Failing to Learn From Previous Sri Lankan Farming Disasters

In a speech to the House of Commons, Churchill paraphrased Santayana when he said “Those who fail to learn from history are condemned to repeat it”. This phrase has always stuck with me as far too often I have seen people continue to pursue the wrong course of action because they do not take the time to think critically about what has happened in the past. Nowhere is there a better example of this than when the now former President, Gotabaya Rajapaska banned chemical fertilisers and pesticides in Sri Lanka. The result was an economic and humanitarian crisis in which Sri Lanka lost its food security and half a million people were pushed back into poverty. This catastrophic decision was made only 6-years after a similar one in which the Sri Lankan government banned a herbicide on a hunch. The ban of this single herbicide imposed significant economic cost on growers of all operation sizes but disproportionately affected smallholders. It also had a negative impact on income disparity, female farm workers, soil erosion, and public health. The Sri Lankan government ultimately reversed the ban but failed to learn from this cautionary tale of what happens when unsupported hunches rather than objective evidence drive agricultural policy. This is the dark side of organic farming.
