Aug. 30, 1963 - President Kennedy spoke out today on the cut in foreign aid voted a week ago by the House of Representatives. The President held a news conference after conferring at his Massachusetts summer home this morning with David E. Bell, foreign aid director; Gen. Lucius D. Clay, chairman of his Advisory Committee on Foreign Aid; and Ralph Dungan, a White House assistant specializing in foreign aid.
