No, neither prospective landlords nor prospective tenants need a Realtor in order to rent or rent out a condo, and there is no legal or regulatory requirement to do so.
Prospective tenants can reach out to landlords and listing agents directly, without needing to go through their own agent (i.e. a tenant's agent).
Landlords can list their homes for rent For Rent By Owner (FRBO) without needing to go through a Realtor to list their homes.
With that said, it may be wiser to through a Realtor, especially one that can reduce the commission or give you some of the economics back as Realtors tend to have better access to information or marketing resources.
For example, for landlords it makes a lot of sense to list via a flat fee MLS service like Hauseit, where landlords can get the same exposure to buyers and Realtors for a fraction of a traditional broker fee.
For tenants, it might make sense to work with a Realtor who will agree to rebate part of the commission back to the tenant. Hauseit has a select service for prospective tenants with budgets greater than $10,000.
