White House: ‘We recognize that cluster munitions create a risk of civilian harm’

National Security Advisor Jake Sullivan said in a press briefing Friday that the White House recognizes the risk of civilian harm cluster munitions create with unexploded bomblets. “But there is also a massive risk of civilian harm if Russian troops and tanks roll over Ukrainian positions and take more Ukrainian territory…because Ukraine does not have enough artillery,” said Sullivan. “That is intolerable to us.”
