What's the difference between subsidized housing and affordable housing?

The Cincinnati Metropolitan Housing Authority is the agency in charge of government-subsidized housing in Hamilton County. It also leads the federal housing choice voucher program, commonly known as Section 8. The agency says there are 15,000 people on the waitlist for properties CMHA owns and operates.
