How to force a user to download attachments in ServiceNow [Paris]

There are two ways to view attachments in ServiceNow. You can view them in browser or download them. The former is a higher security risk due to client-side scripting attacks. Downloading is safer and only alters the user experience by a little. The default mode is set to always download them.
