The World Health Organization (WHO) is simultaneously negotiating two instruments: Amendments to the International Health Regulations and a new, so-called “WHO convention, agreement or other international instrument on pandemic prevention, preparedness and response” — in reality, a treaty. These instruments could be voted on and adopted as early as May.
According to analysis of the most recent drafts published by the WHO, both of these instruments contain language which, if passed, establish a global biomedical surveillance state and seriously damage our national sovereignty. The WHO refuses to call either of the two documents “treaties” in an attempt to circumvent the treaty process.
Meanwhile, it has just come to light that, within the National Defense Authorization Act (NDAA) which passed in Congress in December, is another act that appears to have pre-approved whatever instruments are approved by the WHO. This “Act within an Act” is named the Global Health Security and International Pandemic Prevention, Preparedness and Response Act of 2022. It is found on page 950 of the 1772-page NDAA with a shortform title, which Biden signed into law on December 23, 2022.
“This International Pandemic Preparedness Act of 2022 cannot be constitutional,” said Reggie Littlejohn, attorney and co-chair of the Stop Vax Passports Taskforce referring to the shortform title for the act. “I doubt that most Congressional representatives are even aware that this pernicious Act — which completely circumvents Senate approval required by our treaty process — is hidden deep within the NDAA. According to Dr. Francis Boyle, a panelist on our upcoming program, Congress — likely unwittingly — has already given the WHO a greenlight for whatever instruments they pass, regardless of whether these international instruments impinge on our national sovereignty or personal freedom. American voters need to know that the International Pandemic Preparedness Act of 2022 gives carte blanche to the WHO to decide if they should be empowered unilaterally to impose all matter of public health emergency mandates on America and other nations, as well as be able to enforce those mandates through vast monitoring and compliance policies written into the documents. This is a global scheme to steal sovereignty from nation states, track citizens with digital IDs, restrict movement, censor free speech, and ultimately, destroy Western Civilization.”
In an effort to educate the public and alert representatives of the dangers of these instruments, which are being negotiated now and which could come up for a vote as soon as the World Health Assembly, May 20-30, 2023, the Stop Vax Passports Task Force (SVPTF), sponsored by the Committee on the Present Danger: China (CPDC) and Women’s Right’s Without Frontiers (WRWF), is hosting a panel of experts to discuss what the WHO is cooking up to force feed Americans and what can be done to stop them.

The spectacle of at least one Chinese spy balloon penetrating sovereign U.S. airspace for the purpose of surveilling and collecting intelligence over three bases housing America’s intercontinental-range ballistic missile, among other national security-sensitive sites, has prompted concern among the American people and appropriately widespread criticism among their elected representatives. Those responses have only been further intensified by the U.S. military’s subsequent intercepts of three “aerial vehicles” whose nature and purpose have yet to be disclosed.
Legitimate questions abound concerning what the Chinese Communist Party (CCP) is obtaining via such espionage; how long the CCP has been using balloons here and elsewhere; and why the Biden administration — which evidently was on notice about this operation for over a week before the first penetration took place — failed to act to prevent it.
One line of inquiry that has received scant attention to date, however, involves a surpassingly important topic: Does the first surveillance balloon’s flight path shed light on the Chinese Communists’ attitude about fighting and winning a nuclear war — and what does America know more generally about its capabilities and intentions in those regards?

Webinar | Lessons from Beijing’s Balloon Belligerence
The CCP’s Full-on Espionage, Its Wider Unrestricted Warfare and How to Respond
On January 28, the Chinese Communist Party (CCP) sent a spy balloon into U.S. airspace. It took President Biden until February 1 to order that it be shot down, which finally occurred on February 4 after the balloon’s surveillance mission was complete.
This episode offers two notable insights:
First, while Americans have been transfixed by the spectacle of this brazen act of Chinese espionage, and heartened by its violent termination at the hands of an F-22 pilot, there is little public awareness of the magnitude of the rest of China’s leave-no-stone-unturned spying on this country. For example, the CCP’s comprehensive and relentless efforts to steal American secrets involve, among other techniques: satellites, signals intercepts, cyber warfare and countless human “collectors” in this country, including actual spies but also students, businessmen, scientists and tourists. The cumulative damage being done in terms of the loss of proprietary data, classified and unclassified, alone is some $600 billion per year.
Second, the Biden administration reportedly concealed from the American people the balloon’s penetration of U.S. sovereign airspace in the interest of having Secretary of State Tony Blinken travel to Beijing for meetings meant to promote the idea that the Chinese Communists are partners, not a threat. That trip was a terrible idea even before the CCP perpetrated this affront; it became a non-starter under these circumstances. There is, however, no indication to date that Blinken’s kow-tow has been canceled in favor of the adoption of a policy of peace through strength and a war-footing. Instead, it has simply been postponed, presumably until Team Biden considers it safe to revert to appeasing the CCP.

Webinar | War-Footing: A Top U.S. General Orders War Preparations to Deter the CCP
Will the Rest of the Military Do the Same?
General Mike Minihan USAF recently issued a dramatic order to his 107,000 subordinates in the Air Mobility Command warning that the United States may be at war with Communist China by 2025. He has directed the men and women responsible for air transportation and aerial refueling for the Air Force and other armed services to begin immediately taking steps to train and operate with a view to increasing America’s deterrent to Chinese aggression at the earliest possible time.
The general also tasked members of his command with innovating. For example, he asked them to explore the possibility of using KC-135 tankers as platforms for swarms of unmanned aerial vehicles – a power-projection option using available assets to enhance deterrence and, if needed, U.S. warfighting capabilities.
Particularly importantly, Gen. Minihan made clear that he was issuing these dramatic orders himself, would be following up with monthly updates and will be personally monitoring and evaluating compliance with his directives going forward.
Unfortunately, but unsurprisingly, the Biden Pentagon says Gen. Minihan’s “comments are not representative of the Department’s view on China.” It is unclear at present whether that means the general’s orders will be countermanded. That would be a potentially fatal mistake.
This CPDC webinar assesses the significance of General Minihan’s warning order; whether the caliber of leadership it represents will prove to be inspiring to and manifested by others in America’s armed forces and, ideally, those of its allies and partners; and what else needs to be done now to deter – and, if necessary, to defeat – CCP aggression.

Washington, D.C. — With scant coverage by the mainstream media, the World Health Organization appears to be attempting a major power grab by means of revising the International Health Regulations. If the proposed amendments currently under consideration are passed, our national and individual sovereignty are greatly at risk.
The proposed amendments would, for example:
- Eliminate the requirement that the WHO consult with a nation before taking action on a report of a potential health concern within that nation (Article 9)
- Obligate nations to “recognize WHO as the guidance and coordinating authority of international public health response,” giving WHO broad powers to require nations to follow its “guidance” (New Article 13A)
- Give State Parties power to issue “Passenger Locator Forms” for “the purposes of contact tracing” (Article 23, New 6)
- Give State Parties the ability to implement “an interoperability mechanism for secure global digital exchange of information . . . countering the dissemination of false and unreliable information . . .” in the media and social networks (Article 44, New D and New E).
- Establish an “Implementation Committee” and a “Compliance Committee” to monitor and facilitate compliance (Article 53A and New Chapter IV, Article 53 bis-quarter)
The changes would institute global digital health certificates, dramatically increase the billions of dollars available to the WHO, greatly expand surveillance and censorship of dissenting views, and enable nations to implement the regulations WITHOUT respect for the dignity, human rights and fundamental freedoms of people.
Is the WHO being used to establish a Digital Gulag – a biotech totalitarian security state?
Agreement by a simple majority of the 194 member nations is all that is needed to adopt the amendments because, as amendments to an existing agreement, neither the advice and consent of the United States Senate, nor the signature of the President would be required.
The Working Group on Amendments to the International Health Regulations is meeting behind closed doors January 9 to 13 to finalize these proposed amendments for consideration by the WHO.

In the wake of the installation of a felonious vassal of the Chinese Communist Party (CCP) as president of Brazil and what has the hallmarks of a “Reichstag fire” event in that country’s legislature and supreme court, an alarming fact is now unmistakable: Every major nation in the Western hemisphere is controlled by a Marxist government.
That is the case in capitals across Latin America, thanks in large part to the CCP’s regional version of the old Soviet Communist International (COMINTERN): Lula da Silva’s “Forum of Sao Paolo.” Due to the Chinese Communists’ elite capture and contribution to the “fundamental transformation” of the Democratic Party in the United States and the Liberal Party in Canada, there is no Anglosphere counterweight to the Left south of the Rio Grande. As was evident in last week’s “Three Amigos” summit, Washington and Ottawa are actually on board with the Left’s transnational and collectivist agenda and the crushing of sovereignty and freedom it requires.
Even in Peru, where the bizarre coup d’état mounted by the sitting president, Pedro Castillo, resulted in his removal from power and replacement by his Communist running-mate, Dina Boluarte, Marxist leaders of Cuba, Nicaragua, Venezuela, Bolivia and Colombia have demanded his restoration. Civil disturbances by his supporters — and theirs — are wracking the country, prompting the U.S. State Department to discourage Americans from traveling there, disrupting tourism (an important source of national revenue) and intensifying the pandemic-induced economic difficulties from which Peru has yet to recover.

Recent War-Games Suggest It Will; What Must be Done Now to Ensure It Does?
The Center for Strategic and International Studies (CSIS) recently published a report describing the results of 24 war-game simulations modeling various scenarios for an invasion of Taiwan by the Chinese Communist Party’s People’s Liberation Army. Entitled “The First Battle of the Next War: Wargaming a Chinese Invasion of Taiwan,” the findings are both encouraging and potentially dangerous if they encourage an unwarranted sense of complacency on the part of the Taiwanese, American and other allied governments.
As described by the authors, the bottom line is this: “In most scenarios, the United States/Taiwan/Japan defeated a conventional amphibious invasion by China and maintained an autonomous Taiwan. However, this defense came at high cost” for the United States and its allies, for Taiwan and for the People’s Republic of China, prompting the conclusion that: “Victory is therefore not enough. The United States needs to strengthen deterrence immediately.”

Experts Fact-find Pentagon Report Low-balling the Growing Chinese Threat
On Nov. 29, 2022, the Pentagon sent Congress a report entitled Military and Security Developments Involving the People’s Republic of China 2022. The report assesses the scope and implications of what is arguably most aggressive build-up in history by the Chinese Communist Party’s People’s Liberation Army.
Media outlets and some legislators have focused on the report’s heightened warning about the CCP’s nuclear force modernization, noting that it would grow from a current inventory of 400 nuclear warheads to between 1,500 and 2,500 by 2035. That estimate is a substantial increase from the previous year’s report that judged the Chinese would deploy 700 warheads within six years and may top 1,000 by 2030.
Some have taken comfort from the fact that the United States currently has an estimated 3,750 active warheads in its inventory. This superficial “bean-counting” does not take into account the likelihood that the CCP’s modern nuclear capabilities are being undercounted by American intelligence and that those of the U.S. are, by comparison, outdated, inadequately tested and possibly ill-suited to today’s deterrent missions

Smart Health Cards, Digital Drivers Licenses, and Central Bank Digital Currency
Are we about to be trapped in a “digital gulag,” set by digital IDs and a Central Bank Digital Currency?
China’s Social Credit System – a formidable instrument of mass surveillance and totalitarian control – may be implemented in the United States and world-wide through any mandatory digital ID, including a vaccine passport, smart health card, or digital driver’s license. This is especially the case when combined with a Central Bank Digital Currency and a cashless society.
As the vaccine and mask mandates have been relaxed, the vaccine passport – sometimes deceptively re-labeled as a “smart health card” or “digital ID”— is being quietly rolled out in several states across our nation, as well as nations worldwide. Any mandatory digital ID can support the infrastructure to lock us down and remove our freedom during the next pandemic, or in service of some other goal, such as reducing our carbon footprint. Within minutes, these digital IDs can incorporate all the surveillance technology used in China’s Social Credit System.
In a cashless society, banks, credit card companies and authorities could track all our spending and sever us from our financial resources – as was done earlier this year by the Canadian government when truckers and their supporters suddenly found that they could not access their credit cards or bank accounts. A Central Bank Digital Currency (CBDC) can be “programmable”: it can be programmed to control the purchases of individuals, to reward or punish people for their social credit scores or their personal carbon footprint, or perhaps to effectuate so-called “climate reparations.”
In response to Executive Order 14067, the Biden Administration is actively evaluating whether to launch a CBDC. In Bali yesterday, President Biden met with the first Chinese Communist emperor, Xi Jinping. A year later, the former’s delusions about the latter’s false promises of peace gave way to the most horrific conflict known thus far to man: World War II.
In our time, a U.S. president insists that the U.S.-Chinese relationship is one of “competition” and, like Chamberlain, that he’s determined to avoid conflict. For his part, Xi reportedly baldly lied that China has “no intention to challenge or displace the United States.”
The truth is the Chinese Communist Party is at war with America. Under Xi, it is determined not only to displace, but destroy this country. If the U.S. government persists in believing otherwise, we will not have “peace in our time,” but be decisively defeated by a Chinese empire that makes the threat posed by the Nazi Reich pale into insignificance.

The fall of Brazil to Lula da Silva, a Communist former president previously convicted and incarcerated on bribery charges, ensures that the colonization by China of Latin America’s biggest country and economy begun on his previous watch will move forward inexorably. Unfortunately, Brazil’s enslavement is being replicated in over 140 countries around the world under the banner of Xi Jinping’s so-called “Belt and Road Initiative (BRI).”
The extraordinary level of penetration globally of the BRI is attributable to the CCP’s tempting promises of vast investments in the targeted nation’s infrastructure and its seductive financing arrangements, often accompanied by bribes of the relevant host-country officials. As a growing number of BRI participants have learned the hard way, however, what amount to Chinese pay-day loans cannot be sustained over time, allowing Beijing to foreclose upon and seize the ports, rail or road networks, seaports, electric grids, telecommunications systems, etc. that it has constructed.
Later, if not sooner, the Chinese Communists will be able to utilize these sorts of assets not just to dominate the country in question and some or all of the region in which it is located. Even more ominously, the CCP will have the option to make use of such infrastructure to project power internationally. Should it do so, a conflict with China could readily become global in scale.
