After nine rounds of negotiations, in late May, the final draft heads to the World Health Assembly, the annual gathering of WHO member states, for approval. On March 28 WHO Member States agreed to resume INB9 negotiations during 29 April to 10 May. The decision came at the end of two weeks (March 18-28, 2024) of intensive country-led discussions on critical subjects aimed at making all countries of the world better prepared for, and able to effectively and equitably respond to, future pandemics.

A guide to implementing the One Health Joint Plan of Action at national level
The guide to implementing the One Health Joint Plan of Action (OH JPA) at national level provides practical guidance on how countries can adopt and adapt the OH JPA to strengthen and support national One Health action.
Building on the OH JPA theory of change, this guide describes three pathways and five key steps to implement the OH JPA at national level:
Pathway 1 – Governance, policy, legislation, financing and advocacy
Pathway 2 – Organizational and institutional development, implementation and sectoral integration
Pathway 3 – Data, evidence, information systems and knowledge exchange.
The stepwise approach comprises:
Situation analysis including stakeholder mapping and review of existing assessment results
Set-up/strengthening of a multisectoral, One Health coordination mechanism
Planning for implementation, including activity prioritization and leveraging of resources
Implementation of national One Health action plans
Review, sharing and incorporation of lessons learned.
Countries are encouraged to design and institutionalize national One Health action
plans featuring the activities prioritized by pathway and stakeholder group that link to
action tracks featured in the OH JPA and existing relevant national action plans. The
guide provides a basis for the sustainable implementation of a One Health approach at
country level.
This guide was developed through a participatory process, led by the Quadripartite
organizations – the FAO, UNEP, WHO and the WOAH (founded as Office international
des epizooties (OIE)) – involving staff engaged in One Health across the headquarters
and regional levels of the four organizations. It reflects inputs from multisectoral
consultations including from the One Health High-Level Expert Panel and countries with
the purpose of establishing and strengthening efforts towards a sustainable One Health
approach at national level.

NULLIFY THE WHO’S “PANDEMIC TREATY” AND IHR AMENDMENTS
URGENT: State legislators have a key role in stopping the WHO’s effort to subvert national sovereignty with its proposed global pandemic treaty and IHR amendments.
States can and should nullify (i.e., prevent its enforcement within their state’s borders) the WHO and every other unconstitutional treaty, law, or edict.
This is not just “a federal issue,” and state legislators have no excuse for not acting. Contact your state legislators and urge them to enforce the U.S. Constitution through nullification.
The World Health Organization (WHO) is negotiating a global pandemic treaty and considering dangerous amendments to its International Health Regulations (IHR) —
these will further enable Covid medical tyranny while amounting to yet another step toward a one-world government.
State governments can and should nullify these tyrannical schemes.
The Threat
The World Health Organization is working on “a global process to draft and negotiate” an agreement “to strengthen pandemic prevention, preparedness and response.”
The WHO has released a working draft of its proposed “pandemic treaty.” This draft would be a major step toward world government; it emphasizes “solidarity,”
meaning “[i]ntensified international cooperation,” and it floats increased
“collaboration and cooperation across the United Nations system and other international and regional intergovernmental organizations and non-State actors and bodies as a means of strengthening the [agreement’s]
implementation.” Furthermore, it promotes “universal health coverage”
and could threaten free speech. Last, but not least, the WHO stated that it could expand the agreement’s scope to go beyond pandemics, and be implemented at the UN level.
This treaty threatens our God-given freedoms protected by the Constitution.
Any “pandemic treaty” is a threat for the following reasons:
It will further erode U.S. national sovereignty, giving foreign bureaucrats greater control over domestic policy. It would also amount to yet another step toward a tyrannical one-world government.
It will further expand the WHO’s ability to dictate health policy worldwide, making it easier for the Deep State to impose its tyrannical “health” measures on the global populace.
It will enable
the creation of global “health passes,” thereby restricting travel and certain activities to only those who have been vaxxinated or who are in compliance with the WHO’s “health” dictates.
These so-called “health passes” will further compromise individuals’ medical privacy and lay the groundwork for a biomedical security regime.
Enable “global coordinated actions” to censor those who dissent from the Deep State’s narratives — all in the name of “public health.”
American taxpayer money would likely be diverted to enable the implementation of the treaty’s dictates.
This is not the only WHO threat to liberty. Additionally, the U.S. proposed amendments to the WHO’s International Health Regulations (IHR).
These amendments would also strengthen the WHO’s ability to take unilateral actions and meddle in countries’ internal affairs, and they could lead to an expansion of the CDC’s power to detain Americans for medical reasons.
These amendments, combined with the proposed pandemic treaty, constitute a massive threat to liberty by the WHO.
The Solution: State Nullification
The WHO’s pandemic treaty must be stopped — and the states have a key role in doing this. Rather than sitting back and being complacent, state legislators must take bold action to nullify any WHO agreement.
Nullification is firmly grounded in the text of the U.S. Constitution. Specifically, Article VI duty bounds state legislators — along with members of Congress and judges — by their oath to “to support this Constitution.”
Article VI also states: “This Constitution, and the Laws of the United States which shall be made in Pursuance thereof … shall be the supreme Law of the Land.” (Emphasis added.) State legislators are required to uphold and implement only those laws that are “made in Pursuance” to the Constitution. Any laws not “made in Pursuance thereof” are therefore not the supreme Law of the Land and as such state legislators are under no obligation to enforce or carry out their provisions. Instead, they should interpose, or nullify, such laws within the boundaries of their state. And this stipulation applies to the treaty-making power. Treaties must also be subject to, and bound by, the limitations of the Constitution.
In a letter, dated September 7, 1803, then-President Thomas Jefferson wrote: “I say the same as to the opinion of those who consider the grant of the treaty making power as boundless. if it is, then we have no constitution.” This was further affirmed by the Supreme Court of the United States, in Reid v. Covert (1957), in which the Court correctly ruled:
It would be manifestly contrary to the objectives of those who created the Constitution, as well as those who were responsible for the Bill of Rights – let alone alien to our entire constitutional history and tradition – to construe Article VI as permitting the United States to exercise power under an international agreement without observing constitutional prohibitions.
The Court further explained, “It would be completely anomalous to say that a treaty need not comply with the Constitution when such an agreement can be overridden by a statute that must conform to that instrument.” Even the most constitutionally-egregious pandemic treaty would be powerless under Article VI. If the U.S. Senate ratifies the WHO’s proposed treaty, states must nullify its enforcement.
Nullification of the WHO’s pandemic treaty wouldn’t be the first time the states have taken such bold action. Among multiple other examples, Alabama in 2012 enacted a strong law banning the implementation of the UN’s Agenda 21 (now Agenda 2030) in the state, and Tennessee did the same in 2023. Multiple other state legislative chambers passed similar bans.
Contact your state legislators and urge them to enact strong legislation fully preventing the implementation and/or enforcement of the WHO’s proposed pandemic treaty, along with the proposed amendments to the WHO’s IHR. State governments have an important role in preserving liberty — we cannot afford for them to squander it.

1. The United Nations General Assembly (UNGA) will hold a High-level meeting on pandemic
prevention, preparedness and response in September 2023.
2. Negotiations on a zero draft will progress towards adoption of a WHO Pandemic Agreement
in 2024.
3. The Pandemic Fund, launched by the World Bank in November 2022, will issue a first round of
funding in 2023.
4. State Parties to the International Health Regulations (IHR) will work on proposed targeted
amendments to the IHR (2005) for adoption in 2024.
5. Countries and other stakeholders will develop proposals for the governance and financing of an
equitable countermeasures platform.
6. G7 countries are driving the 100 Days Mission to accelerate development of diagnostics,
therapeutics, and vaccines for pandemic preparedness.
7. G20 countries have established a Task Force to strengthen collaboration between Finance and
Health Ministries on PPPR.
8. The Universal Health and Preparedness Review (UHPR) is being piloted as a peer review
mechanism for strengthening accountability for preparedness.
WRITTEN SILENCE PROCEDURE
1. Following the suspension of the Seventy-third World Health Assembly session and pending its
resumption,
the following written silence procedure will apply in respect of any proposal that the
President of the Health Assembly determines, following informal consultations or because the proposal
was recommended by the Executive Board for adoption,
is suitable for adoption without further
discussion by the Health Assembly.
2. At the request of the President of the Health Assembly, the Director-General will transmit to
Member States any such proposal for consideration under this written silence procedure.
3. The communication will contain the text of the proposal(s) to be considered under this written
silence procedure and will set a date for the receipt of any objection.
Any such objection is to be
conveyed in writing and addressed to the Director-General.
The date for receipt of any objection will be
14 days from the date of dispatch of the communication.
4. In absence of the receipt by the set date of any written objection from a Member State, the
proposal concerned will be considered as having been validly adopted by the Health Assembly. The
adopted proposal will be referred to the Health Assembly at its resumed session for information only.
5. In the event of the receipt by the set date of one or more written objections from a Member State,
the proposal concerned will be considered as having not been adopted by the Health Assembly. The
proposal concerned will be referred to the Health Assembly for consideration at its resumed session.
6. The Director-General will communicate the outcome of the written silence procedure to all
Member States as soon as possible after the set date referred to in paragraph 3.
In the case of a proposal
that is adopted pursuant to the written silence procedure, the date of the Director-General’s
communication to that effect will be date of adoption of the proposal.
7. Without prejudice to the above, any Member State may explain its position in respect of a proposal
that is subject to the written silence procedure by submitting a written statement relating thereto, for
posting on the WHO website.
Written statements should be received by the Director-General by the date
set for receipt of objections under paragraph
3. Written statements will be made available on the WHO
website for information purposes only.
They will appear as submitted and in the language(s) of
submission.
Submission of a written statement in accordance with this paragraph will not be considered
as an objection for the purposes of paragraphs 3 to 5.

These six solutions are the building blocks for a long-term, sustainable, and equitable approach to global preparedness and response.
In the coming months,
the GPMB will continue to advocate for these actions. It will focus its efforts on developing an independent monitoring framework to provide a multisectoral, evidence-based overview of the state of global preparedness and response.
In October 2021,
the GPMB called for world leaders to take five urgent actions to demonstrate their commitment to strengthening pandemic preparedness and response and address the profound inequities and divisions that have characterised this pandemic.

On May 22nd, the World Health Organization (WHO) will vote on whether or not to strip 194 countries,
including the United States, of their sovereignty. As part of the World Economic Forum’s Great Reset goal,
the WHO is aiming to alter a treaty that would give them global control over human health.
The WHO World Health Assembly will vote on the issue from May 22 to 28…
The rule change includes very dangerous amendments — 13 of them. Investigative reporter Leo Hohmann reports that these amendments will NOT require approval by two-thirds of the United States Senate.
It’s not called a treaty.
It’s amending a treaty to which the US already belongs. If they are approved
(as submitted by the United States)
by a simple majority of the 194 member countries of the World Health Assembly countries,
these amendments would enter into force as international law just six months later, November 2022.
All countries which are Members of the United Nations may become members of WHO by accepting its Constitution.
Other countries may be admitted as members when their application has been approved by a simple majority vote of the World Health Assembly.
Territories which are not responsible for the conduct of their international relations may be admitted as Associate Members upon application made on their behalf by the Member or other authority responsible for their international relations.

Summary of Goals
This list provides a brief summary of the goals above.
I. Transform our Medical Defenses
1. Vaxxines: Rapidly make effective vaxxines against any human virus family
• Design, test, and review by 100 days after pandemic threat appears (for COnVID-19 = May 2020)
• Produce enough vaccine for the U.S. by 130 days and entire world by 200 days
• Simplify vaxxine distribution (e.g., eliminate need for cold storage)
• Simplify vaxxine administration (e.g., replace sterile injection, with skin patches and nasal sprays)
2. Therapeutics: Life-saving medicines suitable for any virus family
• Develop medicines to block key virus functions (as done for HIV)
• Enable rapid production of neutralizing antibodies (currently too slow)
• Develop medicines to prevent severe immune over-reactions (useful in public health)
3. Diagnostics: Simple, inexpensive, accurate tests for any virus available within weeks
• Develop technologies to meet sustained demand, including daily home testing for all, if required
• Use new diagnostics in routine care, to serve public health, drive down costs, and expand capacity
II. Ensure Situational Awareness
4. Early-Warning Systems: Rapidly detect new viral outbreaks with pandemic potential
• Detect new threats by genome sequencing of patients with unexplained fevers in U.S. and abroad
• Detect new viral threats by wastewater sampling
• Create early-warning networks to aggregate and analyze global data
5. Real-time Monitoring: Follow existing viral outbreaks for spread and evolution
• Improve tracking by combining diagnostic, epidemiological, sequencing, and environmental data
• Improve analysis and forecasting
III. Strengthen Public Health Systems
6. U.S. Public Health. Modernize infrastructure to prevent and contain biological threats
• Strengthen the public health work force
• Invest in public health laboratories and public health digital infrastructure
• Prioritize vulnerable communities
7. Global Health. Establish international infrastructure and financing for pandemic preparedness
• Create local capacity and international systems
• Catalyze sustainable international financing
IV. Build Core Capabilities
8. Personal Protective Equipment. Increase effectiveness, comfort, affordability, and manufacturability
9. Stockpiles and Supply Chains. Ensure U.S. ability to produce vital supplies
10. Prevent Catastrophic Biological Events. Accelerate biosafety, biosecurity, and deterrence
11. Regulatory Improvement. Ensure regulatory capacity for vaccines, therapeutics, and diagnostics
V. Manage the Mission
12. Mission Control. Manage this national responsibility with the seriousness of purpose, commitment,
and accountability of an Apollo Program and coordinate work with international scientific community

Abstract
System and methods for anonymously selecting subjects for treatment against an infectious disease caused by a pathogen.
The system comprises a plurality of electronic devices comprising instructions to generate an ID and,
when in proximity of another such electronic device, one or both electronic devices transmit/receive the ID to/from the other electronic device.
Then,
a score is generated based on a plurality of such received IDs. Additionally, based on information received from a server,
relevant treatment instructions are displayed to the subjects based on the received information and the score.
The server comprises instructions for sending to the plurality of electronic devices the information to be displayed with the relevant treatment instructions,
additionally the server and/or the electronic devices comprise instructions to generate a prediction of likelihood of a subject transmitting the pathogen, based on the score of the subject.
