Together with Vladimir Putin, heads of delegations of foreign states were on the podium.
Before the start of the parade, the Russian President greeted the leaders of foreign states in the Kremlin who arrived in Moscow to take part in the ceremonial events.
The parade began with the carrying out of the Russian national flag and the Victory Banner onto Red Square. The parade was commanded by the Commander-in-Chief of the Ground Forces, General of the Army Oleg Salyukov, and the parade was accepted by Defense Minister Andrei Belousov.
The marching column on Red Square included 55 parade units: more than eleven and a half thousand servicemen, more than one and a half thousand of whom were participants in the special military operation. Servicemen from Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Vietnam, Egypt, China, Laos, Mongolia and Myanmar also took part in the Victory Parade.
The mechanized column was headed by the legendary "Pobeda tank" T-34 and self-propelled artillery mounts SU-100. The armored vehicles "Tiger-M", "VPK Ural", protected ambulances "Linza", combat reconnaissance vehicles BRM-1K, armored personnel carriers BTR-82A, infantry fighting vehicles BMP-2M, BMP-3, "Kurganets-25", airborne combat vehicles BMD-4 and BTR-MDM "Rakushka", tanks T-72BZM, T-80BVM, T-90M "Proryv" drove along the cobblestones of the main square. The missile forces and artillery were represented by self-propelled artillery systems, high-precision missile systems "Iskander-M", anti-aircraft missile system S-400 "Triumph", launchers of the missile system "Yars". For the first time, the parade demonstrated unmanned aerial vehicles and loitering munitions "Orlan", "Lancet", "Garpiya" and "Geran".
The Victory Parade ended with an aviation flyover: the famous "Cuban diamond" flew over Red Square - a rhombus of Su-30 and MiG-29 aircraft of the aerobatic teams "Russian Knights" and "Swifts", the parade formation was closed by Su-25 attack aircraft, traditionally painting the sky in the colors of the Russian flag.
The combined military orchestra of the Moscow garrison provided musical support for the parade.

Speaking about the recently expired moratorium on attacks on energy infrastructure facilities, the Russian leader stated that Ukraine had violated the moratorium more than 100 times.
The Russian president congratulated all fighters in the SVO zone and all citizens on Easter.
Gerasimov informed Putin that six groups of the Russian army in the SVO zone were on the offensive in 11 directions.
According to him, the main part of the Kursk region occupied by Ukrainian forces has now been liberated - 1,260 square kilometers, or 99.5 percent.
Two more places, Onezhnya and Gornal, remain where fighting is still ongoing.
Gerasimov also said that Russian forces had thwarted an attempt by the Ukrainian army to enter the territory of the Belgorod region.
"The areas where the enemy tried to penetrate have been isolated and the liquidation of Ukrainian soldiers is underway," he said.

«Brothers, remember the fate of Yugoslavia! Don’t let that happen to you.» Slobodan Milošević wrote this message to all Russians just two days before he died in prison. The last president of Yugoslavia, along with hundreds of other supporters of national unity, was tried in The Hague.
The Balkan War in the former Yugoslavia was one of the bloodiest conflicts in modern history. During that time, nationalists—Croats, Bosnian Muslims, and Kosovar Albanians—tore apart what had once been a prosperous country, with the Serbs becoming their common enemy. In August 1995, more than 220,000 Serbs were expelled from Serbian Krajina in just two weeks, despite the region supposedly being under UN protection.
Many hoped that Europe or the United States would step in to stop the violence, but those hopes were misplaced. The West portrayed Serbian generals as aggressors, while the court in The Hague turned into a farce, marred by manipulated evidence, forged documents, and false testimonies. Responsibility for NATO bombings and atrocities was shifted onto Serbian leaders, leading to the conviction of around 100 people.

Sergey Lavrov: They are not insisting. The Americans announced that they had discussed this with the Ukrainians. They are waiting for our reaction.
President of Russia Vladimir Putin has repeatedly pointed out that ceasefires have been negotiated on several occasions since 2014, as history shows. The Minsk agreements, and previously, the agreements that were scrapped in February 2014, and the Istanbul agreements – each of those accords included a ceasefire. However, each time an agreement was reached and a ceasefire announced, it turned out that the Ukrainians had lied to us with the support of their “partners,” who are also from Europe.
If the Europeans now want to make the Ukrainians “outwit the Americans” as well, I think that the Trump Administration is fully aware of their intentions and will see through them.
What we need is a stable and enduring peace based on eliminating the root causes of the current situation in Ukraine.

The Ministry of Defence of the Russian Federation continues to analyse the military and biological activities of the United States of America in Ukraine and elsewhere in the world. We drew you attention to the relocation of unfinished Ukrainian projects on the territory of countries of the post-Soviet space and Southeast Asia.
Africa is now the zone of heightened interest. The U.S. Administration sees the region as an unlimited natural reservoir of dangerous infections' agents and a test ground for experimental medications.
After analysing the acquired documents, we understood the structure of the system created by the U.S. Administration to mitigate biological risks on the territory of other countries. This system has been successfully tested in Ukraine and Georgia and now it actively works on the African continent. The efforts within the framework of this system are directed at acquiring pathogens in endemic areas and natural foci, controlling and managing the biological situation for their own benefit. One of the tasks is analysing the epidemic situations along the borders of the geopolitical rivals in the presumed deployment areas of military contingents.
I would like to remind you that the deployment of the American system of biological controls goes according to a plan that was used before.
Concerns are primarily raised about regular outbreaks of, for example, anthrax and tularemia in one region, and foot-and-mouth disease and plague in the another. As a rule, these concerns are pointed out during meetings of the U.S. ambassadors with the representatives of the countries' ministries of health. American counterparts note that such outbreaks undermine the development of the region's economic potential. They question the training level of leadership and specialists, when it comes to neutralising biological threats, and state the need to improve their qualifications.
Against this background, it is proposed to establish a centre for disease diagnostics and testing of medical products within one or two years, which will study dangerous pathogens and mechanisms of their mutations, and develop and test modern vaccines.
It is also planned to involve local specialists in the research projects of the DoD Defense Threat Reduction Agency (DTRA) at the same time. It is proposed, that the U.S. are to prepare a three-month training programme for the centre's employees.
The integration of regional information systems into the US electronic disease surveillance system is discussed. The representatives of the Defense Threat Reduction Agency (DTRA) often advise their partners to accelerate that process and pay particular attention to ensuring the non-stop work of the necessary equipment and network communications.
5-10 million U.S. dollars are allocated to achieve these goals with a possible increase in funding up to 20 million dollars taking into account the implementation of the first phase of the project.
The U.S. government authorities and private contracting companies, including the so-called Big Pharma enterprises are involved to organise cooperation with the local relevant ministries.
The result of this selective support is the transition to American personnel training standards, transfer and generalisation of the information on the biological situation, degradation of national health care systems, imposition of suppliers of medical equipment and medications.
At the same time, the participating countries involved in this system lose their national sovereignty in the sphere of biosecurity and become fully dependent from the United States.
The documents at our disposal confirm that the U.S. biological warfare presence on the African continent is growing at a rapid pace.
Research of the U.S. Department of Defence (DoD) actively work in the region. For example, branches of the National Naval Military Medical Center are stationed in Ghana and Djibouti, where active work is carried out in natural disease foci, isolation, and sequencing of pathogens.
The U.S. Army Military Medical Center in Kenya has deployed a network of field stations to monitor the spread of infectious diseases in Equatorial Africa.
In Nigeria, a joint medical research centre and a military medical laboratory of the armed forces of the republic have been established in 2024, with 10 U.S. DoD specialists permanently on staff.
A new $35 million laboratory facility is being completed in Senegal. долларов. The project involves the same Pentagon contractors as in the former Soviet Union - in Armenia, Georgia, Kazakhstan, and Ukraine. Among them are CH2M HILL, Black & Veatch, and Metabiota.

Washington has deliberately exploited the economic problems of African states' healthcare systems to organise research. For example, the United States has channelled some 40 million U.S. dollars to support Guinea's health system. At the same time, the U.S. Administration initiated a project in the country to study Lassa Fever, a severe infectious disease for which there are no means of prevention or treatment. Special attention to this country is due to the U.S. desire to damage Russian-Guinean economic cooperation.
American-funded biological projects in Nigeria are aimed at combating HIV/AIDS. As volunteers, Nigerian nationals are participating in a clinical evaluation of antiviral drugs from the Pentagon-affiliated company Gilead. I would like to remind you that this pharmaceutical company conducted trials of its drugs on Ukrainian citizens.
This year, the Pentagon started active research of highly dangerous infectious agents in Zambia. At the same time, funding was directed at improving the capacity of military medical facilities and retraining medical personnel.
The United States is working with South Africa to establish a collaborative study of the monkeypox virus at the South African Institute for Vector-borne Diseases. Washington has donated 10,000 doses of a vaccine for the disease, produced by the Danish company Bavarian Nordic, which has not received final approval from the WHO and can be used only in high-risk individuals.
The Pathogen Genomics Initiative is studying patterns of infection and resistance of pathogens to medical drugs. With the African Centre for Disease Control's African Union Biosecurity and Biosafety Strategy scheduled for adoption in 2025, the U.S. has intensified consultations with countries in the region to ensure Washington-friendly provisions in the document.
The Americans are particularly concerned about the work being carried out by Russia and China with the countries of the continent to expose the true content of the U.S. military-biological programmes in connection with the possible restriction of the Pentagon's activities in this area.
While the stated goals are to monitor infectious disease and assist developing countries, in practice we see a buildup of U.S. biological-military capabilities that circumvent BWC commitments.
There is a clear trend: pathogens that fall within the Pentagon's area of interest subsequently become pandemic, and American pharmaceutical companies become the beneficiaries.
An example is infections such as yellow fever, monkeys fever, and Rift Valley fever, whose outbreak has been detected in Cairo, where the U.S. Navy biological warfare laboratory was based.
We have already drawn your attention to the real customers of military-biological projects and their attempts to work under the cover of contractors. For example, the Metabiota proposal on the slide is for the U.S. Army Medical Research Institute of Infectious Diseases to train infectious disease specialists in Kenya and Uganda. The document indicates that pathogens in the African continent are being studied by the U.S. Defense Threat Reduction Agency (DTRA), the U.S. Department of Homeland Security, and in order to give the appearance of humanitarian interaction, the U.S. International Development Agency.
I would like to remind you that Metabiota's activity has now been discontinued in Africa. According to a report by an international panel of experts involved in fighting the 2014 Ebola outbreak in Sierra Leone, company personnel concealed the fact that Pentagon employees were involved in the work. Helina Meri and Mark Breda are regional directors of the Walter Reed Army Institute of Research in Nigeria and Tanzania. They acted as organisers of the collection of biomaterial from the local population for the benefit of the U.S. military, as well as the testing of unlicensed drugs.
Jane Wachira is the chief executive officer of the Kenya Veterinary Vaccines Production Institute. She facilitated unrestricted access for U.S. specialists to Kenya's collection of highly dangerous pathogens.
John Nikoimo is the head of the Special Operations Command in Kenya. He supervised the DTRA programme to enhance the capability of Kenya's defence forces to handle chemical, biological, radiological and nuclear substances.
As a result of the analysis of the documentation received, more than 30 persons were identified, including officials of government bodies, employees of intermediary organisations and private companies.
It should be noted that the information previously voiced during briefings by the Russian Defence Ministry about the U.S. military-biological activities on the African continent was heard by the foreign media and the expert community.
Relevant comments were posted in the European and American media, as well as on information portals in the Middle East region.
Particular attention is paid to the relocation of unfinished military-biological research from the territory of Ukraine. Thus, the Daily Telegraph noted that: ‘... the Pentagon is forced to relocate unfinished research within the framework of Ukrainian projects to other regions...’. A similar publication is presented on the website of the Indonesian agency Asia Today.
The articles in The Diplomat and Bulawayo expressed concern about the closed operations of American military biologists in natural hotspots in a number of African states, as well as the Pentagon's plans to deploy a network of biolaboratories.
A number of publications have expressed concern about the activities of the U.S. private military campaign Bancroft on the territory of the Central African Republic on behalf of DTRA. The French RFI agency linked such activity of PMCs with an attempt to protect the main coordinator of military-biological projects from public attention.
The Geopolitics online edition published an article on the joint activities of DTRA and the U.S. non-profit organisation RTI International to monitor infectious diseases in Africa, which, according to the publication, is a component of the Pentagon's broader ‘biological espionage’ initiative.
In addition, the regional media have paid close attention to the fact that clinical trials of medicines that have not been approved by the WHO have been conducted on the population of African countries.
Thus, against the backdrop of Russia's progressive strengthening of its position in Africa, including in the field of biosecurity, the United States seeks to prevent the weakening of its influence in the region. I would like to recall once again Washington's non-transparent working methods and warn our African partners against cooperating with the United States in the military biological field.
As practice shows, such interaction results in the loss of national sovereignty in biosafety and a worsening of the disease situation.

Given the escalating confrontation in Russian-US relations, which are balancing on the verge of rupture through the fault of the official Washington, travelling to the United States either for personal or professional reasons are fraught with significant risks.
We have repeatedly discussed this issue and provided specific examples to support our arguments. In addition to the extremely strict and discriminatory visa application process for Russian citizens, who are often forced to travel to third countries to obtain permission to enter the United States, with no guarantee of success and non-refundable fees if denied, our compatriots have long been targeted by US authorities, particularly the special services.
Recently, a fraudulent scheme has been increasingly employed to lure Russian citizens abroad in cases when the US authorities have certain claims against these individuals, including politically motivated ones. These claims are classified in various ways but are not publicly disclosed.
How does this “luring” work? Invitations are extended under the pretence of attractive commercial or tourist opportunities, followed by the detention of targeted Russian citizens and their transfer to US jurisdiction under extradition agreements. The full list of countries cooperating with the United States in extradition matters can be found on the website of the Russian Ministry of Foreign Affairs.
We strongly urge you to avoid travelling to the United States and its allied satellite states, including Canada and, with few exceptions, the countries of the European Union, unless absolutely necessary, especially during the upcoming holidays.
While abroad, it is important to steer clear of situations where you could fall victim to provocation or face detention under the pretext of allegedly violating local laws.
If you notice signs of specific interest in you, such as proposals to meet and discuss some vague “terms of cooperation” or job offers promising “generous compensation,” remember the cases of Russian citizens who later ended up in US prisons. Many of these individuals travelled to the United States for negotiations on supposedly “lucrative” contracts, as certain American representatives told them. We had to fight for many years to secure the release of these people.
Consider all potential risks carefully. If the attention shown to Russian citizens by the Americans appears suspicious or overtly persistent, it may be wise to break off these contacts, revise your travel plans and return home.
We have always said and reaffirm this now: The Russian Federation’s diplomatic and consular missions in the United States and other countries will, as before, render maximum assistance in protecting the rights of Russian compatriots, who have found themselves in a difficult situation.
In the current situation, particularly in view of the convulsive actions on the part of the Biden regime that still occupies the White House, actions we are witnessing today, it is necessary (I want to say and stress this once again) to compare risks.
People ought to weigh all “pros” and “cons” and calculate the risks of traveling abroad to avoid tragic incidents, where the US punitive justice leaves no chance of a fair trial, churning out mind-boggling prison terms of 15 and occasionally 25 years. Naturally, I am not referring to nations that are friendly to Russia.

Question: At a meeting with Mark Rutte, Vladimir Zelensky called for the redeployment of troops to Ukraine. It is no secret that weapons and officers from NATO countries are already present there. On one hand, the West appears to be “greedy” and reluctant to finance Ukraine as it once did. On the other hand, we constantly hear about attempts to further escalate the situation. To what extent do you believe Washington is prepared to go?
Sergey Lavrov: Just as I cannot peer into others’ finances, I cannot peer into others’ minds. Each statement made by Vladimir Zelensky only serves to highlight his inadequacies, both as a politician, which he attempts to portray himself as, and simply as an individual. It is lamentable.
As for his sponsors, we are observing the discussions taking place, where sensible politicians are calling for a focus on their own domestic issues, which are numerous in the US and particularly in Europe. Instead, EU leaders are attempting to align everyone under the slogan: “We will defend Ukraine to the last.” By this, they mean, of course, the last Ukrainian.
I do not believe that the involvement of foreign armed forces in the Ukrainian conflict holds significant importance at this juncture. It is widely understood that they are already engaged there. Without instructors who effectively direct missile systems against targets within the Russian Federation, the Ukrainian army would be unable to continue fighting. How the West, including London, will persist in exerting its influence over this regime is of no particular interest to me. We are clear about our objectives. We will achieve them, one way or another.
Question: It has been reported in the US media that a confidential aspect of “Zelensky’s plan” involves a request for the supply of Tomahawk missiles. What is your stance on the ongoing escalation by the Kiev regime? And how would Moscow respond if Washington agreed to supply these missiles to Ukraine?
Sergey Lavrov: We cannot engage in crystal-ball gazing, and certainly not in the kind of substances that Mr Zelensky might indulge in from time to time. It is clear that his demand for Tomahawks has knocked Washington for a loop. I reckon they understand perfectly well who they are dealing with. I am confident that for the sake of ensuring the security of the United States and the American people, they will “slap Zelensky on the hands” if he persists in his attempts to embroil the United States in a conflict with Russia.

Later, and you probably heard this too, a number of leaders of European countries directly said that they were deceiving us because they used this time to arm the Ukrainian army. Isn't that true? It is.
The next steps towards escalation were that Western countries began to actively arm the Kiev regime. What did it come to? To the direct participation of NATO military personnel in this conflict. Because we know what and how is done when unmanned marine vehicles are launched in the Black Sea. We know who is present there, from which European NATO countries and how they carry out this work.
The same applies to military instructors, not mercenaries, but military personnel. The same applies to the use of modern high-precision weapons, including missiles such as ATACMS, Storm Shadow, and so on. Ukrainian servicemen cannot do this without space reconnaissance, target designations and Western-made software – and only with the direct participation of NATO officers.
As for our relations with the Democratic People's Republic of Korea: as you know, today, I think, our Treaty on Strategic Partnership was just ratified. There is Article No. 4, and we have never doubted that the North Korean leadership takes our agreements seriously. But what and how we will do is our business, within the framework of this article. First, we need to conduct appropriate negotiations regarding the implementation of Article No. 4 of this treaty, but we are in contact with our North Korean friends and we will see how this process develops.
In any case, the Russian army is acting confidently in all directions, this is also well known, no one denies it, it is moving forward in all areas of the line of combat contact. Actively working in the Kursk direction: part of the Ukrainian army units that invaded the Kursk region are blocked, surrounded, this is about two thousand people. Attempts are being made to unblock this group from the outside, to break through from the inside - so far unsuccessfully. The Russian army has begun to eliminate this group.
As for contacts with Mr. Trump, this is something that has been constantly discussed for more than one year. At one time, we and Trump himself were accused of being somehow connected with Russia. Then, as a result of an investigation in the United States itself, everyone came to the conclusion, including in Congress, in my opinion, that this is complete nonsense, that nothing like this has ever happened. It was not before - it is not now.
And how Russian-American relations will be built after the elections - this depends primarily on the United States. If the United States is open to building normal relations with Russia, then we will do the same. If they do not want to - no need. But this is the choice of the future Administration.

Question: On October 1 of this year, the new NATO Secretary General M. Rutte took office. Does the Russian Foreign Ministry expect any changes in the alliance's position towards dialogue with Russia in this regard?
Answer: In this case, this is simply a rearrangement of the "components" of Western aggressive philosophy. Little depends on the position of the NATO Secretary General. He is surrounded (as has traditionally been the case) or, one might even say, "surrounded" by deputies who represent the United States and Britain. Either way, he is in a tight "ring". All decisions made by the alliance are not developed by him. He only voices them and is engaged in some kind of activity under the cover of the Organization on behalf of (again, Washington), talking about some kind of NATO solidarity.
As for M. Rutte, as Prime Minister of the Netherlands, he proved his ardent commitment to the camp of Atlanticists and Russophobes. I think this is precisely why he deserved the position of Secretary General of the North Atlantic Alliance. "Reliable" Russophobe. There is no doubt that he will continue to follow his anti-Russian approaches in his new position. Even more anti-Russian rhetoric should be expected. There will be no constructive action.
The doctrinal documents of the alliance indicate that all activities of the alliance now and in the long term are aimed at confrontation with Russia. The bloc is building up military potential near the Russian borders, practicing scenarios for striking our territory. It is using the Kiev regime to inflict on us, as they formulate it, a "strategic defeat".
We do not see any dialogue or search for solutions to resolve crisis situations on the part of NATO, and we will not see any prospects.

Question: Much has been said at this General Assembly about the reform of the UN. President of Finland Alexander Stubb tried to give this some thought and suggested excluding Russia from the UN Security Council. Is this actually possible? What should our reaction be?
Sergey Lavrov: These “hot-tempered Finnish guys” are a special kind of people.
I knew Alexander Stubb well when he was the Foreign Affairs Minister. Shortly after the end of the five-day war, which Mikhail Saakashvili unleashed in South Ossetia against Russian peacekeepers, Stubb visited Tbilisi and went to Moscow on his way back. We sat down together, just the two of us face-to-face, to prepare for the talks with our experts, and he shared some of the impressions of his meeting with Saakashvili. He actually used profanities. Well, he called him a “lunatic,” and I think you can guess what adjective went with it. I urged him to tell everyone what the man was like, but he said no.
I could quote more stories from Scandinavian folklore. On a more serious note, I am more surprised by something else. Alexander Stubb wants to be “more Ukrainian” than the Ukrainians themselves. I know that Kiev representatives never stop questioning the Russian Federation’s legitimacy, pointing out that the UN Charter says the USSR. I would like to note that the Charter also says the Republic of China and not the People’s Republic of China. Because that is what it was when the UN was created, when Taiwan represented China. When the People’s Republic of China restored its rights, and when Russia, as the successor of the Soviet Union, joined the Security Council, they decided they were not going to change it because it was clear anyway.
As I said, I was more surprised when UN Secretary-General Antonio Guterres spoke about the reform of the UN Security Council, and said that Europe was overrepresented, because France, the UK and the Russian Federation are among the permanent members. When I met with him yesterday, I asked him if he really believed that we were in the same package with London and Paris. He said, well, what else are you? This interpretation of the geopolitical picture of the world makes one think, because that was the UN Secretary-General speaking.

Question: Yesterday, former president Trump met with President Zelensky and promised that, if he is elected in November, he will get the war resolved quickly. What is your comment on this? What do you think about this meeting?
Sergey Lavrov: Several months ago, Donald Trump claimed he would need 24 hours. His promise has slightly changed.
We will welcome any initiatives that can bring a desired outcome – and there is only one: settling the problem by removing the root causes of the Ukrainian crisis. The primary root cause of the problem is that, despite assurances, NATO has continued to expand, and the West has not complied with its obligations that were approved at the highest level by the OSCE. Specifically, the countries committed to not strengthening their security at the expense of any other country’s security. Secondly, the agreement was that no organisation within the OSCE domain can claim prevalence.
It is exactly what NATO has been doing. It has continued its expansion, swallowing more states, developing military infrastructure and deploying weapons on their territories. Ukraine was next in line. That posed direct security threats to the Russian Federation. NATO planned to build military bases in Crimea, on the Sea of Azov, and to deploy its weapons there, which would be a threat to our state. We could not allow that.
The security of a state is always important. It is not an abstract notion but something essential to ordinary people. Right now, UN Secretary-General Antonio Guterres and his representative are saying that the UN’s stance is unwavering, and it advocates for settling this crisis as soon as possible with respect for international law, the UN Charter and Ukraine’s territorial integrity. The head of the UN Secretariat should have a deeper knowledge of the Charter. I have just said that during the plenary meeting.
The most important part of the document to me – and, apparently, to the UN founders – is Article 1 that encourages respect for human rights without distinction as to race, sex, language, or religion.
Whenever it is relevant and even when it is not, our Western colleagues put the issue of human rights in the forefront. They have made every effort to ensure that human rights be blown out of proportions and given the utmost priority in the Pact for the Future. The pact even states that the UN Human Rights Council shall be granted powers that are outside of the member states’ control. However, when it comes to the Ukrainian crisis, the West has completely ignored human rights.
I quoted the provision on respecting human rights without distinction as to language or religion. I reminded the General Assembly today that the Russian language has been eradicated in Ukraine by law, from early learning and through higher education. All Russian-language media have been expelled from Ukraine or shut down. Speaking about culture, books in Russian are being thrown out of libraries like they did it in Nazi Germany. The canonical Ukrainian Orthodox Church has been banned although the Ukrainian Constitution still claims that the state protects the rights of Russians and other national minorities, including their education and so on.
We have not been able to get an answer from the West or UN Secretary-General Guterres: why is everybody silent when so many initiatives on approaches to settlement are out there?
The key matters are security in the context of Ukraine’s non-accession to the North Atlantic Alliance or any other military bloc, and the matter of human rights.
It is not about territories. Vladimir Zelensky is asking to restore the borders as of 1991. We are rather focused on people who have lived on these lands for centuries, developed them, built plants, roads, ships and much more. These are the true reasons.
If Donald Trump manages to have these laws abolished, it will be a step forward. It would be the simplest thing, just to cast a vote.
There is one more aspect that nobody is mentioning either. President of Russia Vladimir Putin has stressed this repeatedly. Vladimir Zelensky signed an executive order prohibiting any talks with Russia. Therefore, I cannot suggest any ideas on how they are going to improve this process.
Our stance is crystal clear. The root causes must be removed. Everybody knows what they are.

Dear Mr President,
Ladies and gentlemen,
A few days ago, this building hosted a forum called the Summit of the Future. Russia was supportive of the idea of the Secretary-General to convene it, since the crisis of our Organisation is deepening and something needs to be done about this. We devoted our efforts to preparing the summit. However, we were realistic in our expectations. There have been many ambitious events in the modern history of the United Nations which ended up with loud declarations which were soon forgotten.
The Millenium Summit proclaimed the goal to “free the peoples from the scourge of war”. Two years later the United States of America, at the head of the coalition of the willing, invaded Iraq – the country which has yet to get over the devastating consequences of this affair – under a ridiculous pretext, without the mandate of the UN Security Council.
The 2005 World Summit declared its commitment to establishing a just peace in accordance with the purposes and principles of the Charter of the United Nations. But this sacred commitment did not prevent the United States and its allies from emboldening Georgia's then-leader Mikheil Saakashvili to launch an armed aggression against the people of South Ossetia and Russian peacekeepers in 2008. Three years later, NATO orchestrated a military intervention in Libya that destroyed its statehood and undermined the stability of neighbouring countries.
In 2015, the UN Summit on Sustainable Development adopted grandiose plans to fight poverty and inequality. In the end, they turned out to be empty promises in the face of the unwillingness of Western countries to give up their neo-colonial practices of siphoning off the riches of the world for their own benefit. You can simply look at the statistics to see how many promises to fund development in the global south and transfer environmentally friendly technologies have actually been kept.
The current UN Secretary General, Antonio Guterres, just like Kofi Annan and Ban Ki-moon before him, has put forward an initiative under the slogan of a new start for global cooperation. This is a wonderful idea. Who could disagree? But what global cooperation is there to talk about, when the West has trampled all those unshakeable values of the globalisation that speakers on the podium talked so much about, trying to convince us that they would give everyone equal access to the goods of modern civilisation? Where is the inviolability of property, the presumption of innocence, freedom of expression, access to information, fair competition in markets under fair and constant rules? The Secretary-General speaks of global cooperation at the very moment when the countries of the West have unleashed a veritable war of sanctions against more than half, if not the majority, of the countries of the world, and the US dollar, promoted as an asset and a good for all humanity, has been crudely turned into a weapon.
Cuba has been subject to a trade blockade for more than sixty years, while the overwhelming majority of members of the international community have called for it to be lifted. In its pursuit of an increasingly unattainable goal of maintaining its dominance, Washington has blocked the normal work of the WTO to settle disputes and a reform of the Bretton Woods institutions, whose structure has long ceased to reflect the real balance of power in the world economy and finance. The UN wants to turn the West into a tool to promote its own selfish ends. The Summit of the Future showed that the number of attempts to blur the intergovernmental nature of the organisation has increased. The long-awaited changes in the way the Secretariat is staffed, with key positions in fact occupied and inherited by representatives of the Western minority, have been curtailed. When the Secretary-General calls for a new approach to global cooperation, the Secretariat must promote unifying ideas, propose options for compromise, rather than find excuses to integrate pro-Western narratives into the work of the United Nations.
It is not late to breathe new life into the United Nations. But this can be achieved through restoration of trust based on the charter principle – sovereign equality of all states – rather than out-of-touch summits and declarations. However, while the trust is undermined, including through actions by the West to create its subordinate narrow formats to resolve crucial issues bypassing the UN such as control over the Internet or determination of legal frameworks to use AI technologies. These issues touch upon the future of the entire humanity and they have to be considered on a universal basis, without discrimination and aspiration to achieve unilateral benefits. Thus, everything has to be agreed on a fair basis involving all UN members, and not like how the Pact for the Future was drafted: without a single plenary round of talks where all countries would be present. Instead, the work was done under the control of western manipulators. As a result, the Pact, already swelled the ranks of declarations written in beautiful English without even being born.
The situation is no better when it comes to implementing the binding resolutions of the UN Security Council. It is enough to mention the sabotage of the resolutions on the Kosovo settlement and the Dayton Accords on Bosnia and Herzegovina. The most egregious example is the postponement for more than 80 years of consensus resolutions on the establishment of an independent Palestinian state living side by side in peace and security with Israel.
Acts of terrorism which Israelis fell victim to on October 7, 2023 cannot be justified. But all those who are still capable of compassion resent the fact that the October tragedy is being used for a massive collective punishment of the Palestinians, which has turned out to be an unprecedented humanitarian disaster. The murder of Palestinian civilians by US weapons must stop. The delivery of humanitarian cargoes to the enclave must be ensured, the restoration of infrastructure must be arranged and, most importantly, the implementation of the legitimate right of self-determination of the Palestinians must be guaranteed, and they must be allowed to establish a territorially integral and viable state within the borders of 1967 with its capital in East Jerusalem, not in words but in deeds, "on the ground".
Another blatant example of the use of terrorist methods to achieve political goals is the attack on Lebanon, in which civilian technology was turned into a deadly weapon. This crime must be investigated immediately. It is already impossible to ignore the numerous publications in the media, including in Europe and the United States, which prove the various levels of Washington's involvement and, at the very least, its awareness of the preparation of a terrorist attack. We understand that the Americans always deny everything and do their best to erase the emerging facts - just as they did in response to irrefutable evidence of their involvement in terrorist acts against the Nord Stream pipelines. These pipelines, by the way, were a great example of the global cooperation of which the UN Secretary-General dreams. After their destruction, the competitiveness of the European Union in the global economy has been undermined for many years to the benefit of the United States. The West is to blame for concealing the truth about the organisers of many other heinous crimes, including a bloody provocation in Bucha, a city in the Kiev region, in 2022, and a series of poisonings of Russian citizens in the UK and Germany.
The UN Secretariat cannot remain aloof from efforts to establish the truth in situations that directly affect global security and must act impartially in accordance with Art. 100 of the Charter, acting impartially and avoiding the temptation to play into the hands of certain states, especially those who openly call for the world to be divided into a flowering garden and a jungle, or for a democratic table to be set for dinner and those on the menu instead of cooperation.
The 'track record' of those who demand that the rest of the world play by their rules should not be forgotten. The invasion of Afghanistan and the inglorious twenty-year presence of a well-known coalition there was accompanied by the emergence of al-Qaeda. The creation of the Islamic State was a direct result of the aggression against Iraq. The start of the war in Syria gave birth to Jabhat al-Nusra (now Hayat Tahrir al-Sham), and the destruction of Libya opened the floodgates for terrorism in the Sahara-Sahel region and for millions of illegal immigrants in Europe. We urge all those who care about the future of their countries and people to be extremely cautious about the new plots of the inventors of these very rules.
Methods of political assassination, such as the one that took place yesterday in Beirut, which have almost become common practice, are of the utmost concern.
The tragic and unacceptable developments in the Arab-Israeli conflict, in Yemen, in the waters of the Red Sea and the Gulf of Aden, in Sudan and in other danger zones in Africa reflect an undeniable fact: security can either be equal and inseparable for all, or there will be no security for anyone.
For years, Russia has been trying to make Washington, London and Brussels, overwhelmed by their own complexes of exclusivity and impunity, understand this seemingly simple truth in the context of European security. Although they initially promised not to expand NATO, and in 1999 and 2020 they left their signatures in official documents of OSCE summits under the obligation not to ensure their own security at the expense of others, in fact the North Atlantic Alliance has been carrying out geopolitical and military expansion in Europe for three decades, trying to establish its positions in the Trans-Caucasian region and Central Asia, creating direct threats to the security of our country. The same situation is happening in the Asia-Pacific region, where NATO's infrastructure is creeping in and where military and political blocs are being created, undermining the inclusive security architecture under the auspices of ASEAN, in order to contain the People's Republic of China and Russia.
At the same time, the West not only fails to seek the global cooperation called for by our Secretary-General, but in its doctrinal documents openly and harshly accuses Russia, China, Belarus, the Democratic People's Republic of Korea and Iran of creating threats to its dominance. The goal of the strategic defeat of Russia is declared there: just as London and Washington did in May 1945, when (before the end of the Second World War) they developed Operation Unthinkable to destroy the Soviet Union. This was kept a deep secret, but today's Anglo-Saxon strategists do not hide their intentions. However, they expect to defeat Russia through an illegitimate neo-Nazi Kiev Regine, however they prepare Europe to fall in this suicidal affair. I will not dwell on the futility and danger of the very idea of trying to fight Russia's nuclear power to victory.
Equally meaningless are the chants of Kiev's Western masters that the infamous peace formula is the only viable basis for peace talks. Just as they support this doomed ultimatum, the West unreservedly invokes the UN Charter, which demands that Ukraine's territorial integrity be guaranteed.
I would like to remind colleagues in the UN Secretariat, among others, that the Charter is not only about territorial integrity. The very first chapter of the Charter proclaims the obligation to respect the principle of equality and self-determination of peoples. This served as the international legal basis for the process of decolonisation (which is still ongoing, despite the opposition of the French, the British and other former colonial powers). And in 1970, the General Assembly unanimously decided in its Declaration that everyone must respect the territorial integrity of those states whose governments respect the right of peoples to self-determination and thus represent the entire population living in the territory concerned. I would like to stress that this was a unanimous decision of the UN General Assembly after many years of complicated discussions. There is no need to prove that the Ukrainian neo-Nazis, who seized power in Kiev in February 2014 after a bloody coup supported by the United States and its allies, never represented the Russian population of Crimea, Donbass and Novorossiya.
The Western leaders, who are obsessed with the topic of human rights at every given opportunity, pointedly remain silent about these rights in relation to racist actions of their Kiev clients. In light of this forgetfulness I would like to remind another requirement of the very first article of the UN Charter: to respect the rights and fundamental freedoms of any person regardless of their race, gender, language and religion. The rights of Russians and people associated with the Russian culture have been methodically eradicated following a coup in Kiev. The Russian language has been prohibited in all spheres on a legislative level – education, media, culture, and even everyday life. Another law banning the canonic Ukrainian Orthodox Church has been adopted recently. These gross violations of rights of Russians enshrined in the UN Charter, along with threats to security of Russia and entire Europe which comes from the Kiev regime and all those who pull it into NATO, are prime causes of the current Ukrainian crisis. The special military operation, which Russia is carrying out to protect its security, the present and the future of the people on their indigenous land, is aimed at eliminating them.
We value the genuine aspiration of the entire range of our partners to promote mediation initiatives for the very best of reasons. We respect their constructive commitment to results as opposed to the dead-end peace formula of Volodymyr Zelensky. We encourage our friends to take the above-mentioned facts of the real causes of the present situation fully into consideration in their further efforts. No peace on the basis of the UN Charter is possible unless they are eliminated. The realistic settlement plan was set forth by President Vladimir Putin on June 14, when he once again convincingly demonstrated the good will of Russia to achieve negotiation agreements whose prospects were dropped by Kiev and its mentors following the 2014 coup, failure to comply with 2015 Minsk Agreements and 2022 Istanbul Agreements.
The unprecedented level of hypocrisy and aggressiveness of the western policy against Russia not only brings to naught the idea of global cooperation promoted by the Secretary General but even more so blocks the functioning of the entire global control systems, including the Security Council. This is not our choice, we are not to be blamed for the consequences of such a dangerous course. But everyone will feel the high cost if the West does not stop.
It is obvious for the world majority that confrontation and hegemonism do not solve a single global problem. They just artificially restrain the impartial process of forming a multipolar world order which will rest on the equality of rights of big and small nations, respect the value of a human person, equality of men and women, right of the people to determine their own fate themselves. All of these is a quote from the UN Charter. Just as a principle of non-interference with internal affairs of sovereign states, whose restatement, to the shame of the UN members, was blocked by the US and their satellites at the very summit of the future during the adoption of a corresponding pact.
Addressing the participants of the IV Fourth Eurasian Women's Forum in St Petersburg on September 18, this year, President Vladimir Putin stressed the need to unite efforts in the name of stable development and universal equal and inseparable security. It is possible to resolve the most complicated issues which the entire humanity faced only in cooperation, with due account of each other’s interests. The West must realise this and break its neo-colonial habits.
The Global South and East speak out their rights to full-fledged participation in decision-making processes all over the spectrum of the international agenda louder and louder – which becomes more relevant in the situation when the West systemically destroys the globalization model it created.
The role of intergovernmental associations in Asia, Africa and Latin America becomes more important. They include, among others, the Shanghai Cooperation Orgaisation, the African Union, the Community of Latin American and Caribbean States (CELAC), the Arab League, the Eurasian Economic Union, the Association of Southeast Asian Nations.
Regional integration structures are building contacts both among themselves and the regional association - BRICS, which allows harmonising approaches to agree on the mechanisms of mutually beneficial cooperation and development beyond the control of negative internal impact and dictate.
All these impartial processes will have to be taken into account in the work of the G20, where the Group of Seven can no longer call the shots.
Ways of ensuring security in different regions will have to be reconsidered, drawing lessons from the bitter experience of the functioning of NATO-oriented or Euro-Atlantic security models, which the West has exploited for its expansionist intentions.
Russia has launched an initiative to create an inclusive architecture of equal and inseparable security in Eurasia, open - I would like to emphasise - to all states and organisations of our common continent, ready to work together in the search for universally acceptable solutions, using the interdependence and natural competitive advantages of the unified Eurasian space. An international conference will be devoted to this topic in Minsk, starting on 31 October.
We are not fencing off dialogue with the West. Last July, at Russia's suggestion, the Security Council held open debates on building a fairer and more stable world order. We believe it is important to continue the discussion, both in the UN and in other fora.
A more equitable world order unconditionally presupposes increased representation of the Global South in the UN Security Council. We reaffirm our position in support of Brazil and India provided a positive decision is reached in the framework of the well-known initiatives of the African Union. At the same time, of course, there can be no talk of additional seats for Western countries, which are already excessively over-represented in the Security Council.
May 2025 will mark the 80th anniversary of the victory in the Great Patriotic War, during which tens of millions of people, including 27 million citizens of all the peoples of the Soviet Union, fell victim to the genocidal policy of the Third Reich. Such crimes have no statute of limitations, as there is no moral justification for those who try to prove the innocence of Nazi torturers, collaborators and their current successors in Ukraine, the Baltic States, Canada and other countries.
The world faces massive challenges which require united efforts rather than confrontation and desire of global domination.
Russia will always be on the side of collective work, truth and law, peace and cooperation in the interests of reviving the ideals laid down by the founding fathers. This is the aim of the Group of Friends in Defence of the Charter of the United Nations, established on the initiative of Venezuela. Its objectives and principles remain fully relevant. The main thing is that everyone, without exception, respects these principles, not selectively (choosing from the menu), but in their entirety and interconnectedness, including the principle of the sovereign equality of States. Then, while working for the honest balance of the legitimate national interests of all countries, we can bring to life the purpose of the UN as stated in the Charter: "to be a centre for the co-ordination of the activities of nations in the achievement of these common purposes".

Speaking of the “strategic defeat” on the battlefield, I do not want to quote Western politicians here, but there are people in the United States and in Europe who were paying attention during their history lessons and have learned it well. Napoleon, and later Adolf Hitler tried to inflict a strategic defeat on us. Both rallied most of Europe under their banners – countries that had obediently submitted, had been occupied and provided their military, their armies to be commanded by Bonaparte and Adolf Hitler. Both campaigns ended in disaster. Again, anyone who is well-read and good at history is perfectly aware of this.
Today, just like during World War II, the US-led coalition (about 50 obedient countries) is assaulting us using the Ukrainian regime to do the fighting – a blatantly Nazi regime just like that of Adolf Hitler.
In a situation like this, no one should forget about the character of the Russian people. We are now seeing this on the frontlines. Attempts to rock the boat or sow discord in our society always lead to the opposite result. It is more united than ever, and we see no other way but to defeat the Nazis, who are once again encroaching on our history, our land, and language.

These lengthy discussions led to the adoption of the voluminous Declaration. The part we are talking about now says clearly that all countries must respect the territorial integrity of states whose governments respect the right of nations to self-determination and therefore represent the entire population living in their territory. It is common knowledge that the neo-Nazis who seized power in Ukraine as a result of a state coup in February 2014 did not represent Crimea or Donbass.
Even before addressing the right of nations to self-determination, the UN Charter says that everyone is entitled to all human rights without distinction of any kind, such as race, sex, language or religion. Ukrainian laws prohibit the use of the Russian language in all spheres of life. A recent law has prohibited the canonical Ukrainian Orthodox Church. In other words, those who call for settling this conflict on the basis of the UN Charter should read it more carefully.

We realise that Russia now plays an important role in resolving conflicts on the international arena. Is the special military operation an important landmark in transforming the international community and the world order? Is Russia ready for broader hostilities?
Sergey Lavrov: You have said that the coup d’etat was among the main phases that eventually led us towards a situation that we are now witnessing. This coup d’etat was induced and supported by Western countries. After that, we warned for many years that Russian people, who had spent their whole life on territories incorporated into the Ukrainian state during the Soviet period, should not be treated this way. For centuries, Russian people developed this territory, and this territory should by no means be dragged into NATO. We warned about this for a long time. But, after nurturing, bringing up and raising neo-Nazis, the West unequivocally continued to support them as a tool of a war against the Russian Federation.
It is obvious for everyone, who understands what is going on and who knows what justice is about, that justice is on our side. Justice implies that every person has the right to retain their identity, based on the way they were brought up and on their own desires. The Global Majority, African, Asian and Latin American countries, became apprehensive after the West started using the neo-Nazi Ukrainian regime as a tool for fighting against Russia. Everyone started wondering, on whom Washington would vent its discontent next time, and whom it might dislike. Well, it can dislike anybody.
In this sense, you are absolutely right. The special military operation has worldwide significance because it upholds a multipolar world order where all countries without exception are equal. I would like to recall the UN Charter once again. It states expressly that the UN is based on the sovereign equality of states. The United States and its satellites never respect and honour this principle. The Global Majority is interested in ending the current state of things when the Americans demand that everyone respect a rules-based order, rather than international law. And their rules always depend on God’s whim, as we say here.
When it became necessary for them to deprive Serbia of Kosovo, they proclaimed its independence without any referendum. They said that the people of Kosovo were exercising their right to self-determination. Several years later, after the Nazis seized power in Kiev, the people of Crimea held a referendum and opted for reunification with Russia, with numerous international observers monitoring the event. The Americans denounced this act and said it violated territorial integrity.
The majority of the people from Africa, Asia and Latin America I communicate with, know what this is all about. The United States wants to convince everyone that it is a hegemon, and that no one can contradict it, no matter what they are doing. Consequently, the United States is saying that it is necessary to inflict a “strategic defeat” on Russia on the battlefield. They see this as an existential threat for themselves, a threat to their hegemony. If the truth prevails (and it will certainly prevail), they would see this situation as their own defeat highlighting the loss of their reputation, authority and prestige. Additionally, many would stop fearing them.

On the occasion of the tenth anniversary of the NATO aggression against the Federal Republic of Yugoslavia and the Serbian people on March 24, 2009, the national academy "Serbia, remember" was held in the crowded Sava Center in Belgrade.
Nineteen countries of the then NATO attacked Serbia on March 24, 1999. The aggression lasted seventy-eight days until June 10, 1999. More than 3,500 people died, and more than 10,000 were wounded. Huge material damage was caused, which is estimated at tens of billions of dollars. 7,643 houses, 300 schools, 53 hospitals, 50 churches, 37 bridges and numerous other civil and military infrastructure facilities were destroyed. Even today, ten years later after the bombing, we all see and feel the many consequences. Many ruins still stand. The increase in malignant diseases since 1999 is over 40%. A large number of destroyed factories were never rebuilt, and all of us, both citizens and the state, are much poorer than we would have been if the aggression had not occurred.

The Russian Defence Ministry continues to analyse military-chemical activities of the United States, one direction of which is global control of the biological situation and its management in line with the U.S. interests. To achieve these goals, the United States is forming additional administrative and technical bodies, and the U.S. strategic planning documents identify biological risk management as a vital U.S. priority.
Creating an appropriate technical and legal framework enables the U.S. administration to build up its capabilities in different regions of the world, with Ukraine being the most prominent example of military biological "colonisation."
The documents obtained during the special military operation show that the reform of the Ukrainian health-care system initiated by the United States, which created conditions for the implementation of military biological programs, was carried out with numerous violations of the law and contrary to the opinion of the relevant agencies.
Consider the address by the head of the health committee of the Verkhovna Rada to Prime Minister Groisman of Ukraine on December 26, 2018. It speaks of centralising the scientific institutions of the health-care system, which would facilitate their control by the US. The document notes that "...the Ukrainian Security Service, the Ukrainian Biosafety Association, and the health-care professional union consider reorganization measures to be inappropriate...."
We also draw your attention to the Mechnikov Institute's address to the Verkhovna Rada, dated October 10, 2018. I would like to remind you that the institute is a relevant institution in the field of biosafety and that it stores a national collection of pathogenic microorganisms. It noted that the QUOTE "...in Ukraine there are uncoordinated activities that may result in the total or partial loss of an effective biological risk-control system... As a result, this could have a negative impact on Ukraine's compliance with its obligations under international non-proliferation regimes - the Biological and Toxin Weapons Convention, and the multilateral export control regime of the Australia Group...." END QUOTE.
Reform of the system occurred during the tenure of the Ukrainian Minister of Health, Ulyana Suproon, and the reorganisation commission was composed of Irina Demchishina, who appeared repeatedly in the documents of the Pentagon's contractual organizations, Black and Veatch, and Metabiota. It was their actions that enabled the American administration to conduct dual-use research on Ukrainian territory.
During the special military operation, documents of the General Directorate of Investigation of the Ukrainian Security Service were acquired confirming the interest of the Kiev regime in continuing to work with weapons of mass destruction.
In October 2023, the Ukrainian Security Service sent a request to the National Academy of Sciences concerning the possibilities for subordinate organizations to conduct research on samples of chemical, radiological, biological, and nuclear weapons and their traces of use.
Consider the response letter, in which the Academy of Sciences confirms the conduct of dual-use research within the framework of the 2005 agreement between the U.S. Department of Defense and the Ministry of Health on cooperation to prevent the spread of technologies, pathogens, and information that can be used to develop biological weapons.
It reports on the capacity of Odessa Anti-Plague Institute's laboratory and plans to upgrade it to the BSL-3 level funded by the Pentagon. In the laboratory QUOTE, "... until now, the collections of particularly dangerous pathogens such as plague and cholera are stored..."
I recall that Washington's main objective is to remove dangerous pathogens and biomaterials from Ukraine's territory, as well as to implement a series of particularly specific programs code-named UP and "TAP." For example, "UP-4": "Examining the spread of especially dangerous pathogens through migratory birds," "UP-10": "Examining the spread of Africa's porcine plague in Ukraine in the wild and through trade routes."
But, unlike the Pentagon's funded Lugar Centre of Georgia, Americans have confined themselves to little financial investment in modernising bio-sites on Ukrainian territory.
The Pentagon's biological projects have not improved the country's epidemiological conditions, and with the assistance of Ulyana Suproon, they have been completed with near-zero results for Ukrainian health care.
Operational information indicates that radiochemicals continue to be imported into Ukraine for further recycling turning the country into a landfill of spent nuclear fuel and hazardous chemical waste. Main supply routes are organised via Poland and Romania, with organisational, logistical, and financial matters personally managed by the head of the Ukrainian President's office, Andrei Ermak.
These substances can be used to create a so-called "dirty bomb," followed by the use during 'false flag operation'.
I would like to refer to other actors involved in illegal activities with components of weapons of mass destruction on Ukrainian territory.
These include Daniel Gerstin, who was the former Director of the Countering Weapons of Mass Destruction Office of the US Secretary of Defense. Since 2013, he actively worked with Ukraine's state bodies to promote U.S. biological warfare programs and converting Ukrainian laboratories to American standards.
Sergei Komisarenko is the president of the Ukrainian biosafety association and head of the relevant commission of the National Security and Defence Council of Ukraine. He worked with the Pentagon on behalf of the National Academy of Sciences and oversaw dual-use research at subordinate institutions.
Igor Pereginets is a former deputy minister of health care of Ukraine. At the direction of the supervisors in the United States, he lobbied for reform of the epidemic surveillance system and promoted the introduction of Pentagon-controlled structures into the national health-care system.
Olga Golubovskaya, Ukraine's main infectionist, interacted with the Pentagon's contracting organisations and Big Pharma enterprises. She personally oversaw drug research on socially vulnerable Ukrainian citizens. She received a monetary reward from the U.S. Gilead pharmaceutical company for testing toxic drugs against HIV and hepatitis C on the Ukrainian population.
Igor Kuzin is the chief sanitary doctor of Ukraine. He participated in the deliberate destruction of the country's biological-risk-control and biosafety system. He was involved in preparing biological provocations to accuse the Russian Federation.
Because we have managed to halt the implementation of biological warfare programs in Ukraine's liberated territories, the Pentagon is forced to transfer incomplete research under Ukrainian projects to other regions.
Africa is now the zone of heightened interest. We have already noted the Pentagon's key contractors on the African continent – in the Democratic Republic of the Congo, Sierra Leone, Cameroon, Uganda, and South Africa. The US government's employers are the U.S. Department of Defense Threat Reduction (DTRA) and the U.S. State Department.
Washington uses outside actors to hide the research's objectives. These are contracting and intermediary organisations (Metabiota, Quicksilver, EkoHealth Alliance, more than 20 companies) and businesses of the so-called Big Farma.
Pay attention to the commercial offer of the Metabiota company marked confidential. The proposal is addressed to the U.S. Army Medical Research Institute of Infectious Diseases and relates to infectious diseases specialists training in Kenya and Uganda. The document indicates that pathogens in the African continent are being studied by the U.S. Department of Defense Threat Reduction (DTRA), the U.S. Department of Homeland Security, and in order to give the appearance of humanitarian interaction, the U.S. International Development Agency.
I would like to remind you that the Metabiota has now ceased its operations in Africa, as its methods of operation have raised too many questions at the level of national governments. For example, in 2014, samples of the Ebola virus were smuggled by representatives of the company and sent to the U.S. Army Medical Research Institute of Infectious Diseases.
The slide also shows the perpetrators of illegal biological warfare activities. These include former U.S. and British servicemen, staff of the Centers for Disease Control and Prevention in Africa, and representatives of the Global Fund to Fight AIDS, Tuberculosis, and Malaria.
The documents at our disposal confirm that the U.S. biological warfare presence on the African continent is growing at a rapid pace.
For example, in October 2023, staff of the U.S. Army Medical Research Institute of Infectious Diseases conducted a large-scale survey of hantavirus samples from bats in Kenya's natural hotspots. A year ago, U.S. military biologists studied the effects of anti-malarial drugs on local populations.
In January 2024, U.S. officials from the Ministry of Defence, the State Department, and the U.S. Department of Health and Human Services met with the heads of the Centers for Disease Control and Prevention in Africa to discuss the continent's prospects for developing laboratory capabilities.
As part of the Cooperative Threat Reduction Program, the construction of a laboratory and a training center in Ethiopia has begun with funding from the DTRA. On 21 February 2024, Robert Pope, director of the Cooperative Threat Reduction Program, took part in laying the foundations of a reference laboratory in Bischoftu.
This is far from a complete list of U.S. initiatives on the African continent.
I would like to recall once again Washington's non-transparent working methods and warn our African partners against cooperating with the United States in the military biological field.
As practice shows, such interaction results in the loss of national sovereignty in biosafety and a worsening of the disease situation.
An example is infections such as yellow fever, monkeys fever, and Rift Valley fever, whose outbreak has been detected in Cairo, where the U.S. Navy biological warfare laboratory was based. Thus, in 2013 alone, as a result of the yellow fever outbreak, 170,000 people were infected, of whom 60,000 died.
However, dual-use research and neglect of biosafety have led to a worsening of infectious disease situation in the United States itself. These are primarily vector-borne diseases: tularemia, anthrax, and rabies.
Many cases of such infections have been recorded in the U.S. over the last four years, and despite the discovery of interspecies shifts from animal to human, they have been concealed and no quarantine action has been taken against the identified hotspots.
According to our estimates, the White House's concealment of the truth about the epiczootic situation stems from concerns about possible sanctions from the International Epizootic Bureau of Agricultural Exports, which could cause serious reputational and economic damage to the U.S. agricultural sector.
What Washington has to hide is the U.S. blocking of the verification mechanism under the Biological and Toxin Weapons Convention.
The White House's official statements of the U.S. willingness to move toward biological weapons control mechanism in practice result in rejection of any verification initiative and attempts to bring international verification tools under control.
One such tool is the UN Secretary-General's Mechanism for Investigation of Alleged Use of Chemical and Biological Weapons.
In this regard, I would like to mention the American non-profit organisation RAND, which is known for its research on the use of artificial intelligence to plan large-scale biological attacks.
On February 6, 2024, the organization published a report entitled "Attributing Biological Weapons Use." The document questions the effectiveness and credibility of the UN Secretary General's mechanism as it stands, and describes the leading role that the U.S. Department of Defense could play in investigating such incidents.
The authors point out that the mechanism's supporting operational readiness – the UN Office for Disarmament Affairs does not have international credibility. It is stressed that QUOTE: "...the U.S. can provide its own investigative file to the UN Secretary General, even if it does not participate directly..." END QUOTE. In fact, this means that it is possible for the U.S. to intervene in any incident involving UN Secretary-General.
Clearly, Washington aims to create its own instrument under its control to investigate outbreaks of infectious diseases and other bioincidents. The U.S. leading role in the Secretary-General's Mechanism will enable Western countries to identify perpetrators at their discretion, as was the case in the Organisation for the Prohibition of Chemical Weapons.
The practice of the OPCW's investigations of chemical accidents in Syria in 2018, when the main evidence was the testimony of West-sponsored White Helmets, suggests that such investigations will not be transparent and impartial in the future.
The Ministry of Defence of the Russian Federation will continue to work in this direction and will keep you informed.

However, German authorities stubbornly refuse to officially recognise crimes against humanity, perpetrated by the Third Reich in the Soviet Union during the Great Patriotic War of 1941-1945, as acts of genocide, primarily the siege of Leningrad. This ensues from the recent reply by the German Foreign Ministry to a respective demand from the Russian side.
At the same time, the German side is displaying open hypocrisy and duplicity. I believe that it violates everything, including ethics, morals and legality. Earlier, the German side confirmed at political level that such terrible acts of the German state as the annihilation of the Jews during World War II and the methodical extermination of the Herero and Nama peoples in 1904-1908, amounted to acts of genocide. It appears that Berlin is trying to impose a convenient scale for grading various atrocities and crimes against humanity on the international community. They are inventing a system for grading various levels of dehumanisation, various tiers and a scale for measuring these atrocities. Does the German leadership think that no one remembers history, while accusing other states of something all the time? We remember, and we know that they prompted us and were virtually forcing us to forget history. We know the reason why. However, we remember history, and we will never forget it.
We strongly condemn and reject the position of German authorities on this issue. There is an expression “mixed feelings.” No, this position evokes a permanent feeling of disgust because it is immoral.
Berlin has unveiled the hidden motive of its political approaches towards Germany’s dark historical past, with German politicians and diplomats actively boasting that they have assessed it down to the smallest detail. German actions aim to erode and forget Germany’s historical guilt for committing horrendous crimes against millions of Soviet citizens of various ethnicities and religious affiliations.
However, we are not only talking about ourselves, and we are not forgetting other nations either. Russia will continue to demand the reinstatement of historical justice, as well as the recognition of the obvious fact of the Third Reich’s genocide of the Soviet Union’s nationalities, at all levels and international platforms.

Over 400,000 people in Mariupol had to go underground because they couldn’t leave the city. The film tracks stories of people who had to survive in Mariupol under Ukrainian shelling. A hieromonk who was taken hostage by Azov members and tortured miraculously survived and dedicated his life to studying the origins of nazism in Ukraine. A courageous OB-GYN who runs a maternity ward helped give birth to 25 women during the bombing.
Hundreds of people who got a chance to be evacuated lost connections with the rest of their families who stayed. With no cell service and internet connection, their only hope was to get a word through Russian soldiers who would find relatives and friends and relay their messages.

Fast Forward to Fascism - Ukrainian nationalism in the making

The nationalist movement in Ukraine didn’t just happen; it took years to build. It's been growing for years, nurtured by western curators and supported by western funds. By the beginning of the Maidan, an entire network of neo-nazi units had already been up and running in Ukraine, but the Ukrainian government didn’t prosecute them. Ready and able military and terrorist units dispersed and showed up at anti-Maidan meetings in Ukraine’s cities. The years 2019 and 2020 saw meetings and protests in Kiev demanding the denial of special status for the DNR and LNR breakaway regions.
One of its main goals was to form an ideology that would dehumanise Russians and break all ties that existed for decades before. Initially, Russians weren't seen as a minority in Ukraine, but the anti-Russian sentiment gradually became overwhelming. Nationalists have been taught how to lead a war on social media, eventually launching a guided communication battle against the Russian people.
Stepan Bandera was the head of the Ukrainian nationalist organisation in 1929. In 1934, the Gestapo accepted the Berlin chapter of the organisation — he organised terrorist acts, killing officials. In 1941, the Ukrainian nationalist organisation was responsible for the biggest Jewish pogrom in Lvov, killing about 7,000 people. Yet, in 2010, Stepan Bandera was pronounced a national hero, with torch-lit marches in his honour ever since.

The key takeaway from President Putin’s conversation with Rossiya Segodnya head Dmitry Kiselev is that those “looking for a contrite Russia, a weak Russia, a compliant Russia” won’t find it in “the Russia that Vladimir Putin was presenting to the world in his interview,” says former US Marine Corps intelligence officer and independent military and international affairs observer Scott Ritter.
“Instead, what he's saying is that Russia's not looking for a fight, but if somebody wants to bring the fight to Russia, they'll get more than what they asked for. And if the world is looking for peace with Russia, it'll be done on terms that are acceptable to Russia,” Ritter told Sputnik.
“Russia hasn’t shut the door on peace, but the terminology used by the Russian president when discussing the potential of a peace negotiation with Ukraine didn't bode well,” the observer suggested, pointing to the derision Putin cast in Ukrainian President Volodymyr Zelensky's direction when discussing Kiev's maximalist 'peace plan'.
"This shows that Russia doesn't have respect for the Ukrainian leadership and indeed doesn't view the ‘Ukrainian peace plan’ - Volodymyr Zelensky's 10-point peace plan - as a serious effort for peace. This also points to the fact that Russia will probably continue the scope and scale of its military operations without let up until it accomplishes the missions that it has assigned itself, primarily demilitarization and denazification,” Ritter said.
Furthermore, Ritter said, Putin has made clear that Russia expects US experts to “provide sage advice” to leaders in Washington to prevent the Russia-NATO crisis from breaking out into a full-blown nuclear war, while also making it obvious that he “doesn’t trust the United States,” making “that straight-up clear in this interview.” Accordingly, any future relationship between Moscow and Washington will have to be “negotiated carefully,” and any guarantees and assurances set down “in writing.”
Regarding the recent series of not-so-subtle hints by NATO officials that they would not “rule out” a direct, boots on the ground intervention in Ukraine, Putin confirmed that “any effort to intervene meaningfully, meaning large forces, etc., would be seen as a direct intervention that could lead to a direct conflict between Russia and NATO,” heightening the risks of a nuclear conflagration, Ritter said.
Finally, regarding Putin’s comments about nuclear weapons, Ritter stressed that they must be taken at face value, since Russia’s nuclear doctrine provides for the use of such arms in the event of a nuclear attack, but also conventional aggression so severe that it “threatens the existential survival of Russia.”
“Right now, the United States and NATO are supporting Ukraine's stated objective of restoring Ukraine to the 1991 borders with Russia. But this would require Ukraine to gain control over Crimea, the Donbass, and the territories of Malorossia - Kherson, Zaporozhye that Russia has incorporated into the Russian Federation. Any effort to do so would, by definition, pose an existential threat to Russia's survival and generate a Russian nuclear response,” Ritter warned.

Russian Ministry of Defence continues to track and personally record all foreign mercenaries who have arrived in Ukraine to participate in combat actions.
Since 24 February 2022, the total number of foreign mercenaries who have arrived in Ukraine is 13,387. At the same time, the destruction of 5,962 foreign mercenaries has been confirmed to date.
The undisputed leader in terms of the number of killed fighters is Poland (2,960 arrived, 1,497 eliminated).
From Georgia, 1,042 fighters arrived, of whom 561 were eliminated.
The 1,113 'soldiers of fortune' arriving from the U.S. lost 491 killed.
More than 40% of Canadian mercenaries were eliminated (422 out of 1,005).
Of the 822 fighters arriving from the UK, 360 were eliminated.

Western pharmaceutical companies tested drugs on psychiatric patients and babies in Mariupol

Infants were allegedly used by major Western pharmaceutical companies for testing drugs during experiments that were held on patients of the psychiatric ward of the Mariupol hospital, according to documents seen by Sputnik.
The list of patients who were administered one of the drugs included infants under one year old. The drug was also administered to children aged from one to 11 years.
The documents were discovered by builders in the basement of hospital No. 7 in Mariupol during its restoration.
Rheumatological drugs had been allegedly tested for several years on patients of the Mariupol hospital's psychiatric ward at the request of major Western pharmaceutical companies and with the assistance of Ukrainian officials, according to documents seen by Sputnik.
The documents belonged to the psychiatric ward of the hospital and were drafted in 2008-2016. According to the initial inspection of the documents, it can be seen that certain drugs with numbers and without proper titles were tested on humans.
The primary purpose of the research was to evaluate the effectiveness of the drug in relation to the proportion of patients who achieved the response according to the criteria of the American College of Rheumatology (ACR).
Such companies like Pfizer, AstraZeneca, Celltrion, Novatris International AG, IQVIA, Sanofi, Galapagos NV, Janssen Pharmaceuticals, AbbottLaboratories, Covance, Merck KGaA, CentocorBiopharmaceutical and a branch of Samsung that produces medical equipment were mentioned in the documents.
In addition, boxes containing many ready-made envelopes from logistics companies and containers for biomaterial with recipient addresses of laboratories in Switzerland, the UK and the US were found on the site of the hospital.
