Trump on December 20, 2017. The order aims to combat serious human rights abuse and corruption around the world by imposing sanctions on individuals and entities responsible for or complicit in such abuses. Background The order was issued in response to the prevalence and severity of human rights abuse and corruption that have their source, in whole or in substantial part, outside the United States. These abuses threaten the stability of international political and economic systems and undermine the values that form an essential foundation of stable, secure, and functioning societies. Provisions The order prohibits transactions in property in or by persons listed in the Annex to the order, including: Individuals and entities responsible for or complicit in, or who have directly or indirectly engaged in, serious human rights abuse or corruption. Foreign persons who are responsible for or complicit in, or who have directly or indirectly engaged in, serious human rights abuse or corruption. The order also authorizes the Secretary of the Treasury, in consultation with the Secretary of State and the Attorney General, to: Block the property of persons listed in the Annex to the order. Prohibit transactions in property in or by persons listed in the Annex to the order. Prohibit the importation into the United States of certain goods, services, or technology that are owned or controlled by persons listed in the Annex to the order. Implementation The order was implemented by the Department of the Treasury’s Office of Foreign Assets Control (OFAC) and has been used to sanction numerous individuals and entities involved in serious human rights abuse and corruption. Castro Ramirez, who was sanctioned for facilitating the cover-up of fraud and engaging in corrupt activities. Continuation of the National Emergency The order has been continued in effect by subsequent notices published in the Federal Register, most recently on December 18, 2023.
