Is frank paranoid, or is the USDA(Government) out to get him? ... or just is business "Frankie's Free Range Meats"?

"Frankie stated he was labeling animal flesh as meant for dogs so that the USDA would allow it to be sold. But we know he's selling it for humans to eat. "He rebranded his Ribeye steaks he was selling as "not for human consumption"
