On November 9, 2022, at approximately 3:30 PM, I was operating stationary radar on United States Highway 167 near the Entergy Power Station. I observed a gray Buick passenger car approaching from behind, traveling above the posted speed limit. The vehicle's speed was confirmed on my radar as 77 MPH in a 60 MPH speed zone. I attempted to perform a traffic stop on the vehicle, but it continued northbound, increasing its speed. With blue lights and siren activated, I advised Troop F dispatch that I was in pursuit of the vehicle.
The vehicle traveled northbound at speeds near 115 MPH, weaving in and out of the northbound and center turning lanes. I provided dispatch with a license plate number and information regarding both occupants of the vehicle.
As the vehicle approached the Calion City Limits, it drove onto the shoulder and passed a vehicle. The vehicle then attempted to make a right turn onto Main Street in Calion at a high rate of speed. The driver failed to maintain control of his vehicle, and it left the roadway to the left. The vehicle struck a utility pole and a small tree. After the vehicle came to a stop, the two occupants of the vehicle began to flee on foot. With the assistance of the 13th Judicial District Task Force Agents, both suspects were taken into custody without incident.
The driver, identified as 16-year-old Isaiah Anthony Ivy Andrade, and the passenger, 19-year-old Tyler Foster, were taken into custody.
During a vehicle search, a zip-lock bag containing 12.5 Grams of marijuana was located in the center console.
Andrade was transported to the El Dorado Police Department. Juvenile Probation Officer Chris Gilliam was notified and has taken over Andrade’s case. Per Officer Gilliam, Andrade was released to his mother. He was issued a court date of December 7, 2022, for Felony Fleeing in a motor vehicle, Possession of a controlled substance, and driving on a suspended license.
Foster was transported to the Union County Criminal Justice Facility. He was charged with misdemeanor, fleeing on foot, and Possession of a controlled substance.
