The congressional rules about confirming appointments are just BS being used to cause delay. Upon inauguration Trump should give them about two days to confirm his appointments. Any agency that doesn't have one of his confirmed appointments to run it, such as the FBI, DOJ, etc etc, should be greeted with an executive order putting everyone in that agency on leave until there is a confirmed appointment to run that agency.
