NGO documents Ukrainian forces use of civilian venues as bases

Amnesty International, the global human rights organization, has said it had recorded a number of instances when Ukrainian forces purposely used schools, hospitals and other civilian infrastructure as bases for their troops. Russian Foreign Ministry spokeswoman Maria Zakharova said Russia's been reporting on them for some time.
