Quercetin's in Berries and Onions. Highest concentration in Elderberries, and after that blueberries. A quick search I did says it's 3-3.5x in Elderberries compared to Blueberries. I've read but didn't try to verify that it's in jam and preserves but not in jelly. If it's cooked uncovered it might dissipate, which happens with quinine if you're cooking grapefruit peels and don't cover or open too soon. So thinking out loud, with the onions, they might have to be raw. But there isn't a lot there anyway.

I've tried different chew supplements, Aldi's and Zarbees have a high ratio of elderberry to zinc and elderberry content, costco sambucca tastes the best if you're giving it to your kids, Aldi's probably the worst taste but it's not bad.
