The Australian Electoral Commission ADMITS they CAN'T STOP FRAUD

Is the Voice to Parliament and the very notion of a referendum nothing more than a sham? It seems like the Australian Electoral Commission is utterly incapable of stopping fraud or preventing individuals from voting multiple times—they've admitted as much.

If fraud can easily slither its way into this system, then why bother having this system in the first place? The people in charge appear to be complete imbeciles. That's the only explanation that makes any sense to me.
