Citizens throughout history participated in "in-precinct" paper ballot casting, counting, tabulating, and reporting all before election day was over.

Paper voter rolls insured who was who, plus you would probably knew or recognized 1/2 of your precinct neighbors.

Costs for one day election staffing would be almost nothing compared to today's machines and 2 weeks of early voting.

Plus, what's the cost of knowing your vote actually "counted" and the other voters didn't cheat because you had the opportunity to witness every thing that happened in your precinct polling location that day!
