Promoting Someone to Demote Later Is a Problem
It's better never to promote or place someone in a position than to promote them only to fire or demote them later. There are two primary reasons a person will promote the wrong person: (1) fear of telling this person they don't have the skill set to fulfill the requirements of the position, or (2) pragmatics: we need someone to fill a slot, and though this person is not the best fit, we're going to promote them anyhow.
