Stuttgart Arkansas PD Officer Foster DWI 08/25/23

At approximately 9:30 pm on 08/25/2023, I, Ptl Foster was traveling North bound on South Main St when I noticed a Silver GMC pickup traveling South bound on South Main St. I observed the vehicle's brake lights and tail lights not working properly so I turned around to get behind the truck. I initiated my blue lights and sirens and conducted a traffic stop at the intersection of 20th St and S Main St. Upon my approach to the drivers side of the vehicle, I introduced myself to the driver and advised him that I pulled him over because his rear vehicle lights were not working properly. I asked the driver for his drivers license and I was advised that he only had a license from South Africa. While I was talking to the driver, I noticed the odor of intoxicants coming from the drivers breath. I asked the driver if he had anything to drink and at first the driver denied having consumed alcohol but then admitted to having one drink. I noticed the drivers eyes were very watery and red. I asked the driver to step out of the vehicle and asked for his consent to conduct Standardized Field Sobriety Tests and the driver complied. I asked the driver if he had any medical conditions that would prevent him for performing the tests and the driver stated that he did not. The driver was identified as Mr Samuel Farncois Van Sittert from his South African ID.
