Swarm attempts to leave,only to return to the original hive

A swarm attempts to leave a hive , but the something didn’t go as planned. Maybe the queen refused to leave, or couldn’t fly. Maybe the queen was lost? Not certain, but the bees all returned and landed on the hive and eventually went back inside. They tried to leave again the next day, and the same thing happened.
