Rep. Patricia Morgan (R) introduces her plan to use the required 20% of ARPA (American Rescue Plan Act) funds slated to fill the educational gap for students because of COVID remote learning.
Rhode Island received over $2B of ARPA money and Rep. Morgan would like students to be assessed to find their placement within their age and class rankings. The purpose of assessing students would be to design and implement catch up modules for preparation to be advanced to the next grade.
COVID placed undue burdens on children to meet curriculum standards and achievement levels. Students were passed along to the next grade unprepared to continue on their educational paths to become as successful as they choose to be in their adult lives.
