Watch how the female Great Horned Owl goes all the way up the feathers with her beak from the base, making sure each barbule is in place to grab the next barbule. Which helps to keep the feathers uniform and connected to the next feather. A barbule is a branch of the barb on a feather that attaches to the adjacent barb by hooks that stiffen the vane and make it smooth. A barb is a feather within a feather that has a little shaft and barbs of its own called barbules. Preening also removes any dirt or parasites on the feathers as well.
