Did This Guy Actually Give All of Us an Escape Hatch on the Pistol Brace Rule?

Washington Gun Law President, William Kirk, goes back in our time machine, just a couple of weeks ago, to get it directly from the horse's mouth as ATF Director, Steve Dettlebach, specifically stated, while under oath before Congress, that merely removing the stabilizing brace from your firearm removes you from the purview of the rule. But is that so? Because while Dir. Dettlebach may say that, much of ATF's literature says something a little different. So what is it?
