A Statehood Compact is an agreement between people regarding their kind of self governing agreements.

A Constitution is a "services contract" in which one party agrees to perform government services, and the other party agrees to pay.

After the Civil War, there was the territorial constitution (1789), and ultimately they created "Territorial Statehood" in the Western States. Thankfully, in October of 2020, the Union States agreed to enroll the "Western States", so that they too could be part of The United States, The United States of America...and hopefully soon, we will also restore States of America!
