Jang Chen (Yoon Kye-Sang) came from China and now works as a loan shark in a seedy Chinatown area of Seoul. He's backed up by his bloodthirsty henchmen Wei Sung-Rak (Jin Sun-Kyu) and Yang-Tae (Kim Sung-Kyu). Jang Chen is beyond brutal in his methods to collect money. Meanwhile, Ma Suk-Do (Ma Dong-Seok) is a detective in the Chinatown area of Seoul. He tries to keep the peace, while two Chinese-Korean gangs battle over turf in the neighborhood. Jang Chen makes his move to take over.

Ma Suk-Do and his team members receive a mission to bring a suspect, who fled to Vietnam, back to to South Korea. Ma Suk-Do chases after Kang Hae-Sang (Son Suk-Ku) in Vietnam and back to South Korea.

Detective Ma Suk-Do (Ma Dong-Seok) joins a new crime investigation unit led by Jang Tae-Soo (Lee Beom-Soo) and includes Detective Kim Man-Jae (Kim Min-Jae). They go up against Joo Sung-Cheol (Lee Joon-Hyuk), who is the son of a powerful chaebol family. The Japanese yakuza are also involved in the case.

Jin-Il (Minho) and Ga-Young (Da-Eun) are teen runaways. They stay with other runaway kids and work part-time jobs. Sometimes, they resort to stealing to survive. They are now out of money, but scheme to get some money. They lure Hyung-Suk (Ma Dong-Seok) to a motel. Their scheme soon goes awry, with Ga-Young becoming a hostage.

A girl (Shin Shi-A) is the lone survivor of a devastated secret laboratory. She is chased by people who want to capture her for their own purposes.

Sol Kyung-Gu plays a staff member of the National Institute of Scientific Investigation (NISI) in South Korea. He attempts to uncover the identity of a mysterious serial killer who decapitates his victims. Ryoo Seung-Bum plays a environmentalist who holds clues to unravel the mystery.

Detective Won-Ho (Cho Jin-Woong) looks for missing person Seo Young-Rak (Oh Seung-Hoon) and he also chases after Teacher Lee, who is the boss of a drug ring. Brian (Cha Seung-Won) and Seob So-Cheon (Han Hyo-Joo) appear in front of Detective Won-Ho. Keunkal is the the only one who knows the real identity of Teacher Lee.

18-year-old Yeon-Kyu (Hong Sa-Bin) lives in a bleak and miserable situation. He has a younger sister Ha-Yan (Bibi). To find a way out, he joins a criminal organization. There, Yeon-Kyu meets Chi-Gun (Song Joong-Ki). He is a mid-level boss in the crime group who trusts and leads Yeon-Kyu.

Cold Eyes Detective Hwang (Sol Kyung-Gu) leads a specialized surveillance team in the police department. Yoon-Joo (Han Hyo-Joo) takes a test to join the team. She's tested on her observation skills and memorization. She passes her test and becomes the newest member of the surveillance team. While, Yoon-Joo takes her test, James (Jung Woo-Sung) and his crime group robs a bank. He stands on the rooftop of a nearby building and directs his team's movements. He doesn't tolerate any mistakes. As soon as Yoon-Joo joins the surveillance team, they are tasked to take down James' criminal group. The surveillance team immediately runs into trouble when they can't identify any of the robbers due to their masks and their efficiency in robbing the bank. Detective Hwang finds one man caught on CCTV near the bank. James gets a new order from a mysterious broker (Kim Byung-Ok) and once again completes a heist. While, the surveillance team goes after James, the mysterious broker also looks to take out James.

Park Tae-Soo (Zo In-Sung) becomes a prosecutor after going through a difficult childhood. He wants to wield absolute power and meets Han Kang-Sik (Jung Woo-Sung).
