trying to ask, Where do I want the medicine to be? How long should it last? Should it go everywhere? What kind of concentrations do I want in order to bring about an effect and to do so safely? [00:11:30] So when I looked at the design of these so-called vaccines, I found at least three things that I can describe quickly to you, that if you accept what I tell you, you can no longer believe that these are toxic accidentally. That is, they were designed to injure, to maim and to kill. And the only reason they've only killed about ten or 12 million people so far is because their manufacturing is terrible. And [00:12:00] but if they did it again, if you inject it, say, ten more times, I think they'd probably do it. And that is exactly what they have planned. Dr. Michael Yeadon: [00:12:08] So the three items you should look at when you're trying to make a vaccine like this. You have to choose which bits of the alleged pathogen you're going to pick to put into your vaccine. Now, I would suggest to you you'd pick a bit that was different from you and that was not harmful. So you might pick a bit of, I don't know, [00:12:30] a bit of the virus that doesn't seem to do anything to you. It might be important to the virus. Didn't do anything to, you know, which bits did they pick? The spike protein, the bits on the outside. That's the bit that actually was known beforehand to be biologically really violently active, stimulating blood clotting and neurological problems and other things. All four drug companies picked spike protein. So there you go. Straightaway. I knew this was this [00:13:00] was not an accident. Somebody was trying to harm people. The next thing, in order to convert this theoretical drug in your test tube into something like a medicine that you can administer, you have to formulate it and formulations to make a spray, a tablet, a cream. An injection requires you to mix it with something else, and you have to choose what to do in order to make it stable and to protect it and so on. When I looked at what they were doing, they've covered it in lipid nanoparticles. [00:13:30] That's the both mRNA vaccines and lipid nanoparticles. Dr. Michael Yeadon: [00:13:35] They're effectively covering it with facts. Your body has a violent dislike for genetic information. That's how you preserve that most precious thing, your own genetic heritage. So it's a pretty good thing and not surprising. Your cells are really good at rejecting foreign genetic information, not letting it in. But if you cover it, in fact, same sort of stuff, your cells are made of, it glides right through the cell wall, goes everywhere in your body. [00:14:00] So they they told us when they injected it in your shoulder, I would just say they're going to limp system. No, I mean, obviously, I knew it was going to be all around the body. It's exactly what it does do and it's what it's designed to do. It's designed to do that. I found a paper ten years old and well known to people in formulation, research and development, these kind of formulations, which were designed for medicines that were thought maybe [00:14:30] to tackle the most serious cancers. So the mRNA technologies, when I was in Pfizer, we were thinking of them as treatment for really serious cancers, and they just happened to have this feature where they concentrate in certain internal organs the spleen, the liver and the ovaries. So yeah, ovaries. So when you inject it with this material, ladies and girls, I'm confident that what has happened is these materials have concentrated in your ovaries. Dr. Michael Yeadon: [00:14:59] And [00:15:00] the third part is the mRNA technology itself, completely unsuitable for an all comer medicine. And it's for this reason, it's really easy. Your immune system is designed to attack things against your body that aren't you. Put in another way anything that's non self. Your immune system is really good at spotting that it's non-self and if it spots it, it will throw in all the troops. It's got cellular, chemical [00:15:30] and attack that entity to drive it out because it knows you've been invaded. What happens when you get injected with an mRNA that codes for a foreign protein, a spike protein from a virus, a non cell protein that every cell that gets that stuff, which I have said is formulated in such a way as to go all around your body, including concentrating your ovaries. In that point, it starts to make this non-self protein. Your immune system goes, Hello, I've got something [00:16:00] inside me that shouldn't be here and your immune system attacks your own body. That's one of the most fundamental problems with this technology. And any vaccine that they tell you is made using this new shiny technology, do not allow them to inject your children with it. Now, they are currently reformatting all existing vaccines in the mRNA format, and that's why Pfizer and Moderna are opening factories all [00:16:30] around the world and governments around the world, including mine in the UK and New York in the US, has agreed business terms to acquire enough injections to inject every citizen in your country man, woman, child and baby ten times over. Dr. Michael Yeadon: [00:16:46] With materials like this, which I have explained to you, are designed to go everywhere in your body and to bring about an auto immune attack on your own body. So if you felt you had some side effects with some of these [00:17:00] injections, which I didn't take, of course, because I could see they were going to be dangerous. But if you had some side effects or, you know, anyone else had some side effects. Now multiply it by ten times because I'm going to finish now. I think the combination of digital ID, which will become your I think it'll become your one health digital passport. Why not? It's got all your details on it, date of birth, who you are, where you've been and your vaccine status and your health status. [00:17:30] So if the W.H.O. says we're going to have a one health passport, that means, oh, you've all got to have all of the injections. If you don't have it, your digital I.D. becomes invalid and you can't enter or leave any regulative premise. And like I said, everywhere can be regulated if they want it to be. So that's the fight in front of us. And the way we stop this is by recovering the power of, No, I'm not doing this. Dr. Michael Yeadon: [00:17:56] And if enough of us say we're not doing it, they can't [00:18:00] win. They'll only win if they persuade us. Almost like farm animals, like, you know, just to simply go along with what everyone else is doing. So I've given the last three years of my life to warn people this is what's coming. But I can't save you. Only you can do it. Anyone you know in your network that you think should hear this message, you must tell them I can never reach them. They're not on this call. In 1985, I called for and then drafted the United States domestic implementing legislation for the Biological Weapons Convention known as the Biological Weapons Anti-Terrorism Act of 1989 That was passed unanimously by both houses of the United States Congress and signed into law by [00:00:30] President George Bush Senior with the approval of the United States Department of Justice. Now, I'm not going to go through the long history of the pandemic here. I have a book Resisting medical Tyranny that you could read in. But right now, I want to do deal with the latest iteration of this crisis, namely what is happening now. Is an attempt to take over [00:01:00] the United States of America by using the World Health Organization as a front organization for that purpose. This is being backed by the Center for Disease Control. Bill Gates. The Chinese Communist dictatorship. Big Pharma and the bio warfare industry. There has been so much opposition to the [00:01:30] diktats coming out of Washington, DC over the handling of the pandemic that these elites have decided to go to the W.H.O. and Blue, wash it through the W.H.O. and use the W.H.O. as a front organization to accomplish its objectives. There are three different complicated legal documents involved here, all of which I've read [00:02:00] and analyzed. The first, a proposed W.H.O. treaty that would set up a brand new international organization with powers to issue orders, legally binding orders, all the way down from this new organization to your primary care physician. Francis Boyle: [00:02:23] They will be issuing orders to your doctors how to mistreat you. And [00:02:30] as you've seen in the pandemic, this will not be in your best interest at all. The treaty has been deliberately drafted for the purpose of circumventing and undermining and contravening the power of the Senate. The US Senate, to give its advice and consent to the treaty. It will automatically come into effect immediately upon its signature. [00:03:00] I've studied international organizations and treaties going back to the First Hague Peace Conference of 1899. I know of no such treaty in existence today that would do this. So immediately come into effect and you will have a medical global police state issuing orders all the way down here in the United States, contravening [00:03:30] state, local health authorities, your governor, your local attorney general, your local surgeon general, and contravening all your democratically elected officials to accomplish this this objective. The second document are amendments to the International Health Regulations of 2005. They will accomplish the exact same thing [00:04:00] by another means and will give this totalitarian dictatorial powers to Dr. Tedros. Let me repeat that Dr. Tedros, whom we know works in cahoots with the Chinese communist government, that is in part behind this with Bill Gates, Big Pharma, the bio warfare industry, and our own Center for Disease Control, Tony Fauci, is involved. Francis Boyle: [00:04:29] President [00:04:30] Trump correctly pulled the United States of America out of the W.H.O., but there had to be six months notice. Biden was elected. He rescinded the pullout and appointed Tony Fauci as the US representative on the executive committee of the W.H.O.. If you have any doubts about the criminality of Tony Fauci, I would encourage you to read Bobby Kennedy Jr. S [00:05:00] book on The real Tony Fauci. This man's a criminal. He should be put in jail. But that is what is going to happen under these regulations. They will accomplish the same thing as the treaty only by a different US constitutional mechanism. It will not require the advice and consent of two thirds of the Senate. As you [00:05:30] know, Senator Johnson recently introduced legislation in the Senate saying that any treaty should receive the advice and consent of the Senate. That's not going to do the trick. With all due respect to Senator Johnson and his colleagues, if you read these documents, that will not do the trick. What is only going to do the trick here is the recent. Translation introduced by Congressman Biggs to [00:06:00] immediately terminate US membership in the WTO, immediately to cut off all funding for the WTO and to terminate the W.H.O. Act here in the United States of America. Now, the third document is even more pernicious, insidious and nefarious, and that was sneaked through the Congress at the last [00:06:30] minute that under the control of the Biden administration, the Democrats in the National Defense Authorization Act, which is quite extensive. Francis Boyle: [00:06:41] But if you go through the National Defense Authorization Act, you will find something called the Global Pandemic Prevention and Biosecurity Act of 2022, which I read. It was just enacted, just sneaked through. [00:07:00] What this does is that it is a congressional statute that paves the way for the amendments to the international health regulations and for this treaty so that in advance, the United States Congress has already given its authorization to both the health regulations and the treaty. The health regulations will come up [00:07:30] for sure in May of 2023. The treaty is projected to come up in 2024, but my reading of the treaty is that it could be ready to go. Also, at the meeting of the World Health Assembly in 2023, they will get two bites of the apple. Either they will get the amendment S or they will get the treaty or they will get both. [00:08:00] And both of them have already been approved by the Global Pandemic Prevention and Biosecurity Act of 2022. Just snuck through Congress in the dead of night. No one bothers to read the National Defense Authorization Act. I did. I tracked down this section, but that was it. That's my job. Okay. And so a trap has been set for us, for the American people, for the American Constitution. Francis Boyle: [00:08:29] This [00:08:30] is a coup d'etat against our Constitution, against the 10th Amendment, against the sixth, against the ability of Congress to give advice and consent. So, again, the only alternative we have here now and I'm just speaking as as a fellow American citizen and a longtime lawyer, the only alternative we have is the United States government must pull out [00:09:00] immediately from the World Health Organization before these two documents come up in in May and must terminate all funding immediately. The W.H.O. right now is using funding money that we can we are giving it today to end our republic, to end our democracy and to justify the lives, health, safety [00:09:30] and well-being of all American citizens. And that is precisely why I am appearing here today at this conference to alert you all. My advice right now is that everyone mobilizes behind this legislation by Congressman Biggs. It's exactly what we not want now. And by the way, the Republicans are now in control of the House. Under the Constitution, [00:10:00] they control the budget. They can pretty much do what they want to do. And you had better contact Speaker of the House McCarthy and tell him he better get on this immediately and stop this before May. Otherwise, we are all going to be living under a World Health Organization medical dictatorship under the control of Dr. Tedros, Bill Gates, [00:10:30] the Chinese communist dictatorship, the CDC and Tony Fauci. THANSCRIPT Dr. David Bell: [00:00:00] People need to understand the background for what is going on and the current amendments to international health regulations, the treaty as it is called, or instrument that is going alongside that the WTO developing, are the result of a few decades of big changes in the global health. So the World Health Organisation was set up originally after the Second World War as a country based organization. There is a lot of emphasis on decolonization and removal [00:00:30] of central authority, an emphasis on communities coming out of the colonialist eras of the 1930s and fascism, etc. And the WTO was one of many organizations that was set up to try to stop that happening again. So that ran pretty much in that way for a long time. It was almost solely funded by countries. Countries have a say in what happens. This has changed over the last couple of decades in two ways. One, the there's been an increase in private funding, corporate and [00:01:00] private individuals. And these have now become one of the biggest funders of W.H.O.. And secondly, the funding is very much directed. So rather than core funding, the funders decide what their funding will be used for. So essentially what they will do so that this is it's fair to movement from disease, burden based emphasis of the World Health Organization to an emphasis on profit. So there are two instruments here the international health regulations and this court, the treaty [00:01:30] or that is the C plus, and it's recently retracted. Dr. David Bell: [00:01:34] And they do slightly different things, but they complement each other. So the international health regulations have been around for 20 years. They have also been under international law, but they are considered to be recommendations of the W.H.O.. And what the amendments will do in their current form, and it will go through a few more committee meetings before May this year when they voted on both countries. These [00:02:00] amendments greatly expand the definition of health emergencies, including a sort of one health definition, which includes anything that could potentially impact well-being or health. And it includes potential threats rather than real threats. And as a bureaucracy, a bureaucracy of surveillance has been set up. We will find many potential threats. The DG, the director general of HR, an individual, will have sole power to declare an emergency and to stop an emergency [00:02:30] later. And the other important thing is that the amendments in their current form change recommendation to be binding. So when countries sign this, if the wording is not changed, they will be signing up to a binding agreement to do what the W.H.O. does in any health threat. Another important aspect of this is the way it addresses human rights and the original language of the international health regulations from 20 years ago or so. Includes very similar language [00:03:00] to the Universal Declaration of Human Rights after the Second World War. Dr. David Bell: [00:03:03] This is being changed to equity coherence and inclusivity, which are really meaningless terms. And importantly, it also is basing these on the social and economic context. So this is taking the whole basis of individual sovereignty, sovereignty and all people equal. And turning this into all people are not equal, but someone who decides, based on the economic and social assessment of that person, will decide [00:03:30] what rights they have. And these rights are very, very powerful. The international health regulations at the moment include recommendations from the W.H.O. and the DG to do things like closing borders, forced quarantine, confinement of individuals, forced medical examinations, requiring injection, etc. But in changing these from recommendations to a binding agreement, what [00:04:00] this means is that W.H.O. can tell a person in United States or Malawi or Vietnam to be injected with a vaccine, for instance, or to have a medical examination or to be confined at home. And rather than having someone given in the country to do this or in the local community assessing public health risks, this is someone in a completely different part of the world giving broad. Orders on how people should be treated. So this is [00:04:30] completely undoing the whole idea of individual sovereignty and community based care that was based on. So the treaty mechanism, which will be voted on next year and this is what the I and B Committee is looking at is in some ways a softer in the wording because it seems to assume that the amendments to the IRA will get through. Dr. David Bell: [00:04:52] So the treaty essentially provides money. It talks about 5% at least of. Health of health budgets going to emergencies. [00:05:00] It sets up a mechanism for supply the WTO will control and a global governing board for the treaty and for this whole pandemic or emergency preparedness agenda which will be within WTO. It appears so it's really putting the bureaucracy there to support the changes, quite egregious changes that are proposed in the international health regulations. So we need to stop both of these. They are both a vast overreach [00:05:30] in terms of public health, as we've seen from COVID and the COVID response, which these are planning to, you know, very clearly will replicate and intensify. They are bad for public health. They impoverish people. There's a vast increase in other infectious diseases, in malnutrition, etc., directly as a result of what has been done. And it was all predictable. So and what the concentration of this has been in very much to the very people who are promoting this agenda and who have been increasingly [00:06:00] funding W.H.O., it's really it's using taxpayer's money to concentrate wealth, to impoverish the majority, to reduce health and to concentrate the wealth in the hands of these sponsors. Dr. David Bell: [00:06:13] I think we do need some sort of international health mechanism. We need coordination between countries. We need a network that will support countries when they need it and when they ask for it and when communities ask for it. But this is going very much in the opposite direction. This is a danger to health, [00:06:30] is a danger to the individual sovereignty and national sovereignty. It's also it's just unravelling the whole decolonization and the strength of the human rights agenda that we've developed over really 100 years. So how do we combat this? Firstly, we need people to understand what is there, and we need the general public to understand and we need legislators to understand. And not just in the United States. We need this globally. This affects all countries and what [00:07:00] it is. When we damage other countries, we damage humanity, but we also damage the United States. So this is a fundamentally different approach to human rights. People need to understand that. They need to understand that this is unravelling what was fought for in the Second World War, in other wars in this country, the fight against slavery, the fight against discrimination, etc. This is unravelling the whole concepts that drove those. So people need to understand this. They need to put pressure on legislators, and legislators [00:07:30] need to stop this from happening. Dr. David Bell: [00:07:32] There's different ways of doing that. But non-compliance, once it's in place is going to be very difficult. So the W.H.O. even needs to know that this is completely unacceptable. And the countries that are pushing this and the people that are pushing this need to know that completely unacceptable. It has to be completely withdrawn or we need to start paying attention to these institutions that are doing this, including the W.H.O., etc.. So that could mean in the end, the W.H.O. needs funding [00:08:00] from countries. It doesn't make sense to fund something that is a net harm. In that case, we would need to completely replace it with an organization that is completely different, that doesn't have conflicts of interest, that responds to people and not for profit. There are different ways that legislators can deal with this, but they need to feel the pressure from the people to stop this. We really need to stop the governments from going through that. They very likely will, at least in a different form than now, because nobody needs a 50% vote. The second part [00:08:30] needs a two thirds vote of the World Health Organization because it's a new treaty. But in either case, if they do go through, they need to be completely undone. And this and other countries need to make it very clear that they're not going to comply with any of the provisions.

So she will be in charge of enforcing lockdowns, using psychology, using a little bit of carrot, a little bit of stick, whatever is necessary to get buy in to any future mandates, any future vaccination programs, anything the World Health Organization comes up against. Susan Michie is a big friend of communist China. She [00:01:30] has done smoking cessation problems programs for the Chinese government, so they have used to expertise to do mass programs in China. She's also attended several conferences of psychological conferences run by the Communist Party of Cuba. Now. She is a long standing member of the Communist Party of Britain, which supports [00:02:00] China completely these days. It's a so as part of the you know, the all the all these hundred 230 so world communist parties that look to China for their leadership. Trevor Loudon: [00:02:12] Susan McCarthy was. Part of the SAGE group. Will is part of the Sage group, the the advisory Group on emergencies that advised Boris Johnson's Conservative government on lockdown policy. And [00:02:30] she was known as a mask Nazi. She was known as, you know, we're going to have to wear masks forever. We're going to have lockdowns, the harshest possible lockdowns. She was an extremist on that, which is not surprising given her background. The British Communist Party, which has said she is part of. I've done documentaries about this. They actually use the unions that they have under their control, the teachers unions, [00:03:00] transport unions, etc., to lobby for the harshest possible lockdowns they had set up at the Morning Star. The British Communist Party newspaper set up the zero COVID group, which was about their philosophy, was we got to go for zero COVID. So it's masks, it's mandates, it's lockdowns, it's everything. Now it's, in my view, [00:03:30] to basically extend the lockdowns as harshly as possible, to do the maximum possible possible damage to British capitalism. Now, Susan McKee. It's not just an ordinary communist. She is communist royalty. Her father, I think, said Donald Michie, was a very famous mathematician and computer scientist. He made a lot of amazing discoveries and whatever. But he used to work in Bletchley [00:04:00] Park during World War Two. This was the super secret British, British Codebreaking establishment that broke the Nazi codes during World War Two and played a major role in Britain and the United States defeating Nazi Germany. Trevor Loudon: [00:04:19] Now, that was a big target of Soviet Soviet interest, and he was a Communist Party member working in that institution. Susan, [00:04:30] as a young woman, was brought up as a red diaper baby. Her parents were going to the Soviet Union on a regular basis to shake up Czechoslovakia and Poland and Hungary on a regular basis. Susan, as a young woman, was were known as a tanky. Now, tanky is a is a term of derision on the left. You know, you have your ordinary garden variety communists, and they believe in, you know, pretty harsh measures. [00:05:00] But a tanky is the worst of the worst. You know, it's a reference to the use of tanks by the Red Army and the suppression of the Prague Spring and Czechoslovakia. The tanks came in and shut down, shut down the the people trying to get a bit more freedom. And so that split the British Communist Party. The moderates didn't really like the tanks, but the hardcore pro Soviet just lock them down [00:05:30] just with they love the tanks good On the Soviet Union. That's exactly what has to happen. They are the tanks and she is a tank now. So she's in there now. And this is my this is what I would say. This is what I've found in my research around the world. The areas, the countries that had the harshest lockdowns. Tended to be the ones with the most Chinese influence. [00:06:00] Now, if you look at America, you will look at the states of California and Oregon and Hawaii. Very harsh lockdowns. Trevor Loudon: [00:06:08] Lots and lots of Chinese influence. The same in Massachusetts, very deep Chinese influence there, the same in New York, the same in Chicago, parts of North Carolina. This is a pattern of found. Sweden and Europe had some of the lightest lockdowns and they have, I believe, some of the least [00:06:30] Chinese influence. The Chinese obviously have control over a lot of politicians in every Western country, every third world country. But most importantly, they control the labor unions. Every major country in the world's unions are now controlled by communists, including the United States. And they all answer to the CPC, the CPP, the Communist Party of China and Australia. Victoria and Australia was notorious [00:07:00] for its the length of its lockdowns and the harshness of its enforcement. Victoria is the California of Australia. Melbourne is the city is the San Fran is the San Francisco of Australia. It's the Communist centre of Australia. It's a it's a home to both the Communist, the Australian Communist Party of Australia and the explicitly pro-Chinese Communist Party of Australia, Marxist, Leninist. Their [00:07:30] unions are completely controlled. They're premier of Melbourne, a socialist left Labor premier, actually brought the Chinese Belt and Road into Victoria against the wishes of his own Prime Minister, the only state in Australia to sign up to the Belt and Road. And they had the harshest lockdowns and I think you'll find this pattern repeating all over the world. So the Chinese gave us the virus [00:08:00] and there's still a debate whether that was deliberate or accidental. But we know that once it was out there, it was deliberately foisted on the West. Trevor Loudon: [00:08:09] The Chinese banned internal internal travel in China. They encouraged it to the West. So they gave us the vaccine, They infected us and they drove. They used their communist unions and their subservient politicians to drive the lockdowns as hard [00:08:30] as they possibly could and push for mass vaccination as much as they possibly could. So the Chinese both gave us the virus and managed the response. Now they have our position with Susan Mackie as the head of their behavioural unit, an expert in and psychological manipulation. Clearly, she has been put in position for the next for the next pandemic [00:09:00] and as a tanky as a member of the British Communist Party, as a mask, Nazi, as a lockdown Nazi, as a as a supporter of the zero COVID policy. You can imagine what kind of strategies she will be employing if she is given the opportunity. And it's the only way out of this. As others have said as no, we've got to put a lot of pressure on the US government right now to [00:09:30] in some way get out of this agreement. At least we've got to keep the United States free, even if we can't do others. Nothing can be. Nothing can be really implemented worldwide if the United States is not part of it. So, yeah, this is a communist power grab that's very, very obvious. The Communist Party of Britain has got 2000, something like 2000 members right now. And one of them just happens to been appointed to one of the most important [00:10:00] positions and powerful positions on the planet right now.

You know, the rule of John Ashcroft has actually been replaced by the rule of law, where by federal officials on a whim, can now create new rules to bind in private, excuse me, bind and penalize private citizens. The W.H.O. will take it that much further. So they are going to be given if this actually goes [00:02:00] through the power to govern us based on health surveillance, what we're living in a surveillance state. The Patriot Act is what burgeoned us into the surveillance state, the Telecommunications Act of 1996, as marked by the Ericsson report coming out now, is showing us that the surveillance state is now being pushed on over into public health emergencies, using public health as a weapon. Public health emergency of international concern is the new jargon, and Tedros will be the new dictator. And [00:02:30] the last 100 years, powerful corporate interests have actually deliberately subverted into the intent of our founding fathers by financing the appointment of judges who enhanced would actually enhance corporate and federal power, weakening our constitutional system of checks and balances. The assaults actually began in the late 1800s, believe it or not, when federal courts, led by the Supreme Court, started chipping away at state sovereignty. And now the WHO intends to grab it all. And of the 56 signers of the Declaration of Independence, nine actually never lived to see freedom, find five were imprisoned and 17 lost everything they had. I have a question for everybody. Those men were great. That's what made America great. Are you ready to stand with those men again? We need to brace for impact because this is how far back it goes. Title 50. Chapter 32. Section 1520 permits the government to experiment on us with biological and chemical agents. And thanks to the treacherous, treasonous Congress that we have, it's now legal for the Department of Defense or their contractors to experiment with [00:04:00] biological and chemical agents on the American people. The actual only proviso that Congress imposes on them is that at least two unspecified local officials be notified within their subject community, like the garbage collector or the water meter reader. And once that major communication goes out, the test can begin within 30 days. Again, the W.H.O. won't need to worry about any of that. They will have complete power and control. And I contend regarding the 10th Amendment, as Dr. Boyle explained, [00:04:30] that this is a violation of our 10th Amendment, our states rights, but also the 14th Amendment in 1868, which was unconstitutionally ratified, I might add, stating that all persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and citizens where in the state they reside, well, no state shall make or enforce any law which shall abridge the privileges. Ann Vandersteel: [00:05:00] Or [00:05:00] immunities of the citizens of the United States, nor shall any state deprive any person of life, liberty or property without due process of law, nor deny any person within his jurisdiction the equal protection of laws. Again, all that flies right out the window. Why? Because without even the Senate convening the W.H.O. pandemic treaty, the International Health regulation amendments will throw all that right out and fly in the face of everything [00:05:30] our founding fathers fought and died for. And everything that we as Americans have stood for for the past 250 years. Has it all been a waste? Has it all been smoke and mirrors? We intend to expose all that. And it's critical that you, the people, stand with all of us, that you understand what is at stake here. This is beyond 1775. It goes past 1776. This goes to the end. This is between you and your creator. Our creator, [00:06:00] our creator who gave us everything. God gave man dominion over the earth, the land, the air and the water. That is your law. That is your l. A w. Do you stand for law or do you stand with the tyrants? That is the question that is on the table right now. It is about freedom. The World Health Organization (WHO) is simultaneously negotiating two instruments: Amendments to the International Health Regulations and a new, so-called “WHO convention, agreement or other international instrument on pandemic prevention, preparedness and response” — in reality, a treaty. These instruments could be voted on and adopted as early as May. According to analysis of the most recent drafts published by the WHO, both of these instruments contain language which, if passed, establish a global biomedical surveillance state and seriously damage our national sovereignty. The WHO refuses to call either of the two documents “treaties” in an attempt to circumvent the treaty process. Meanwhile, it has just come to light that, within the National Defense Authorization Act (NDAA) which passed in Congress in December, is another act that appears to have pre-approved whatever instruments are approved by the WHO. This “Act within an Act” is named the Global Health Security and International Pandemic Prevention, Preparedness and Response Act of 2022. It is found on page 950 of the 1772-page NDAA with a shortform title, which Biden signed into law on December 23, 2022. “This International Pandemic Preparedness Act of 2022 cannot be constitutional,” said Reggie Littlejohn, attorney and co-chair of the Stop Vax Passports Taskforce referring to the shortform title for the act. “I doubt that most Congressional representatives are even aware that this pernicious Act — which completely circumvents Senate approval required by our treaty process — is hidden deep within the NDAA. According to Dr. Francis Boyle, a panelist on our upcoming program, Congress — likely unwittingly — has already given the WHO a greenlight for whatever instruments they pass, regardless of whether these international instruments impinge on our national sovereignty or personal freedom. The CCP’s Full-on Espionage, Its Wider Unrestricted Warfare and How to Respond On January 28, the Chinese Communist Party (CCP) sent a spy balloon into U.S. airspace. It took President Biden until February 1 to order that it be shot down, which finally occurred on February 4 after the balloon’s surveillance mission was complete. This episode offers two notable insights: First, while Americans have been transfixed by the spectacle of this brazen act of Chinese espionage, and heartened by its violent termination at the hands of an F-22 pilot, there is little public awareness of the magnitude of the rest of China’s leave-no-stone-unturned spying on this country. For example, the CCP’s comprehensive and relentless efforts to steal American secrets involve, among other techniques: satellites, signals intercepts, cyber warfare and countless human “collectors” in this country, including actual spies but also students, businessmen, scientists and tourists. The cumulative damage being done in terms of the loss of proprietary data, classified and unclassified, alone is some $600 billion per year. Second, the Biden administration reportedly concealed from the American people the balloon’s penetration of U.S. sovereign airspace in the interest of having Secretary of State Tony Blinken travel to Beijing for meetings meant to promote the idea that the Chinese Communists are partners, not a threat. That trip was a terrible idea even before the CCP perpetrated this affront; it became a non-starter under these circumstances. There is, however, no indication to date that Blinken’s kow-tow has been canceled in favor of the adoption of a policy of peace through strength and a war-footing. Instead, it has simply been postponed, presumably until Team Biden considers it safe to revert to appeasing the CCP. Will the Rest of the Military Do the Same? General Mike Minihan USAF recently issued a dramatic order to his 107,000 subordinates in the Air Mobility Command warning that the United States may be at war with Communist China by 2025. He has directed the men and women responsible for air transportation and aerial refueling for the Air Force and other armed services to begin immediately taking steps to train and operate with a view to increasing America’s deterrent to Chinese aggression at the earliest possible time. The general also tasked members of his command with innovating. For example, he asked them to explore the possibility of using KC-135 tankers as platforms for swarms of unmanned aerial vehicles – a power-projection option using available assets to enhance deterrence and, if needed, U.S. warfighting capabilities. Particularly importantly, Gen. Minihan made clear that he was issuing these dramatic orders himself, would be following up with monthly updates and will be personally monitoring and evaluating compliance with his directives going forward. Unfortunately, but unsurprisingly, the Biden Pentagon says Gen. Minihan’s “comments are not representative of the Department’s view on China.” It is unclear at present whether that means the general’s orders will be countermanded. Recent War-Games Suggest It Will; What Must be Done Now to Ensure It Does? The Center for Strategic and International Studies (CSIS) recently published a report describing the results of 24 war-game simulations modeling various scenarios for an invasion of Taiwan by the Chinese Communist Party’s People’s Liberation Army.
