CIRCMVENTING PROCUREMENT REGULATIONS

Parliament has faulted the Permanent Secretary at the Ministry of Trade, Industry and Cooperatives Geraldine Ssali for flouting procurement guidelines which caused irregularities in financial management at the ministry.
Geraldine Ssali appeared before the trade and tourism committee of parliament and in her defense says there was need for continuity of business and she also had limited staff which forced her to alter the procurement process.
A restricted bidding to the tunes of 6.2 billion was signed by an office attendant leading to a risk of double jeopardy
