Paragraph three of the Emancipation Proclamation, signed by President Abraham Lincoln on September 22, 1862 and issued on January 1, 1863.
The Emancipation Proclamation established a legal path to Juneteenth, which is when Major General Gordon Granger (US Army) proclaimed freedom for enslaved people in Texas on June 19, 1865.
