Is it Fair for God to Create Someone Knowing they will Reject Him and go to Hell?

Under some circumstances, yes. If three conditions are met, "created for Hell" isn't an unjust action. While the conditions do not appear to be met in most standard theology, the Christ-centered model for early Genesis has theological implications which suggest that each of the three conditions are met.
