In 2020, mass anti-government protests erupted across Belarus. The brutal crackdown that followed shocked the international community: the authorities arrested tens of thousands of citizens, shut down independent media and NGOs, and fomented a migrant crisis on the European Union's border. But where many thought Belarus's dictator, Alyaksandr Lukashenka, would fall, he instead turned to Moscow for support, intensifying repression. Many of his opponents fled the country. INTRO: There are many scenarios of what a post-Putin Russia would look like, especially following a substantial defeat in Ukraine. The obvious one, is to assume that a humiliated Russia would blame the West for its defeat and seek revenge, forcing the collective West to rearm and prepare for the next act of aggression by the Russian imperium. But reality has a way of throwing surprises, and we can’t discount the scenario of a weak and fragmented Russia actually embarking on reforms and changes that begin the process of democratic transition and reconciliation. While seemingly unlikely, should we nonetheless be preparing to engage if Russia takes this course, and is there anything we can do to promote an outcome that will be far more beneficial for us, and potentially for Russians themselves? ---------- ABOUT: Dr Stephen Hall is an Associate Fellow at the Henry Jackson Society. 100 years ago, few in Western Europe cared about Ukraine – or its disappearance as an independent state – swallowed up as the newly born tyranny of the USSR flexed its imperial muscles; but that has now changed. Putin’s Russian World revanchism and violence have accelerated the evolution of Ukrainian identity and increased the pressure for social, political, and economic change. Perhaps the most perverse Russian invasion narrative, is that Ukraine is not old, and is not distinct from Russia in any case. But Ukraine is not just a footnote to Russian imperial history. Russia poses a serious threat to the rules-based international order, but is the West’s response insufficiently robust in defence of the values it espouses? A recent Chatham House report rang alarm bells and recommended that Western military support to Kyiv should be redoubled before it is too late. ---------- SPEAKER: James Sherr OBE has been a senior fellow of the International Centre for Defence & Security in Tallinn since 2019. He also is an associate fellow and former head of the Russia and Eurasia Programme at Chatham House (2008–11). He was a member of the Social Studies Faculty of Oxford University from 1993 to 2012; a fellow of the Conflict Studies Research Centre of the UK Ministry of Defence from 1995 to 2008; and director of studies of the Royal United Services Institute (1983–85). He has published extensively on Soviet and Russian military, security, and foreign policy, as well as energy security, the Black Sea region, and Ukraine’s efforts to deal with Russia, the West, and its own domestic problems. As a revisionist power, Russia has made itself the primary obstacle to peace and security in Europe and beyond. For stability to be restored and protected, it is essential that the outcome of the war in Ukraine leads to a situation in which – in addition to the expulsion of occupying forces – the exercise of Russian power is contained rather than encouraged. Over time, Russia’s leadership must also be persuaded to renounce its expansionist ambitions. It’s now or never for Ukraine. A protracted or frozen conflict benefits Russia and hurts Ukraine, as does a ceasefire or negotiated settlement on Russia’s terms. If Ukraine is to avoid these outcomes and turn tenacious defence and incremental battlefield gains into outright victory, it needs far more ambitious international military assistance than it has received to date. The UK government is providing a range of economic, humanitarian, and defensive military assistance to Ukraine – often leading the way with supply of new capabilities and categories of munition, to encourage allies to scale up their commitments. Britain seems to be less intimidated by Russia’s so-called ‘red lines’, which time have proved to be illusory – just the bluff and bluster of a bully.
