SD Legislature Sees Nothing but Potential in Shelterbelts

Today we look at a senate bill that passed the House and Senate that would tax the potential production ability of shelterbelts. It's the same thing they already do with cropland: they tax cropland based on its "potential" amount of production rather than what it actually produces. Sound like a racket to you?
